SALT LAKE CITY — Police reported a non-family abduction in Ogden on Wednesday at approximately 5 p.m.
According to the amber alert, Christopher Thomas Wiggins abducted 13-year-old Jessika Francisco.
The victim who was kidnapped on Nov. 26, 2025, 13-year-old Jessika Francisco.
Francisco was last seen wearing Dr. Pepper pajama pants, a white hoodie and pink slippers. She has blonde or strawberry hair and blue eyes. She is 4 feet 6 inches tall, weighing about 90 pounds.
Wiggins allegedly drove off in a white Hyundai Sonata, license plate A999FH (UT).
Law enforcement believes Francisco faces imminent danger of serious bodily injury or death.
Police identified Wiggins as a convicted sex offender, convicted with two counts of sex with a minor in 2011, and believe he is armed with a handgun.
Wiggins is 5 feet 6 inches tall, weighing 120 pounds. He has blonde or strawberry hair that has been dyed purple and brown eyes. He was last seen wearing black pants, a black shirt, a black Big-O Tire jacket.
Christopher Thomas Wiggins is believed to have kidnapped Jessika Francisco. Police warn that Wiggins may be armed with a handgun.
