A St. Paul home health care agency owner is facing charges after investigators say she defrauded Medicaid out of more than $600,000.

Gertrude Kemunto Mongare, 34, was charged on Wednesday with six counts of theft by false representation.

According to the complaint, Mongare defrauded Medicaid of $611,056.81 from March 2021 to August 2025 through her home health care agency, B&G Caring Angels.

Mongare is accused of submitting reimbursement claims for companion care, respite care, night supervision, overnight services, homemaking services and more — services which investigators say were never recieved.

The complaint goes on to say that Mongare regularly transferred money from the B&G Caring Angels account to her personal bank account, which she used to buy plane tickets and Uber Eats.
