BREAKING NEWS, Monday Aug. 4, 2025 at 7 p.m. — Dawn Norton, who currently serves as the Town of Wilton’s full-time Chief Financial Officer (CFO) for the Town of Wilton, is also holding a second job as Town Administrator/Finance Director in Greybull, WY, according to published documents from both municipalities.

It’s not yet clear if any town officials in either municipality even know about Norton’s dual employment.

GOOD Morning Wilton has reached out to Wilton officials, many of whom are in a Board of Selectmen meeting this evening. Board of Finance Chair Matt Raimondi was available to comment on behalf of his board.

“The Board of Finance was not previously aware that Ms. Norton holds a position in another municipality. If accurate, this raises serious concerns. We look forward to working with the Board of Selectmen to ascertain the facts and address the matter appropriately. As always, we remain committed to transparency, accountability, and the highest standards of professional conduct in town government,” Raimondi told GMW.

Norton has not appeared in person at board or commission meetings in Wilton for several months, instead attending via Zoom.

However, an attendee at a town of Greybull municipal meeting today confirmed Norton was in attendance there.

According to minutes of the May 12, 2025, meeting of the Greybull Town Council, Norton was appointed as Greybull’s new town administrator. Multiple documents posted to the Greybull town website confirm her attendance at meetings and detail work she has done or reported on, including presenting monthly financial reports and signing council resolutions.

The site also lists Norton as the Town Administrator on the town’s staff list.

News coverage in the local media has reported several stories involving Norton’s work in Greybull, including overseeing efforts to sell town-owned property to funding the purchase of a new police vehicle for the town and other items, managing the delayed opening of the town pool, and most recently coordinating the town government’s response to a water-main break that has left dozens of homeowners there without water since July 27.

The May 15, 2025 Greybull Standard article about Norton’s appointment described the council meeting where she was named to her job in that town.

“The council introduced its new administrator, Dawn Norton. She becomes the second Norton on the town payroll joining husband Erick who joined the Greybull Police Department in early 2024 after a 25-year career in law enforcement in Bridgeport, Conn.

“At the time of Erick’s hiring, Dawn was working as a chief financial officer in that city of approximately 140,000 residents.”

Erick Norton is listed as a police detective for the Town of Graybull.

GOOD Morning Wilton has left multiple message asking Norton for comment but she has yet to respond.

On Monday, Nathan Oster, editor of the Greybull Standard, positively identified Norton from the photo that ran with GMW‘s most recent story on Wilton Board of Finance, confirming that she and the new town administrator in Greybull are one and the same. He said he’d just returned to the office from covering a municipal meeting with town officials and saw Norton in attendance.

Oster said it was difficult to get Norton to sit for an interview or be profiled as she took on her new role in Greybull’s government.

“I’ve interviewed a number of new town officials over the last 25 years. She’s the first one who refused to engage with the newspaper,” he told GMW.

A legal notice published in the Greybull Standard on July 17, 2025, lists salaries paid to elected officials and town employees during Fiscal Year 2025 (July 1, 2024-June 30, 2025). According to that notice, Norton was paid $13,620 for her work since being hired on May 12.

Greybull’s former town administrator was paid $81,821 for the period between the start of FY’25 and when she left sometime Spring 2025.

The Board of Selectmen approved Norton’s appointment as Wilton’s CFO in February 2022, and on March 14 of that year she started overseeing Wilton’s finances for both the town and the school district.

Prior to Wilton, Norton was the district business manager for the Ridgefield Public Schools and New Canaan’s director of finance/CFO. Norton had started her municipal finance career as the comptroller and later interim finance director for the city of Bridgeport.
