MADISON, Wis. (WMTV) – U.S. Immigration and Customs Enforcement has lodged a detainer asking politicians in Dane County not to release Julio Cesar Morales Jarquin from jail. The United States Department of Homeland Security says Morales Jarquin is in the country illegally.
Morales Jarquin, from Nicaragua, is the Fitchburg caretaker who is facing two counts of second-degree sexual assault – elderly victim. He appeared in court with a translator on Wednesday.

On April 27, ICE lodged a detainer asking that officials in Dane County not release him from jail.
DHS says Morales Jarquin was released into the U.S. in 2023 under the Biden administration’s humanitarian parole program for Nicaragua. The Trump administration ended the parole program in April of 2025, and Morales Jarquin has been in the U.S. illegally since.
“This illegal alien is charged with two counts of sexual assault of an elderly victim at an assisted living facility,” said Acting Assistant Secretary Lauren Bis. “This dirtbag was released into the country by the Biden Administration. DHS is calling on sanctuary politicians in Dane County, Wisconsin to NOT release this criminal from jail back onto the streets to commit more crimes. We need Wisconsin sanctuary politicians to cooperate with us to remove criminals from our country.”
Police arrested Morales Jarquin after an investigation into reports that an employee at an assisted living facility had sexually assaulted elderly vulnerable people that lived in the facility.
His preliminary hearing was scheduled for May 13 at 3 p.m.
