WHEELING, W.Va. — It doesn’t take a major storm to create flooding problems in parts of Elm Grove, residents say — and after Monday’s rainfall, some are pressing city leaders for answers on what is being done before the next heavy rain arrives.

Residents are questioning whether culverts, ditches and storm drains are being properly maintained and whether additional flood mitigation projects are needed.

“The sewage and the rainwater systems, they’re just not maintained or cared for, or given any concern,” said Jeremy Schreiber, CEO of Enlighten Health Care. “And so residents like myself and business owners like myself are just going to continue to experience problems if we get 4 inches of rain — and we shouldn’t.”

City leaders have acknowledged flooding challenges in several parts of the city, including Elm Grove.

Officials said crews continue to monitor drainage systems and respond to problem areas as they arise.
