The Information and Communications Technology Authority (ICTA) has officially called for bids from industry players for the provision of broadband internet capacity to the government sites in rural areas across the country.

The invitation, part of the Kenya Digital Economy Acceleration Project, focuses on improving internet access in remote areas of the country.

According to the bid notice, ICTA will accept both single and multiple bids. However, the framework agreement does not guarantee contracts, since the selection process will be handled separately.

The procurement process will create agreements for non-consulting services, allowing the government to award contracts for broadband services over three years, with the option to extend for two more.

ICTA will be the only contracting body for these agreements.

ICTA stated that the bidding will follow World Bank procurement rules and use an international competitive process with a two-envelope system: one for technical proposals and another for financial proposals.

Bidders may submit offers for one or more items. The evaluation will place 80% weight on technical and other non-price factors, and 20% on cost.

Tender documents can be downloaded for free from the ICTA and Public Procurement websites. Completed bids must be submitted to ICTA by 10:00 AM (EAT) on 1 October 2025.

Technical bids will be opened the same day at Teleposta Towers, Nairobi, while financial bids will stay sealed until the second opening.

ICTA stressed that this project is vital for closing Kenya’s digital gap by bringing internet access to rural government institutions, helping drive inclusive growth and digital transformation.
