BALTIMORE, MD (WBFF) — Project Baltimore’s Chris Papst has released a new book on Baltimore City Public Schools (BCPS) and America’s public education system.

“Failure Factory: How Baltimore City Public Schools Deprive Taxpayers and Students of a Future” is available on Amazon.

The book explores BCPS, which is one of the country’s largest and most funded school systems, but historically, is among the lowest performing.

In 2024, despite a $1.7 million budget, just 10% of students tested proficient in math.

Papst followed the money to uncover why students are continuing to fail within the school system, and the realignment that has occurred in public education in general.
