Through a preliminary investigation by the Victoria County Sheriff’s Office, an individual has been identified as the main suspect in connection with a shooting in the 100 block of Minatre Road in Inez Friday.

Victoria County Sheriff Justin Marr confirmed in a late-afternoon press conference that Seng Savin, 41, is the main suspect in the shooting death of a 47-year-old woman. He is an Asian male with dark hair worn in a ponytail, a dark complexion and visible tattoos, last seen wearing a gray hoodie and gray pants.

Community members who recognize or see Savin “should not attempt to apprehend him,” Marr said.

At approximately 9:10 a.m. Friday, Oct. 3, VCSO deputies responded to a shooting report in the 100 block of Minatre Road. Deputies discovered a deceased female inside the residence with an apparent gunshot wound upon arrival. The victim remains unidentified to the public until her next-of-kin can be notified.

Savin is wanted in the Los Angeles, California, area for a separate murder in 2022, Marr said, and it has been confirmed that he is from Cambodia and is living in the United States illegally.

“It is believed that Savin has lived in the Inez area and he is actively evading arrest,” Marr said.

The suspect reportedly fled the scene on foot prior to deputies’ arrival. Community members with any information that may assist law enforcement should contact dispatch immediately at (361) 575-0651.

Industrial Elementary West was placed under Secure protocol as VCSO searches for the suspect. All students and staff are safe inside the building. Industrial ISD will provide an update when the Secure is lifted. Classes remain normal inside the building. No one is permitted to enter or exit the building until the Secure is lifted.

Investigators believe this was an isolated incident, but residents are encouraged to remain vigilant. The Victoria Advocate will report updates as new information becomes available.
