Victim in Telferner shooting homicide identified

The victim in the Friday, Oct. 3 shooting homicide on Minatre Road in Telferner has been identified by the Victoria County Sheriff’s Office (VCSO).
At approximately 8 p.m. on Friday, VCSO deputies located an individual in the area of Houston Highway and FM 1686 matching the description of a suspect in the shooting death. The individual was positively identified as Seng Savin, 41, of Cambodia. Savin was found to have two active murder warrants, one out of Los Angeles, California, and a second out of Victoria County. Deputies located a firearm on his person during a subsequent search.
Savin was taken into custody without incident and transported to the Victoria County Sheriff’s Office jail. It has been confirmed that Savin is in the United States illegally.
The victim in the Minatre Road homicide was identified as Charminy Lewis, 47, of Plano, according to VCSO.
The Victoria County Sheriff’s Office would like to extend sincere appreciation to our local, state and federal partners whose efforts were instrumental in the apprehension of this violent offender: the Texas Department of Public Safety Flight Crew, the Texas Department of Criminal Justice K-9 Bloodhound Unit, the Texas Rangers, Homeland Security Investigations, the Victoria Police Department, the U.S. Marshals Service and the Victoria County Criminal District Attorney.
