All 15 TSP funds post positive returns in October

Funds in the Thrift Savings Plan continue to bring strong returns month over month. In October, all 15 funds increased over their September numbers. The C and I funds were the top earners, returning 2.34% and 2.13%, respectively, in October. The G, F and L income fund were the only funds to garner returns of less than 1%. Year to date, 13 of 15 funds are returning more than 10%, with the I fund coming in at just over 28%.The partial government shutdown has claimed another event. The Small Business Administration is cancelling the 12th annual National Veterans Small Business Week (NVSBW) celebration. It was to have started yesterday and ran through Friday. The cancellation of the small business week celebration means dozens of in-person and virtual events offering training, capital access and government contracting resources will not happen. This year’s theme was “Honoring Veteran-Owned, American Made” and was designed to showcase how veteran-owned small businesses drive U.S. manufacturing, strengthen national security and contribute more than $1 trillion in annual sales to the economy. The Department of Housing and Urban Development warned of reduced services as the government shutdown continues. HUD said repairs on over 10,000 homes through its Lead Hazard Reduction Grant Program are on hold. New HUD-backed loans for health care projects are also stalled during the shutdown. HUD said it continues to provide essential services for more than four million Americans, but that the shutdown is putting a strain on the agency.Some federal agencies are restricting when employees can take administrative leave to vote. Guidance from the Office of Personnel Management generally allowed for up to three hours of administrative leave for federal employees to vote. But a memo from the Environmental Protection Agency said employees generally are not entitled to administrative leave during work hours if there is sufficient time before or after the workday to vote. The EPA said employees who need to take leave to vote shouldn’t take more than an hour. According to Public Employees for Environmental Responsibility, Forest Service employees have been told that they are not authorized to use administrative leave. ]]>
The Defense Department has issued a new policy that will make it significantly harder for transgender service members to appeal their separation before a board of their peers. A new memo signed by Anthony Tata, the Pentagon’s undersecretary for personnel and readiness, said that even if a military separation board decides that a service member can remain in uniform, a senior commander can disapprove the board’s recommendation. The new memo also adds an appearance requirement that all service members attending separation hearings must follow the uniform and grooming standards of their sex assigned at birth. Waivers to allow attire associated with a service member’s sex will not be authorized. Advocates say the policy will deter service members from attending their separation board hearings.Military Star card holders can now shop at commissaries worldwide with 0% interest and no payments for three months throughout November. With the government shutdown now in its second month, the Defense Department has extended the offer through Nov. 30. The Military Star card, offered through the Defense Department’s credit program, is available to service members and their families, DoD civilians, retirees, Purple Heart recipients and eligible veterans. Congress created the program to provide affordable credit solutions to the military community. U.S. Citizenship and Immigration Services is proposing a major expansion in its use of biometrics. Under a rule proposed Monday, USCIS would set up a system to require biometrics from anyone applying for an immigration benefit. USCIS said biometrics are needed for identity verification. The rule would also allow the agency to collect biometrics from people associated with the applicants, including U.S. citizens. And USCIS’s rule would eliminate any age restriction for collecting biometrics. Comments on the proposal are due Jan. 2. The Pentagon’s cyber compliance rules are right around the corner, and officials want to get a pulse on how small businesses are feeling about them. The Defense Department Office of Small Business Programs has released a pulse survey on compliance with the Cybersecurity Maturity Model Certification program. The CMMC acquisition rule goes into effect this coming Monday. The goal of the survey is to see how ready small businesses are for the landmark contractor cybersecurity assessment rules. While the acquisition rule is about to go into effect, the Pentagon plans to phase in the requirements, starting mostly with CMMC self-assessments for the first year.
