LINCOLN, Neb. (KOLN) – The Lincoln Police Department arrested a Lincoln woman Thursday on suspicion of felony child abuse and other charges.
Investigators with LPD’s Special Victims Unit took 46-year-old Angela Lowe into custody at her home and booked her into the Lancaster County Jail on suspicion of felony child abuse, first-degree assault and false imprisonment.

According to LPD, Lowe brought a 12-year-old boy in her care to a local emergency room on Jan. 12. A nurse reported possible child neglect to police, saying the child was significantly malnourished and too weak to lift himself up or speak.
The boy had a core body temperature of 80 degrees and weighed only 47 pounds. LPD said the average 12-year-old boy weighs about 90 pounds.
He was airlifted to Children’s Hospital in Omaha and was determined to be in septic shock with pneumonia. LPD said additional symptoms and injuries led investigators to believe he had been neglected, starved and tortured for several months.
The boy was not expected to live more than a few days. As of Thursday, he remained in critical but stable condition in the Pediatric Intensive Care Unit.
As of Jan. 19, the child is in state custody. Lowe is no longer his legal guardian and is prohibited from contacting him.
