A Plymouth, Massachusetts, police officer and her husband were arrested Thursday on multiple charges involving the sexual assault of a child.Officer Samantha Pelrine, 31, and Daniel Forand were taken into custody by Massachusetts State Police at their home without incident, according to the Plymouth County District Attorney’s office. Pelrine is being charged with three counts of aggravated rape of a child and one count of statutory rape of a child, according to court documents. Forand is facing 20 charges, which include rape of a child, indecent assault and battery on a person 14 or over and assault and battery with a dangerous weapon. The charges stem from incidents that allegedly happened in 2019 and 2020, according to court documents.Pelrine and Forand are expected to be arraigned in Plymouth District Court.“We are appalled and deeply disturbed by the allegations. We hold our officers to the highest of standards and expect them to uphold their sworn duty both on duty and off. Our primary mission is to safeguard the public’s trust and uphold the law. We value human life, fairness, integrity, accountability and professionalism. The conduct alleged is in violation of our values and of our basic principles, a police officers to serve and protect,” the Plymouth Police Department said in a statement.Pelrine was placed on administrative leave with pay following the announcement of a criminal investigation into Pelrine’s off-duty conduct by the Massachusetts State Police. On that same day, Pelrine and Forand were subject to an abuse prevention order.That handwritten affidavit, obtained by NewsCenter 5, was filed by an accuser, who is now 21 years old, who claimed sexual abuse began years ago, while they were a minor. The order requires both to have no contact with the alleged victim and to surrender any firearms, as well as FID cards.Pelrine and Forand both posted bail Wednesday afternoon, $10,000 cash bail and $25,000 cash bail, respectively.Plymouth police are also conducting their own internal investigation into Pelrine’s conduct, the department said.
