ST. CHARLES, Mo. – A name was pulled from a jar to decide who would win the St. Charles city council election that ended in a tie earlier this month. The end result: Chris Kyle will replace Bill Otto as the Ward 1 councilmember.

The candidates described the procedure as ‘bizarre’ and something that will ‘hopefully’ be changed. The tie-breaker is in the city’s charter, and something many people never imagined ever would have to take place in St. Charles.

Both candidates reacted after the unusual tie-breaking ceremony. While Mr. Kyle celebrated the outcome, he also acknowledged the process may not be complete. That’s because Mr. Otto filed a lawsuit prior to the drawing requesting a hand-recount of the votes.

For now, Mr. Kyle has been sworn-in as a new member of the city council. Mr. Otto’s lawsuit has yet to go before a judge. Stay with FOX 2 for updates on this developing story.
