Former US ambassador to NATO Nicholas Burns has cautioned that any lasting peace agreement between Russia and Ukraine must not depend on the word of President Vladimir Putin. Burns stressed that Putin “never meets his promises” and argued that security guarantees will be vital to ensure Moscow upholds its commitments.

Speaking ahead of high-level meetings in Washington, Burns underlined the importance of sustained pressure from both the United States and European allies. He pointed to a security force framework led by Britain and France as a critical safeguard for Ukraine’s future. “That’s why this security force is so important for the future, and it’s encouraging to see European leaders engaged today,” he said.

At the White House, US President Donald Trump and Ukrainian President Volodymyr Zelensky are set to meet more than half a dozen European leaders, including those of the UK, France, Italy, Germany, as well as the EU and NATO chiefs. Burns said joint pressure on Moscow is essential, but he criticized Trump’s recent engagement with Putin in Alaska, describing it as a “desertion of the European position.” He added that today’s meetings could help recalibrate Washington’s stance.
