But these massive collections of servers <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.scientificamerican.com\/article\/ai-will-drive-doubling-of-data-center-energy-demand-by-2030\/\" target=\"_blank\" data-url=\"https:\/\/www.scientificamerican.com\/article\/ai-will-drive-doubling-of-data-center-energy-demand-by-2030\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">gobble up growing amounts of energy<\/a>, and each one cycles through <a data-analytics-id=\"inline-link\" href=\"https:\/\/think.ing.com\/articles\/data-centres-growth-in-water-consumption-needs-more-attention\/\" target=\"_blank\" data-url=\"https:\/\/think.ing.com\/articles\/data-centres-growth-in-water-consumption-needs-more-attention\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">hundreds of thousands of gallons<\/a> of water a day to carry away the heat they generate.<\/p>\n<p><a data-analytics-id=\"inline-link\" href=\"https:\/\/www.eesi.org\/articles\/view\/data-center-energy-needs-are-upending-power-grids-and-threatening-the-climate%23:~:text=But%20data%20centers%20are%20very%20energy-hungry%20and%20are%20spreading%20fast,%20which%20is%20straining%20the%20grid%20and%20will%20likely%20slow%20our%20transition%20to%20carbon-free%20energy\" target=\"_blank\" data-url=\"https:\/\/www.eesi.org\/articles\/view\/data-center-energy-needs-are-upending-power-grids-and-threatening-the-climate%23:~:text=But%20data%20centers%20are%20very%20energy-hungry%20and%20are%20spreading%20fast,%20which%20is%20straining%20the%20grid%20and%20will%20likely%20slow%20our%20transition%20to%20carbon-free%20energy\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">That means<\/a> these facilities \u2014 in <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.livescience.com\/tag\/china\" data-auto-tag-linker=\"true\" data-before-rewrite-localise=\"https:\/\/www.livescience.com\/tag\/china\" rel=\"nofollow noopener\" target=\"_blank\">China<\/a> and beyond \u2014 will increasingly <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.scientificamerican.com\/article\/rainwater-could-help-satisfy-ais-water-demands\/\" target=\"_blank\" data-url=\"https:\/\/www.scientificamerican.com\/article\/rainwater-could-help-satisfy-ais-water-demands\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">compete with water demand<\/a> linked directly to human survival, from agriculture to daily drinking. Many companies have sited their data centers in <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.source-material.org\/amazon-microsoft-google-trump-data-centres-water-use\/\" target=\"_blank\" data-url=\"https:\/\/www.source-material.org\/amazon-microsoft-google-trump-data-centres-water-use\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">some of the driest regions of the world<\/a>, including Arizona, parts of Spain, and the Middle East, because dry air reduces the risks of damage to the equipment from humidity, according to <a data-analytics-id=\"inline-link\" href=\"https:\/\/urldefense.com\/v3\/__https:\/www.source-material.org\/amazon-microsoft-google-trump-data-centres-water-use\/__;!!NLFGqXoFfo8MMQ!sXhSb3J6QhBjqBgEZBhyYvAAoDvUZImD5GhbNvci_exudtGiAXGT0CvaFazfWyA9eIcyArUOmNSHjcjBj4G0XPe8%24\" target=\"_blank\" data-url=\"https:\/\/urldefense.com\/v3\/__https:\/www.source-material.org\/amazon-microsoft-google-trump-data-centres-water-use\/__;!!NLFGqXoFfo8MMQ!sXhSb3J6QhBjqBgEZBhyYvAAoDvUZImD5GhbNvci_exudtGiAXGT0CvaFazfWyA9eIcyArUOmNSHjcjBj4G0XPe8%24\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">an investigation<\/a> by the nonprofit journalist organization SourceMaterial and the Guardian. Partly to address water concerns, China is now putting a data center in the wettest place there is: the ocean. This June construction began on a wind-powered underwater data center about six miles off the coast of Shanghai, one of China&#8217;s AI <a data-analytics-id=\"inline-link\" href=\"https:\/\/english.www.gov.cn\/news\/202504\/29\/content_WS68108d4dc6d0868f4e8f22da.html\" target=\"_blank\" data-url=\"https:\/\/english.www.gov.cn\/news\/202504\/29\/content_WS68108d4dc6d0868f4e8f22da.html\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">hubs<\/a>.<\/p>\n<p><a id=\"elk-seasonal\" data-url=\"\" href=\"\" data-hl-processed=\"none\"\/><\/p>\n<p id=\"91d0ffb4-548c-4b50-93f8-dc67f75f04a9-2\">&#8220;China&#8217;s ambitious approach signals a bold shift toward low-carbon digital infrastructure, and it could influence global norms in sustainable computing,&#8221; says Shabrina Nadhila, an analyst at energy-focused think tank Ember, who has researched data centers.<\/p>\n<p>You may like<\/p>\n<p><a id=\"elk-03986d57-4818-4cd2-8ae2-cb3c154c7ac2\" data-url=\"\" href=\"\" data-hl-processed=\"none\"\/>Keeping data centers cool<\/p>\n<p id=\"d3933872-7186-40c2-9136-1d0f0da2e47f\">Data centers store information and perform complex calculations for businesses, whose increasing automation is steadily ramping up such needs. These facilities consume vast amounts of <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.nrel.gov\/news\/detail\/program\/2025\/reducing-data-center-peak-cooling-demand-and-energy-costs-with-underground-thermal-energy-storage\" target=\"_blank\" data-url=\"https:\/\/www.nrel.gov\/news\/detail\/program\/2025\/reducing-data-center-peak-cooling-demand-and-energy-costs-with-underground-thermal-energy-storage\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">electricity<\/a> and <a data-analytics-id=\"inline-link\" href=\"https:\/\/eng.ox.ac.uk\/case-studies\/the-true-cost-of-water-guzzling-data-centres\/\" target=\"_blank\" data-url=\"https:\/\/eng.ox.ac.uk\/case-studies\/the-true-cost-of-water-guzzling-data-centres\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">water<\/a> because their servers work nonstop and in close proximity \u2014 and they generate waste heat as a by-product, which can damage equipment and destroy data. So they need to be constantly cooled.<\/p>\n<p>Roughly 40 percent of the electricity consumed by an ordinary data center is for this purpose. Most of that energy is used to <a data-analytics-id=\"inline-link\" href=\"https:\/\/eng.ox.ac.uk\/case-studies\/the-true-cost-of-water-guzzling-data-centres\/%23:~:text=This%20energy%20goes%20into%20cooling%20water%20which%20is%20either%20sprayed%20into%20air%20flowing%20past%20the%20servers,%20or%20evaporated%20to%20transfer%20heat%20away%20from%20the%20servers.\" target=\"_blank\" data-url=\"https:\/\/eng.ox.ac.uk\/case-studies\/the-true-cost-of-water-guzzling-data-centres\/%23:~:text=This%20energy%20goes%20into%20cooling%20water%20which%20is%20either%20sprayed%20into%20air%20flowing%20past%20the%20servers,%20or%20evaporated%20to%20transfer%20heat%20away%20from%20the%20servers.\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">chill water<\/a>, which is sprayed into the air that circulates around the servers or is allowed to evaporate near them, lowering their temperatures. It is expected to provide enough computing power to complete the equivalent of training GPT-3.5 \u2014 the large language model that OpenAI released in <a data-analytics-id=\"inline-link\" href=\"https:\/\/openai.com\/index\/chatgpt\/\" target=\"_blank\" data-url=\"https:\/\/openai.com\/index\/chatgpt\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">2022<\/a> and used to fine-tune ChatGPT \u2014 in the space of a day, he adds. Yet Hailanyun&#8217;s Shanghai center is small compared with a typical land-based one: a medium-scale data center in China normally has up to 3,000 standard racks, while a superscale version can contain more than 10,000.<\/p>\n<p><a id=\"elk-27904148-9615-4af0-9b2a-994c96684c65\" data-url=\"\" href=\"\" data-hl-processed=\"none\"\/>Leapfrogging the U.S.<\/p>\n<p id=\"3d3158b9-93b2-49c4-87fa-5f80f03eb656\">At the core of Hailanyun&#8217;s $223-million Shanghai gambit is a technology that Microsoft pioneered more than <a data-analytics-id=\"inline-link\" href=\"https:\/\/news.microsoft.com\/source\/features\/sustainability\/project-natick-underwater-datacenter\/\" target=\"_blank\" data-url=\"https:\/\/news.microsoft.com\/source\/features\/sustainability\/project-natick-underwater-datacenter\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">a decade ago<\/a> under an effort called Project <a data-analytics-id=\"inline-link\" href=\"https:\/\/natick.research.microsoft.com\/\" target=\"_blank\" data-url=\"https:\/\/natick.research.microsoft.com\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">Natick<\/a>, in which the company sank a shipping-container-sized capsule holding more than 800 servers 117 feet below the surface off the coast of Scotland. After hauling up the pod <a data-analytics-id=\"inline-link\" href=\"https:\/\/news.microsoft.com\/source\/features\/sustainability\/project-natick-underwater-datacenter\/\" target=\"_blank\" data-url=\"https:\/\/news.microsoft.com\/source\/features\/sustainability\/project-natick-underwater-datacenter\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">two years later<\/a>, Microsoft found that underwater data centers &#8220;are reliable, practical and use energy sustainably.&#8221;<\/p>\n<p>The experiment also resulted in fewer broken servers compared with on-land data centers because the vessel was sealed off and filled with nitrogen, which is less corrosive than oxygen, Microsoft <a data-analytics-id=\"inline-link\" href=\"https:\/\/news.microsoft.com\/source\/features\/sustainability\/project-natick-underwater-datacenter\/\" target=\"_blank\" data-url=\"https:\/\/news.microsoft.com\/source\/features\/sustainability\/project-natick-underwater-datacenter\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">said<\/a> in a 2020 press release. (Image credit: Shanghai Hailanyun Technology)<\/p>\n<p id=\"e3c1f722-451a-41fd-bff5-baf06e3f46bd\">But Microsoft has <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.datacenterdynamics.com\/en\/news\/microsoft-confirms-project-natick-underwater-data-center-is-no-more\/\" target=\"_blank\" data-url=\"https:\/\/www.datacenterdynamics.com\/en\/news\/microsoft-confirms-project-natick-underwater-data-center-is-no-more\/\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">reportedly<\/a> shelved Project Natick. A company spokesperson did not answer questions about whether or not the project was terminated. Instead, they provided a statement: &#8220;While we don&#8217;t currently have data centers in the water, we will continue to use Project Natick as a research platform to explore, test, and validate new concepts around data center reliability and sustainability.&#8221;<\/p>\n<p>Hailanyun aims to leapfrog American companies: if the Shanghai project is successful, Li expects his company to springboard toward large-scale deployments of offshore, wind-powered undersea data centers with the support of the Chinese government.<\/p>\n<p>Zhang Ning, a postdoctoral researcher at the University of California, Davis, who specializes in next-generation low-carbon infrastructure, notes that Hailanyun has moved from a pilot project conducted in Hainan in December 2022 to commercial rollouts in less than 30 months \u2014 &#8220;something Microsoft&#8217;s Project Natick never attempted.&#8221;<\/p>\n<p id=\"81eab318-bfa0-4aa9-9701-8d2232b25f72\">Environmental concerns<\/p>\n<p id=\"b57f9b03-36c9-4958-840c-8a805aac527f\">In spite of the apparent benefits of underwater data centers, some concerns remain \u2014 especially over potential environmental impacts. Microsoft researchers found their pod had caused some localized warming in the sea, though the impact was limited. &#8220;The water just meters downstream of a Natick vessel would get a few thousandths of a degree warmer at most,&#8221; they <a data-analytics-id=\"inline-link\" href=\"https:\/\/spectrum.ieee.org\/underwater-data-centers\" target=\"_blank\" data-url=\"https:\/\/spectrum.ieee.org\/underwater-data-centers\" referrerpolicy=\"no-referrer-when-downgrade\" data-hl-processed=\"none\" rel=\"nofollow noopener\">wrote<\/a>.<\/p>\n<p>But other researchers say submerged data centers could harm aquatic biodiversity during a marine heat wave \u2014 a period of unusually high ocean temperatures.
