{"id":114795,"date":"2025-08-27T22:37:08","date_gmt":"2025-08-27T22:37:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/114795\/"},"modified":"2025-08-27T22:37:08","modified_gmt":"2025-08-27T22:37:08","slug":"nearly-55000-to-lose-medicaid-over-a-decade","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/114795\/","title":{"rendered":"Nearly 55,000 to lose Medicaid over a decade"},"content":{"rendered":"<p>If you rely on Medicaid for your health care, or you know and love someone who does, you\u2019ve almost certainly heard about the massive cuts Congress made to the program.<\/p>\n<p>A new law makes the biggest cuts to the program <a href=\"https:\/\/ccf.georgetown.edu\/2025\/07\/23\/states-pursuing-medicaid-work-requirement-waivers-must-make-changes-how-the-obb-changed-the-landscape-for-medicaid-work-requirements\/\" rel=\"nofollow noopener\" target=\"_blank\">in history<\/a>.<\/p>\n<p>Nearly 55,000 West Virginians will lose Medicaid health insurance over the next decade, <a href=\"https:\/\/www.kff.org\/uninsured\/how-will-the-2025-reconciliation-law-affect-the-uninsured-rate-in-each-state\/\" rel=\"nofollow noopener\" target=\"_blank\">according to an estimate by KFF<\/a>, a health analysis and news nonprofit.<\/p>\n<p>Congress passed the \u201cBig Beautiful Bill\u201d last month, but your ability to get treatment won\u2019t end right away. People will lose care more gradually \u2013 here is how and when the changes are expected to affect you.<\/p>\n<p>Who relies on Medicaid in West Virginia?<\/p>\n<p>Say you work a low-paying job and your employer doesn\u2019t offer health insurance.\u00a0<\/p>\n<p>Or maybe you live in an isolated part of the state to be close to family, so you work odd jobs to get by.<\/p>\n<p>You may be someone who uses Medicaid because you\u2019re too disabled to work, someone who spends all your time caring for a family member or someone in active addiction.<\/p>\n<p>One in ten West Virginians who receive Medicaid is likely to lose coverage over the next decade.<\/p>\n<p>Just over 500,000 state residents have Medicaid as of this month, according to the state Department of Human Services.<\/p>\n<p>How did the new law change Medicaid?<\/p>\n<p>Congress made the <a href=\"https:\/\/www.kff.org\/medicaid\/allocating-cbos-estimates-of-federal-medicaid-spending-reductions-across-the-states-enacted-reconciliation-package\/\" rel=\"nofollow noopener\" target=\"_blank\">biggest cuts to Medicaid<\/a> in two ways.<\/p>\n<p>Medicaid is a matching government program, meaning it\u2019s partially funded by the state and partially by the federal government.\u00a0<\/p>\n<p>When President Donald Trump signed the bill into law last month, the federal government <a href=\"https:\/\/ccf.georgetown.edu\/2025\/06\/18\/senate-finance-committee-reconciliation-bill-would-more-harshly-restrict-state-use-of-provider-taxes-by-targeting-expansion-state-financing\/\" rel=\"nofollow noopener\" target=\"_blank\">restricted<\/a> how much it will give states for Medicaid.<\/p>\n<p>As states receive less money, they will be forced to stop paying for some of your care.<\/p>\n<p>In addition, the law requires you to <a href=\"https:\/\/mountainstatespotlight.org\/2025\/07\/31\/work-requirements-dont-work\/\" rel=\"nofollow noopener\" target=\"_blank\">prove that you are working<\/a> to qualify for Medicaid based on income.\u00a0<\/p>\n<p>Medicaid historically covered people for reasons like old age, illness or pregnancy. In 2014, officials expanded the programs to cover people based on income alone.<\/p>\n<p>In West Virginia, about one third of Medicaid recipients, 165,000 people, are covered because they\u2019re considered low-income.<\/p>\n<p>Kelly Allen, executive director of the West Virginia Center on Budget and Policy, noted state health officials will ultimately determine how you\u2019ll demonstrate you\u2019re eligible, such as by providing a W2 or paystub.\u00a0<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/08\/218_33_8048735_1444049895_6.jpg\" alt=\"\" class=\"wp-image-11637\"  \/>Kelly Allen, executive director of the West Virginia Center on Budget and Policy, speaks at a hearing at the Legislature. Photo by Perry Bennett\/WV Legislative Photography.<\/p>\n<p>You could lose coverage if you are working but aren\u2019t able to prove it.<\/p>\n<p>The law states that you don\u2019t have to meet this work requirement if you\u2019re:<\/p>\n<p>caring for kids 13 and under or for disabled family members<\/p>\n<p>pregnant or receiving postpartum Medicaid coverage<\/p>\n<p>disabled<\/p>\n<p>medically frail<\/p>\n<p>have a substance use disorder<\/p>\n<p>have a disabling mental disorder or serious and complex medical condition<\/p>\n<p>a former foster youth<\/p>\n<p>But you could lose coverage if you can\u2019t prove you meet those exceptions, and states are given discretion to refine the definitions of terms like \u201cmedically frail\u201d and \u201ccomplex medical conditions.\u201d\u00a0<\/p>\n<p>\u201cWe don\u2019t know what that\u2019s going to look like yet, whether that\u2019s a doctor\u2019s visit, a doctor\u2019s note, or proof of being in regular treatment,\u201d Allen said.\u00a0<\/p>\n<p>2026<\/p>\n<p>Next year, the state will receive less money for Medicaid, and cuts incrementally increase until 2034.\u00a0<\/p>\n<p>Health analysts predict state officials may first cut some of your Medicaid services.<\/p>\n<p>For example, other states <a href=\"https:\/\/www.commonwealthfund.org\/publications\/explainer\/2025\/jun\/how-state-budget-shortfalls-put-medicaid-dental-coverage-risk#:~:text=Because%20Medicaid%20is%20a%20countercyclical,groups%20and%20benefits%20remain%20optional.\" rel=\"nofollow noopener\" target=\"_blank\">frequently cut<\/a> dental benefits when facing tough budget years.<\/p>\n<p>West Virginia officials could choose to cut some other state services to divert money to Medicaid.\u00a0<\/p>\n<p>But in January, your representatives in the state Legislature won\u2019t have as much money to allocate due to other costs, including tax cuts, the Hope Scholarship and the rising cost of the state health insurance program, PEIA.<\/p>\n<p>And if you or someone you love experience addiction, you should know West Virginia lawmakers <a href=\"https:\/\/mountainstatespotlight.org\/2025\/03\/19\/lawmakers-plan-overdose-epidemic-study\/\" rel=\"nofollow noopener\" target=\"_blank\">discuss<\/a> ending coverage of medication for fentanyl and other drug cravings.<\/p>\n<p>2027<\/p>\n<p>The biggest coverage losses <a href=\"https:\/\/ccf.georgetown.edu\/2025\/08\/14\/new-cbo-health-coverage-estimates-of-budget-reconciliation-law\/\" rel=\"nofollow noopener\" target=\"_blank\">begin in 2027<\/a>, when Medicaid work requirements begin. But states can start work requirements a year sooner or a year later with federal permission.\u00a0<\/p>\n<p>If you\u2019re 19-64 years old and enrolled in Medicaid for low income, you must prove you work, volunteer, participate in a work training program or perform some combination of those activities for at least 80 hours per month. You may also go to school half-time.\u00a0<\/p>\n<p>You might lose coverage because you can\u2019t find a job or can\u2019t pay for a vehicle to get to work.<\/p>\n<p>If you\u2019re on Medicaid based on your low income, you\u2019ll also face two additional challenges in 2027.\u00a0<\/p>\n<p>The state will require you to prove you\u2019re eligible for coverage every six months instead of every year, which current law requires. So if you move, or you\u2019re evicted and become homeless, you could lose care if the state can\u2019t contact you.<\/p>\n<p>Medicaid currently pays for health care costs you had up to three months before you enrolled. In 2027, pre-enrollment coverage will decrease to one month.<\/p>\n<p>2028<\/p>\n<p>The state may start charging you up to $35 for some services and would be permitted to deny care if you can\u2019t pay.<\/p>\n<p>So you might not be able to pay for a visit when you\u2019re behind on bills or need groceries.<\/p>\n<p>2029-2034<\/p>\n<p>As states lose more and more Medicaid funding <a href=\"https:\/\/www.kff.org\/medicaid\/allocating-cbos-estimates-of-federal-medicaid-spending-reductions-across-the-states-enacted-reconciliation-package\/\" rel=\"nofollow noopener\" target=\"_blank\">over the next decade<\/a>, the Georgetown Center for Children and Families estimates that by 2034, <a href=\"https:\/\/ccf.georgetown.edu\/2025\/08\/14\/new-cbo-health-coverage-estimates-of-budget-reconciliation-law\/\" rel=\"nofollow noopener\" target=\"_blank\">7.5 million Americans<\/a> will have lost Medicaid.\u00a0<\/p>\n<p>&#13;<\/p>\n","protected":false},"excerpt":{"rendered":"If you rely on Medicaid for your health care, or you know and love someone who does, you\u2019ve&hellip;\n","protected":false},"author":2,"featured_media":114796,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[59],"tags":[2140,1340,12,97,252,253,1341],"class_list":{"0":"post-114795","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-health-care","8":"tag-big-beautiful-bill","9":"tag-congress","10":"tag-donald-trump","11":"tag-health","12":"tag-health-care","13":"tag-healthcare","14":"tag-medicaid"},"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/posts\/114795","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/comments?post=114795"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/posts\/114795\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/media\/114796"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/media?parent=114795"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/categories?post=114795"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/us\/wp-json\/wp\/v2\/tags?post=114795"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
