{"id":152076,"date":"2025-09-12T18:50:07","date_gmt":"2025-09-12T18:50:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/152076\/"},"modified":"2025-09-12T18:50:07","modified_gmt":"2025-09-12T18:50:07","slug":"the-guardian-view-on-fishing-and-nature-bottom-trawling-boats-dont-belong-in-conservation-zones-editorial","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/152076\/","title":{"rendered":"The Guardian view on fishing and nature: bottom-trawling boats don\u2019t belong in conservation zones | Editorial"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Up to 90% of the ocean floor around Britain is covered with sand and gravel, derived from the <a href=\"https:\/\/www.wildlifetrusts.org\/habitats\/marine\/sand-and-gravel\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">erosion of shell and rocks<\/a>. Other, more unusual habitats include <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2019\/mar\/25\/plastics-revolution-marine-life\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">maerl beds, seagrass meadows and kelp forests<\/a>. These biodiverse landscapes are home to 330 species of fish, as well as seals, seahorses and thousands of lesser\u2011known species \u2013 which share them with the offshore energy, fishing and shipping industries.<\/p>\n<p class=\"dcr-130mj7b\">Heightened awareness of pollution from sewage and plastics means that the public knows more about marine conservation than it used to. For his 99th birthday this year, the broadcaster and naturalist Sir\u00a0David Attenborough made a film, <a href=\"https:\/\/www.theguardian.com\/film\/2025\/may\/07\/ocean-with-david-attenborough-review-a-passionate-case-against-the-ruination-of-the-seas\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Ocean<\/a>, in which he described the seas as the planet\u2019s \u201cgreatest life support\u00a0system\u201d, and urged people to get behind efforts to protect and renew marine nature.<\/p>\n<p class=\"dcr-130mj7b\">But despite an energetic <a href=\"https:\/\/www.theguardian.com\/politics\/article\/2024\/jul\/07\/sewage-spills-vote-winner-lib-dems-polluted-chalk-streams-england-chichester\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">campaign against sewage discharges<\/a> by water companies, an issue that featured in last year\u2019s general election, and valiant local volunteer efforts such as the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jul\/25\/its-spectacular-volunteer-dorset-divers-see-summer-of-surging-seahorses\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">seahorse survey<\/a> in Dorset\u2019s Studland Bay, increased concern about the state of the seas has not delivered a robust, clearly understood national framework for underwater conservation. The government this week <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/sep\/09\/bottom-trawling-to-continue-in-english-protected-waters-government-rules\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">rejected<\/a> a recommendation from parliament\u2019s environmental audit committee that bottom-trawling by fishing boats should be banned in marine protected areas (MPAs). That was a mistake and\u00a0a sign of how far there is still to go.<\/p>\n<p class=\"dcr-130mj7b\">The EU aims to ban bottom-towed fishing gear in MPAs altogether by 2030. Sweden and Greece have already gone ahead. These weighted nets damage flora as well as scooping up fauna when dragged across the sea bed. Sir David has likened their use to <a href=\"https:\/\/publications.parliament.uk\/pa\/cm5901\/cmselect\/cmenvaud\/551\/report.html\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cbulldozing a rainforest\u201d<\/a>. Currently, their use is only prohibited by the UK government \u2013 which shares responsibility for marine conservation with the devolved administrations \u2013 in <a href=\"https:\/\/www.wildlifetrusts.org\/protected-areas\/highly-protected-marine-areas\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">three areas<\/a>, including Allonby Bay off the coast of Cumbria. These were granted additional protections in 2023 and classified as \u201chighly protected\u201d.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/politics\/2025\/sep\/05\/who-will-replace-angela-rayner-the-role-changes-in-labours-reshuffle\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Emma Reynolds<\/a>, the environment secretary, has only been in the cabinet for a week. She should revisit the decision to let this destructive form of fishing continue in MPAs. But the challenge for the government goes wider too. Fragmented leadership, a weak planning framework, and a lack of capacity to engage stakeholders mean that marine conservation in the UK is nowhere near where it should be, given what we know about the importance of the oceans in countering global heating and wildlife loss.<\/p>\n<p class=\"dcr-130mj7b\">Stronger governance and regulation of the marine landscape might sound dry and arcane. But the environment committee is right that one department should have overall responsibility for the tricky task of arbitrating between different interest groups \u2013 tourists, fishers, offshore wind. The current situation is chaotic and as Mike Cohen of the National Federation of Fishermen\u2019s Organisations put it, \u201ceverybody cannot have everything\u201d. Funding to an ecological monitoring scheme in Lyme Bay should be\u00a0restored so that research there can continue.<\/p>\n<p class=\"dcr-130mj7b\">While the goal of protecting 30% of UK waters by 2030 looks remote, marine areas are not the only ones where conservation efforts are faltering. New analysis by a wildlife charity suggests that a <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/sep\/10\/area-of-england-well-protected-for-nature-is-in-decline-data-shows\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">shrinking portion<\/a> of England has effective protections in place. As the planning bill makes its way through parliament, nature protections should be strengthened. The new environment secretary must create some momentum around marine conservation too.<\/p>\n<p class=\"dcr-130mj7b\">Do you have an opinion on the issues raised in this article?
