The country will adjust the rollout of wind and solar power, as well as battery <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_s#storage\" data-title=\"(Speicher) Because renewable production fluctuates with the weather, it often causes grid congestion and cannot always be relied on (see \u2192 re-dispatch costs), while \u2192 baseload power from conventional power plants is still used to ensure security of supply. In the future, storing renewable power...\" class=\"lexicon-term\" rel=\"nofollow noopener\" target=\"_blank\">storage<\/a> and hydrogen electrolysers, to the slower progress of electricity grid expansion, said economy minister Katherina Reiche.\u00a0\u00a0<\/p>\n<p>Future renewable additions should be \u201cgrid friendly\u201d to ensure all kilowatt-hours of electricity produced are indeed used, and new capacity is added where it makes sense, Reiche said, adding that system costs will be a decisive factor in future energy policy, rather than the cost of renewables alone.<\/p>\n<p>The results from the <a href=\"https:\/\/www.bundeswirtschaftsministerium.de\/Redaktion\/DE\/Publikationen\/Energie\/energiewende-effizient-machen.html\" target=\"_blank\" rel=\"nofollow noopener\">\u201creality check\u201d energy transition monitoring report<\/a> will form the basis for the coalition government&#8217;s policies going forward, where cost-efficiency is set to play an equally important role as security of supply and clean power targets. Reiche&#8217;s economy ministry <a href=\"https:\/\/www.bundeswirtschaftsministerium.de\/Redaktion\/DE\/Downloads\/J-L\/klimaneutral-werden-wettbewerbsfaehig-bleiben.pdf?__blob=publicationFile&amp;v=14\" target=\"_blank\" rel=\"nofollow noopener\">presented a list of ten &#8220;key measures&#8221; <\/a>it is now planning to implement.\u00a0<\/p>\n<p>\u201cEnergy policy decisions must not lead to misguided investments or overregulation, but must focus on the market, technological diversity, and innovation,\u201d Reiche said. In future, public money would flow to renewables in a more targeted way, the minister added. This means, for example, phasing out feed-in subsidies for rooftop solar installations, which combined with a battery \u201cpay off without subsidies\u201d, Reiche said.<\/p>\n<p>\u201cThe successes achieved so far in expanding renewable energies are obvious and a great achievement for Germany, but the next steps will be much more difficult,\u201d the minister warned. She added renewables already often generated more electricity than needed, while requiring fossil fuel backup in times of little wind and sunshine, resulting in high system costs borne by consumers, and undermining competitiveness.<\/p>\n<p>Germany can increase cost-efficiency of energy transition \u2013 report<\/p>\n<p>As the share of intermittent renewables grows,\u00a0electricity systems need to change\u00a0to ensure a secure supply at all times. This requires investments in transmission and distribution grids, but also <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_s#storage\" data-title=\"(Speicher) Because renewable production fluctuates with the weather, it often causes grid congestion and cannot always be relied on (see \u2192 re-dispatch costs), while \u2192 baseload power from conventional power plants is still used to ensure security of supply. In the future, storing renewable power...\" class=\"lexicon-term\" rel=\"nofollow noopener\" target=\"_blank\">storage<\/a>, backup capacities, and interconnectors, as well as more measures to incentivise flexible electricity demand. The better coordinated these systems are, the lower the costs can fall.<\/p>\n<p>The report, carried out by consultancy BET and economic institute <a href=\"https:\/\/www.cleanenergywire.org\/experts\/ewi-institute-energy-economics-university-cologne\" target=\"_blank\" rel=\"nofollow noopener\">EWI<\/a>, suggests numerous measures where it would be possible to lower costs. For example, the authors pointed to improving the coordination of where electricity is produced and consumed, and ensuring that options to make electricity demand more flexible benefit the power system.<\/p>\n<p>Achieving climate neutrality would be incredibly expensive and complex, so using public money more efficiently could increase the chances of achieving that goal, said Alexander Kox, managing director at BET Consulting.<\/p>\n<p>Renewables <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_f#feed-in_tariffs\" data-title=\"(Einspeiseverg\u00fctung) Under the \u2192 Renewable Energy Act, the German government introduced \u2192 feed-in tariffs for renewable power. This meant that owners of renewable energy installations \u2013 from home PV arrays to large-scale solar and wind farms \u2013 were guaranteed a set, above-market price per kWh for...\" class=\"lexicon-term\" rel=\"nofollow noopener\" target=\"_blank\">feed-in tariffs<\/a> to include profit cap<\/p>\n<p>Germany needs to adapt its support for renewables to European power market rules, meaning that support mechanisms need to include a repayment clause to avoid possible overfunding. Reiche said future renewable projects should react to price signals and reduce production when there is oversupply, for example by terminating remuneration at times of negative power prices.<\/p>\n<p>The government aims to introduce a \u201ctechnology neutral\u201d <a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/qa-capacity-mechanisms-europe-electricity\" target=\"_blank\" data-title=\"Q&amp;A: Capacity mechanisms in Europe&#039;s fossil-free electricity system\" rel=\"nofollow noopener\">capacity market<\/a> by 2027 to ensure backup capacities for times of little wind and sunshine get built. The economy minister said Germany would draw on other European countries\u2019 experience.\u00a0<\/p>\n<p>The economy ministry also said in its list of priorities that Germany would strengthen cooperation on electricity and hydrogen grid planning with its neighbours.\u00a0\u201cWe will overcome energy policy divides in the EU and leverage the undeniably high cost-reduction potential of a better-integrated European energy system,\u201d the ministry said.\u00a0<\/p>\n<p>Concerning the rollout of hydrogen technologies, the ministry said overly complex regulations like the EU definition of \u201cgreen hydrogen\u201d will be \u201cremoved and replaced by pragmatic criteria. Low-carbon hydrogen will be treated equally.\u201d Seeing as the hydrogen market has not developed as expected, Germany would also scrap its aim of building 10 gigawatts of electrolyser capacity by 2030, and instead replace this with a flexible target.\u00a0<\/p>\n<p>Industry groups and climate actors with mixed reactions<\/p>\n<p>The country\u2019s most important industry group <a href=\"https:\/\/www.cleanenergywire.org\/experts\/bdi-federation-german-industries\" target=\"_blank\" rel=\"nofollow noopener\">BDI<\/a> said the report had been necessary \u201cto get the energy transition on track in terms of climate protection and competitiveness\u201d.<\/p>\n<p>\u201cMinister Reiche&#8217;s <a href=\"https:\/\/www.bundeswirtschaftsministerium.de\/Redaktion\/DE\/Downloads\/J-L\/klimaneutral-werden-wettbewerbsfaehig-bleiben.pdf?__blob=publicationFile&amp;v=14\" target=\"_blank\" rel=\"nofollow noopener\">10-point paper<\/a> is the foundation for significant efficiency improvements in the energy system, which must now be tackled swiftly,\u201d the lobby group said.<\/p>\n<p>Chemical industry association <a href=\"https:\/\/www.cleanenergywire.org\/experts\/vci-german-chemicals-industry-association\" target=\"_blank\" rel=\"nofollow noopener\">VCI<\/a> welcomed the report and said the ministry\u2019s proposed energy policy changes were urgently necessary. The focus of the renewable rollout should shift from quantity to quality, the lobby group said.<\/p>\n<p>The industry-affiliated initiative German CEO Alliance for Climate and Economy called the monitoring report\u2019s lower electricity consumption forecast an \u201calarming signal\u201d, as it signalled a deepening deindustrialisation. It added lowering renewable rollout targets was the wrong lever, and called for increasing investments in an efficient rollout, batteries, smart meters, hydrogen, and the electrification of heating and transport.<\/p>\n<p>Environmental NGO <a href=\"https:\/\/www.cleanenergywire.org\/experts\/greenpeace-germany\" target=\"_blank\" rel=\"nofollow noopener\">Greenpeace<\/a> said the government wanted the energy transition to be cost-effective, but was ignoring long-term costs and climate damage. \u201cInstead of vigorously pushing ahead with the urgently needed transformation, the monitoring report threatens to become a lever for energy policy setbacks,\u201d <a href=\"https:\/\/www.cleanenergywire.org\/experts\/greenpeace-germany\" target=\"_blank\" rel=\"nofollow noopener\">Greenpeace<\/a> said.\u00a0NGO Environmental Action Germany accused the ministry of pursuing a \u201cfossil agenda instead of a reality check\u201d by slowing the renewables rollout and betting heavily on gas power plants that still need to be built.<\/p>\n<p>Renewables to cover 80% of power consumption by 2030<\/p>\n<p>Earlier this year, Germany\u2019s economy minister <a href=\"https:\/\/www.cleanenergywire.org\/news\/germanys-new-energy-minister-calls-reality-check-costs-and-risks-renewables\" data-title=\"Germany\u2019s new energy minister calls for \u201creality check\u201d of costs and risks of renewables\" rel=\"nofollow noopener\" target=\"_blank\">promised to present<\/a> the \u201creality check\u201d with the aim of reigning in the costs of the energy transition by updating forecasts for future energy demand and adapting grid and renewable expansion targets accordingly. In <a href=\"https:\/\/www.bundesregierung.de\/breg-de\/service\/newsletter-und-abos\/bulletin\/rede-der-bundesministerin-fuer-wirtschaft-und-energie-katherina-reiche--2363516\" rel=\"nofollow noopener\" target=\"_blank\">her view<\/a>, renewables development has proceeded in a way that neglected cost-efficiency, and the report\u2019s results should serve to \u201creorientate energy policy\u201d.<\/p>\n<p>The previous government made the <a href=\"https:\/\/www.cleanenergywire.org\/news\/vote25-mixed-climate-legacy-scholzs-collapsed-coalition-leaves-challenges-next-government\" data-title=\"Vote25: Mixed climate legacy of Scholz\u2019s collapsed coalition leaves challenges for next government\" rel=\"nofollow noopener\" target=\"_blank\">faster rollout<\/a> of wind power and solar <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_p#pv\" data-title=\"(Photovoltaik) Photovoltaic (PV) solar power systems use semiconductors to convert sunlight into electricity. In cooler climates like that in Germany, this is by far the most efficient way to harness the Sun\u2019s energy for the power system (in hotter environments, concentrated solar power that uses...\" class=\"lexicon-term\" rel=\"nofollow noopener\" target=\"_blank\">PV<\/a> a focus of its energy policy to pave the transition to low-carbon electricity, and make up for sluggish expansion in previous years. However, the growing share of renewables has increased the need for grid interventions, which increases system costs that are passed on to consumers.<\/p>\n<p>Germany <a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/germanys-greenhouse-gas-emissions-and-climate-targets\" data-title=\"Germany\u2019s greenhouse gas emissions and energy transition targets\" rel=\"nofollow noopener\" target=\"_blank\">aims to bring<\/a> the renewable share in power consumption to 80 percent by 2030 \u2013 a goal that the new coalition government sticks to \u2013 and plans to have an almost climate-neutral power supply following the completion of its <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_c#coal_exit\" data-title=\"(Kohleausstieg) Germany has passed legislation (in 2020) to end coal-fired power generation by 2038 at the latest and agreed on a shutdown schedule for individual lignite power plants as well as compensation payments for operators.
