You may opt out at any time.<\/p>\n<p>\n    Enter your email<\/p>\n<p>      Sign Up<br \/>\n      Loading&#8230;<\/p>\n<p>Another Round of U.S.-China Trade Talks<\/p>\n<p>The United States and China kicked off a new round of <a href=\"https:\/\/www.reuters.com\/world\/china\/us-china-end-first-day-talks-spain-trade-tiktok-deadline-2025-09-14\/\" rel=\"nofollow noopener\" target=\"_blank\">trade talks<\/a> in Spain on Sunday.<\/p>\n<p>Their first achievement was a \u201c<a href=\"https:\/\/foreignpolicy.com\/2025\/09\/15\/us-china-tiktok-framework-divest-deal-trade-talks-nvidia-trump-xi\/\" rel=\"nofollow noopener\" target=\"_blank\">framework<\/a>\u201d deal on the fate of TikTok, which the United States banned last year unless Chinese owner ByteDance sells the app to a U.S. company. The deal is still far from certain, however. U.S. President Donald Trump <a href=\"https:\/\/www.bbc.com\/news\/articles\/clyng762q4eo\" rel=\"nofollow noopener\" target=\"_blank\">has delayed<\/a> implementation of the ban a few times, just this week extending the pause until <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/09\/further-extending-the-tiktok-enforcement-delay-9dde\/\" rel=\"nofollow noopener\" target=\"_blank\">Dec. 16<\/a>, and will almost certainly <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-seen-again-pushing-deadline-tiktok-sale-or-divestment-source-says-2025-09-14\/\" rel=\"nofollow noopener\" target=\"_blank\">do so<\/a> again if needed.<\/p>\n<p>Trump seems interested not in blocking TikTok but in turning it into a platform that is more friendly to his administration. The White House\u2019s preferred buyer of TikTok would likely be Oracle, whose billionaire owner, Larry Ellison, is a <a href=\"https:\/\/www.cbsnews.com\/news\/oracle-tiktok-deal-trump-administration-china\/\" rel=\"nofollow noopener\" target=\"_blank\">close Trump ally<\/a>. Ellison\u2019s son, David, now the CEO of Paramount, is <a href=\"https:\/\/subscriber.politicopro.com\/article\/2025\/07\/skydance-pledges-creation-of-ombudsman-to-vet-cbs-bias-concerns-00470734\" rel=\"nofollow noopener\" target=\"_blank\">turning<\/a> CBS News <a href=\"https:\/\/www.theguardian.com\/media\/ng-interactive\/2025\/sep\/10\/bari-weiss-cbs\" rel=\"nofollow noopener\" target=\"_blank\">to the right<\/a> and attempting to <a href=\"https:\/\/www.status.news\/p\/david-ellison-paramount-warner-bros-discovery-cnn\" rel=\"nofollow noopener\" target=\"_blank\">acquire CNN<\/a>, too.<\/p>\n<p>Should ByteDance sell TikTok, China would lose a considerable source of soft power in the United States, but Beijing may see it as advantageous to do Trump such a large favor. If <a href=\"https:\/\/www.ft.com\/content\/550e4680-89e7-4b59-bb5d-2064cd6799c7\" rel=\"nofollow noopener\" target=\"_blank\">reports<\/a> that the app would still use ByteDance\u2019s algorithm are accurate, then China would get the best of both worlds: effectively complying with the law while keeping control over the content that U.S. users consume.<\/p>\n<p>But it\u2019s uncertain how much of TikTok\u2019s user base would choose to stay in the event of a sale. The app is roughly <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2024\/12\/20\/8-facts-about-americans-and-tiktok\/\" rel=\"nofollow noopener\" target=\"_blank\">equally divided<\/a> between right-leaning and left-leaning political content and has a diverse group of U.S. users. News of the initial ban elicited backlash and sparked a brief enthusiasm for Chinese apps such as <a href=\"https:\/\/www.cnn.com\/2025\/01\/14\/tech\/rednote-china-popularity-us-tiktok-ban-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">RedNote<\/a>. If the new ownership tries to reorient the app\u2019s content to the right, it might face new problems.<\/p>\n<p>Meanwhile, prospects for a bigger trade deal remain weak. Despite <a href=\"https:\/\/www.cnbc.com\/2025\/09\/16\/bessent-sees-trade-deal-likely-with-china-before-november-deadline-on-reciprocal-tariffs.html\" rel=\"nofollow noopener\" target=\"_blank\">optimistic<\/a> <a href=\"https:\/\/english.news.cn\/20250916\/9ab0056584504594a1c20d7780e25154\/c.html\" rel=\"nofollow noopener\" target=\"_blank\">statements<\/a> from both sides, tariffs are at record levels, and the United States continues to act aggressively. On Friday, Trump <a href=\"https:\/\/www.axios.com\/2025\/09\/13\/trump-sanctions-russia-nato-tariffs-china\" rel=\"nofollow noopener\" target=\"_blank\">called<\/a> for NATO allies to sanction China and <a href=\"https:\/\/www.reuters.com\/world\/us-penalizes-two-chinese-companies-that-acquired-tools-chipmaker-smic-2025-09-12\/\" rel=\"nofollow noopener\" target=\"_blank\">blacklisted<\/a> two Chinese firms that support chipmaking efforts, prompting Beijing to <a href=\"https:\/\/apnews.com\/article\/china-us-semiconductors-trade-investigations-madrid-fae364b02c32da4e37b645046a3c17db\" rel=\"nofollow noopener\" target=\"_blank\">launch<\/a> an anti-dumping investigation into the U.S. semiconductor sector.<\/p>\n<p>One of the paradoxes at play with these talks is that both sides are negotiating from a position of economic weakness. The United States is seeing <a href=\"https:\/\/www.pbs.org\/newshour\/show\/revised-job-numbers-raise-new-concerns-about-economic-slowdown\" rel=\"nofollow noopener\" target=\"_blank\">dwindling job numbers<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/us\/us-consumer-inflation-accelerates-weekly-jobless-claims-approach-four-year-high-2025-09-11\/\" rel=\"nofollow noopener\" target=\"_blank\">rising inflation<\/a>. <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/05\/trump-farmers-agriculture-tariffs-trade-deportation\/\" rel=\"nofollow noopener\" target=\"_blank\">Farmers<\/a> are <a href=\"https:\/\/www.cato.org\/commentary\/americas-latest-farmer-crisis-government-grown\" rel=\"nofollow noopener\" target=\"_blank\">in crisis<\/a> from the loss of Chinese markets, where agricultural exports such as <a href=\"https:\/\/www.nytimes.com\/2025\/09\/15\/business\/china-us-soybeans-farming.html\" rel=\"nofollow noopener\" target=\"_blank\">soybeans<\/a> were one of the few items on the U.S. side of the balance sheet.<\/p>\n<p>At the same time, China\u2019s economy has <a href=\"https:\/\/rhg.com\/research\/after-the-fall-chinas-economy-in-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">seriously slowed<\/a> amid a <a href=\"https:\/\/www.nytimes.com\/2025\/08\/25\/business\/china-property-downturn.html\" rel=\"nofollow noopener\" target=\"_blank\">real estate collapse<\/a>. While the country\u2019s exports to the rest of the world have <a href=\"https:\/\/www.nytimes.com\/2025\/09\/16\/business\/china-economy-us-tariffs.html\" rel=\"nofollow noopener\" target=\"_blank\">compensated<\/a> for big losses in the United States, prices are <a href=\"https:\/\/www.reuters.com\/world\/china\/chinas-july-factory-gate-prices-miss-forecast-deflation-concerns-persist-2025-08-09\/\" rel=\"nofollow noopener\" target=\"_blank\">declining sharply<\/a> for producers, and key <a href=\"https:\/\/www.scmp.com\/economy\/economic-indicators\/article\/3320304\/guangzhou-and-shenzhen-once-chinas-growth-engines-report-gdp-underperformance\" rel=\"nofollow noopener\" target=\"_blank\">manufacturing regions<\/a> are struggling.<\/p>\n<p>If I had to bet on who comes out ahead from the trade negotiations, I would slide my chips to China\u2019s side of the table. The Chinese team is more experienced, more persistent, and less beholden to one man\u2019s ego, and trade talks often come down to <a href=\"https:\/\/foreignpolicy.com\/2024\/08\/11\/trade-lies-politicians-jobs\/\" rel=\"nofollow noopener\" target=\"_blank\">days of hacking out details<\/a>. Mass federal firings have cost the Trump administration a lot of the expertise that it needs to handle these.<\/p>\n<p>All of this assumes that eventually an agreement will be reached and that tariffs will be dialed back. If Beijing and Washington can\u2019t strike a deal and punt talks forward another three months, then both wings of the global economy look shakier than ever.<\/p>\n<p>What We\u2019re Following<\/p>\n<p>Local government bailout? China is seriously considering a bailout for debt-burdened local governments, according to a recent <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-09-11\/china-mulls-helping-local-governments-with-1-trillion-of-bills?srnd=homepage-americas\" rel=\"nofollow noopener\" target=\"_blank\">Bloomberg report<\/a>. Chinese local governments had a <a href=\"https:\/\/aparc.fsi.stanford.edu\/news\/when-storm-hit-how-covid-exposed-chinas-flawed-fiscal-system\" rel=\"nofollow noopener\" target=\"_blank\">big debt burden<\/a> even before the COVID-19 pandemic, but two years of lockdowns exposed many problems.<\/p>\n<p>This situation, compounded by the real estate crisis, has left local governments <a href=\"https:\/\/www.nytimes.com\/2023\/02\/23\/business\/china-health-insurance-protests.html\" rel=\"nofollow noopener\" target=\"_blank\">cutting<\/a> public services and <a href=\"https:\/\/www.wsj.com\/world\/china\/chinas-local-governments-hold-back-wages-in-desperate-scrape-for-cash-fa5f341a?gaa_at=eafs&amp;gaa_n=ASWzDAgriv7sNqBCt6hxMxOAEuAkf_VlvD3lvY7UOJdaVZGzlCF5IwVb0eCLctboIUk%3D&amp;gaa_ts=68c8e6ad&amp;gaa_sig=89gFhJhoWt3VveOiOmu7o8PdxV67nnzknTZruFu85Y0RL4l3dB_2BSRdpTScxiYCQbkAEbq7wdF5OJea4QpwLA%3D%3D\" rel=\"nofollow noopener\" target=\"_blank\">struggling<\/a> to make basic salary and pension payments. The first round of proposed bailout funding would total at least 1 trillion yuan ($140 billion) and be directed toward paying off private firms\u2014consistent with Beijing\u2019s increased focus on the private sector.<\/p>\n<p>But even this is only a drop in the bucket: The<a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/econographics\/sinographs\/beijing-extends-and-pretends-to-deal-with-its-mountain-of-local-government-debt\/\" rel=\"nofollow noopener\" target=\"_blank\"> official estimate<\/a> of debt through <a href=\"https:\/\/www.rba.gov.au\/publications\/bulletin\/2024\/oct\/the-abcs-of-lgfvs-chinas-local-government-financing-vehicles.html\" rel=\"nofollow noopener\" target=\"_blank\">local government financing vehicles<\/a> alone puts the total at 44 trillion yuan ($6.2 trillion).<\/p>\n<p>Disputed territorial claims. Scarborough Shoal, an area in the South China Sea that has long been disputed between China and the Philippines, will soon become a Chinese <a href=\"https:\/\/apnews.com\/article\/china-philippines-scarborough-shoal-nature-reserve-6131d2bd2bc54c53546481609c7ac67c\" rel=\"nofollow noopener\" target=\"_blank\">nature reserve<\/a>. Though it\u2019s true that the shoal has a coral reef ecosystem and plentiful fishing stock\u2014making it attractive to both countries\u2014this is an aggressive step, seeking to further China\u2019s claim to the chain of islands and reefs. The Philippines and the United States have <a href=\"https:\/\/apnews.com\/article\/china-philippines-scarborough-shoal-nature-reserve-6131d2bd2bc54c53546481609c7ac67c\" rel=\"nofollow noopener\" target=\"_blank\">both refused<\/a> to recognize the move.<\/p>\n<p>China tends to favor an approach to territorial conflicts that layers claim after claim on disputed areas. This latest claim is not that significant in itself, but it\u2019s part of a repeated push in a very risky area. That clashes between <a href=\"https:\/\/www.cnn.com\/2025\/08\/11\/asia\/south-china-sea-china-warship-collision-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">Chinese and Philippine ships<\/a> in the area\u2014as recently as <a href=\"https:\/\/apnews.com\/article\/philippines-south-china-sea-scarborough-shoal-collision-fc31a170189e4747b8314fb605ca7d0c\" rel=\"nofollow noopener\" target=\"_blank\">Tuesday<\/a>\u2014haven\u2019t killed anyone yet is sheer luck.<\/p>\n<p>FP\u2019s Most Read This Week<\/p>\n<p>Tech and Business<\/p>\n<p>Great Firewall leak. The largest-ever leak of material from the Great Firewall, China\u2019s system of internet censorship and surveillance, was made public last week. (There\u2019s a good breakdown of the technical side <a href=\"https:\/\/github.com\/net4people\/bbs\/issues\/519#issuecomment-3282101626\" rel=\"nofollow noopener\" target=\"_blank\">here<\/a>; ChinaFile also has a <a href=\"https:\/\/locknet.chinafile.com\/the-locknet\/intro\/\" rel=\"nofollow noopener\" target=\"_blank\">comprehensive explanation<\/a> of China\u2019s online censorship for a general audience.)<\/p>\n<p>The whopping 600 gigabytes of files come from the Chinese firm <a href=\"https:\/\/web.archive.org\/web\/20250909115204\/https:\/www.theglobeandmail.com\/world\/article-leaked-files-show-a-chinese-company-is-exporting-the-great-firewalls\/\" rel=\"nofollow noopener\" target=\"_blank\">Geedge Networks<\/a>, which seems to play a central role in operating the firewall. The biggest revelation is that China has been quietly <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-leaked-files-show-a-chinese-company-is-exporting-the-great-firewalls\/\" rel=\"nofollow noopener\" target=\"_blank\">exporting<\/a> surveillance and censorship tools to at least 40 countries, including Ethiopia, Kazakhstan, Myanmar, and Pakistan. Much of this digital trade seems to be linked to the <a href=\"https:\/\/www.cfr.org\/china-digital-silk-road\/\" rel=\"nofollow noopener\" target=\"_blank\">Digital Silk Road<\/a> project.<\/p>\n<p>In my experience, internet blocking efforts in other states are relatively easy to avoid using a virtual private network (VPN), and they are usually restricted to a limited number of sites. That\u2019s not the case within China, where there is a constant arms race between VPN providers and Great Firewall providers, and where the vast bulk of the non-Chinese internet is blocked.<\/p>\n<p>That contest is visible in the documents: Geedge staff discuss singling out particular VPNs and developing new techniques to stop them.<\/p>\n<p>Accounting standards. In a Truth Social post on Monday, Trump <a href=\"https:\/\/www.cnbc.com\/2025\/09\/15\/trump-advocates-that-companies-stop-reporting-earnings-on-a-quarterly-basis-.html\" rel=\"nofollow noopener\" target=\"_blank\">called<\/a> for U.S. firms to use more lax financial reporting standards, saying: \u201cChina has a 50 to 100 year view on management of a company, whereas we run our companies on a quarterly basis???\u201d This is not true, but it\u2019s nonetheless telling.<\/p>\n<p>The Orientalist claim that \u201cChina thinks in centuries\u201d goes back <a href=\"https:\/\/www.goodreads.com\/quotes\/9799460-the-chinese-nation-is-the-most-patient-in-the-world\" rel=\"nofollow noopener\" target=\"_blank\">years<\/a> and is often repeated by U.S. business leaders. But the notion falls apart upon the slightest consideration of the Chinese government: Its goals regularly shift with the political winds, and its leaders often prioritize short-term outcomes and <a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3303505\/wasteful-investments-drain-chinas-economy-undermine-government-credibility-state-media\" rel=\"nofollow noopener\" target=\"_blank\">wasteful projects<\/a>.<\/p>\n<p>It\u2019s even more ridiculous to apply this notion to Chinese businesses, most of which are a couple decades old at most. Their strength is often in their willingness to change rapidly, invest in new fields, and <a href=\"https:\/\/evboosters.com\/ev-charging-news\/400-chinese-ev-companies-ceased-operations-between-2018-2025-only-a-few-will-dominate-towards-2030\/\" rel=\"nofollow noopener\" target=\"_blank\">crush competitors<\/a>. As for reporting requirements, in mainland China, they are quarterly\u2014just like the United States.<\/p>\n<p>The fact that misplaced ideas of Chinese master plans still circulate among U.S. politicians, pundits, and business leaders is a sign of how little they have bothered to learn about the country over the past three decades of competition.<\/p>\n","protected":false},"excerpt":{"rendered":"Welcome to\u00a0Foreign Policy\u2019s China Brief.
