{"id":165910,"date":"2025-09-18T18:03:25","date_gmt":"2025-09-18T18:03:25","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/165910\/"},"modified":"2025-09-18T18:03:25","modified_gmt":"2025-09-18T18:03:25","slug":"south-side-activists-come-out-unequivocally-against-quantum-computing-campus","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/165910\/","title":{"rendered":"South Side Activists Come Out &#8216;Unequivocally&#8217; Against Quantum Computing Campus"},"content":{"rendered":"<p>SOUTH CHICAGO \u2014 A group of activists and neighbors are speaking out against plans for a massive quantum computing development on the South Side, calling for the hundreds of millions in public financing slated for that development to instead be spent on resources for existing residents. <\/p>\n<p>Development firm Related Midwest is leading a project to build a 128-acre campus for quantum computing research as part of the larger Quantum Shore Chicago development on the former U.S. Steel South Works site.<\/p>\n<p>Private companies including PsiQuantum, IBM and Infleqtion \u2014 as well as the federal Defense Advanced Research Projects Agency and numerous Illinois universities \u2014 have announced their involvement in the project, where they\u2019ll test\u00a0<a href=\"https:\/\/www.nature.com\/articles\/d41586-023-01692-9\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">whether quantum computing is more than \u201chype\u201d<\/a> and race to develop <a href=\"https:\/\/www.reuters.com\/technology\/psiquantum-targets-first-commercial-quantum-computer-under-six-years-2023-09-28\/\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">the world\u2019s first quantum computer for practical use<\/a>.<\/p>\n<p>Some South Siders \u201cunequivocally\u201d oppose the quantum park\u2019s construction, and want to see the billions of dollars slated for the project instead go toward developments chosen by existing residents, they said at a rally and press conference Tuesday.<\/p>\n<p>\u201cFunding should be used to create an ecosystem where residents can thrive in clean air, have access to public health resources and enhance the greenery of South Chicago\u2019s land through urban planning investments,\u201d said Dawn Johnson, a South Shore resident and member of Southside Together, which is leading the campaign.<\/p>\n<p>Infrastructure and transportation investments, culinary programs and job training for youth, and the development of sites for environmental preservation are among the ways public money should be spent instead, Johnson said. <\/p>\n<p>Attendees of Tuesday\u2019s rally said neighbors need improved access to food and groceries, and they\u2019re suffering from <a href=\"https:\/\/blockclubchicago.org\/2025\/02\/20\/south-shore-neighbors-want-health-center-or-pharmacy-to-replace-closing-walgreens\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">a rash<\/a> of <a href=\"https:\/\/blockclubchicago.org\/2025\/01\/15\/walgreens-closing-5-south-sw-side-stores-by-end-of-february\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">pharmacy closures<\/a> in the area \u2014 problems which local leaders should prioritize, they said.<\/p>\n<p>They called on local leaders to cancel the project, citing concerns about a \u201clack of transparency,\u201d the U.S. defense sector\u2019s interest and role in the quantum computing industry and the impacts of the campus on the local environment and utilities.<\/p>\n<p>\u201cAs Southside Together, we unequivocally oppose this facility,\u201d Calumet Heights resident Yaa Angie Orokoh said. \u201cThe quantum facility is not the investment we need in this community, period. We demand a transparent and democratic process on what happens in our communities.\u201d<\/p>\n<p>The quantum campus is estimated to cost $9 billion, local leaders said last year. It\u2019s set to receive\u00a0<a href=\"https:\/\/gov-pritzker-newsroom.prezly.com\/gov-pritzker-announces-major-federal-partnership-in-quantum-research\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">$500 million in state funding<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.chicagobusiness.com\/politics\/cook-county-creates-property-tax-break-quantum-campus\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">an estimated $175 million over 30 years in county tax breaks<\/a>. Mayor Brandon Johnson has pledged $5 million to the project from the city\u2019s\u00a0<a href=\"https:\/\/blockclubchicago.org\/2024\/04\/19\/mayors-1-25-billion-affordable-housing-and-economic-development-plan-approved\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">housing and economic development bond program<\/a>.<\/p>\n<p>The developers have not yet purchased the land, Related Midwest spokesperson Tricia Van Horn said. She did not give an estimated date for the project\u2019s groundbreaking, which was slated to take place as early as February 2025, developers said\u00a0<a href=\"https:\/\/blockclubchicago.org\/2024\/11\/22\/south-side-quantum-computing-campus-advances-to-city-council\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">during the city\u2019s approval process last year<\/a>.<\/p>\n<p>The first phase of construction at the quantum park will focus on PsiQuantum\u2019s facilities, Van Horn said.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"1024\" height=\"663\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/09\/8080-S.-DuSable-Lake-Shore-Drive-PsiQuantum-Phase-Two-Credit_Related-Midwest-CRG-Clayco-Lamar-Johnso.png\" alt=\"\" class=\"wp-image-772413\"  \/>A rendering of the quantum computing research and development campus planned for the former U.S. Steel South Works site in South Chicago. Credit: Related Midwest<\/p>\n<p>Southside Together is one of the key groups in the <a href=\"https:\/\/blockclubchicago.org\/2023\/09\/28\/south-side-alderman-activists-call-on-mayor-johnson-to-help-pass-south-shore-housing-protections\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">push for community benefits<\/a> to residents near the Obama Presidential Center site in Jackson Park. Prior to launching their campaign against the quantum campus, group members voiced concerns about the project during the Obama CBA Coalition\u2019s June housing summit, <a href=\"https:\/\/thetriibe.com\/2025\/06\/obama-cba-coalition-adds-the-9b-illinois-quantum-park-to-its-fight-for-environmental-and-housing-justice\/\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">according to the TRiiBE<\/a>.<\/p>\n<p>Opponents of the quantum campus likened the project to the xAI data center in Memphis, which faces <a href=\"https:\/\/time.com\/7308925\/elon-musk-memphis-ai-data-center\/\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">a legal challenge from the NAACP<\/a> over its environmental impacts. Johnson did not say whether neighbors plan to sue the city, state or developers in an attempt to block the project.<\/p>\n<p>Unlike the xAI data center \u2014 which has been powered by unpermitted gas turbines, according to Time Magazine \u2014 PsiQuantum has pledged to \u201cuse 100 percent carbon-free electricity to power its facility.\u201d However, officials have not given specifics on how they will do so.<\/p>\n<p>The wider quantum campus is estimated to require 350 megawatts of power, <a href=\"https:\/\/www.exeloncorp.com\/grid\/powering-the-future--how-comeds-partnership-sparked-the-illinois-quantum-campus\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">according to ComEd<\/a>. <\/p>\n<p>Harley Johnson, executive director of the quantum campus, <a href=\"https:\/\/insideclimatenews.org\/news\/29032025\/chicago-south-side-quantum-computing-development\/\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">told Inside Climate News in March<\/a> he expects to find a power solution that doesn\u2019t directly raise residents\u2019 bills, but specifics on that solution are \u201creally a question for ComEd,\u201d he said.<\/p>\n<p>The energy cost of the quantum campus \u201cis largely contained to the ComEd rate class made up of other similarly sized large customers, not including residential customers,\u201d spokesperson Brendan Recka said Wednesday.<\/p>\n<p>Beyond the quantum campus, the Quantum Shore development includes Advocate Health\u2019s plan to replace the 205-bed Trinity Hospital with a 52-bed hospital near Brandon Avenue and DuSable Lake Shore Drive. A state review board <a href=\"https:\/\/www.chicagotribune.com\/2025\/06\/24\/advocate-trinity-hospital\/\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">approved the hospital plans in June<\/a>.<\/p>\n<p>Site developers and local leaders have also said Steelworkers Park and Park No. 566 would remain open to the public. The project would improve park access by connecting DuSable Lake Shore Drive to the existing parks along the former steel mill\u2019s North Slip near 85th Street, and will include the creation of a 1.65-mile recreational trail along the Calumet River and South Slip near 89th Street, Van Horn said.<\/p>\n<p>Organizers are not opposed to the hospital \u2014 though they take issue with referring to Trinity\u2019s replacement as a new hospital, they said. Credit: Maxwell Evans\/Block Club Chicago<\/p>\n<p>The planned quantum campus has proven divisive among South Siders, though few residents and organizations had publicly and unequivocally denounced the plans before this week\u2019s rally.<\/p>\n<p>South Siders in support of the project have praised its potential to revive the neighborhood\u2019s economy, which has stagnated\u00a0<a href=\"https:\/\/blockclubchicago.org\/2024\/02\/22\/how-chicagos-black-steelworkers-struggled-thrived-and-survived-the-industrys-rise-and-fall\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">since South Works and other nearby steel mills closed<\/a>.<\/p>\n<p>Small business owners, educators, parents and block club leaders have shown \u201cgenuine excitement\u201d about the campus at \u201cdozens of events\u201d around the project,\u00a0Shaunna Sims-Davis, a community advisor to the quantum campus, said in a statement. <\/p>\n<p>\u201cWe could not have chosen a better community or set of partners in this work, and we are just getting started,\u201d Sims-Davis said.<\/p>\n<p>Skeptics have acknowledged the potential economic boost while urging officials\u00a0<a href=\"https:\/\/blockclubchicago.org\/2024\/10\/18\/south-siders-urge-slowdown-on-quantum-computing-campus\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">not to rush and throw money<\/a>\u00a0at an unproven industry, which seeks to develop on land with\u00a0<a href=\"https:\/\/www.chicagotribune.com\/2018\/05\/24\/irish-developer-walks-away-from-plan-to-build-20000-homes-on-south-works-site\/\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">a history of environmental contamination<\/a>.<\/p>\n<p>The campaign against the development is separate from a push by the Coalition for a South Works CBA to secure a contract guaranteeing specific community benefits for residents of South Chicago and nearby neighborhoods.<\/p>\n<p>Supporters of a community benefits agreement announced their <a href=\"https:\/\/blockclubchicago.org\/2025\/09\/10\/south-siders-demand-jobs-under-south-works-quantum-campus-community-benefits-agreement\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\" data-wpel-link=\"internal\">demands around jobs, environmental protection and anti-displacement measures<\/a> last week.<\/p>\n<p>Quantum Shore is the latest proposal for the South Works brownfield, following failed pitches for\u00a0<a href=\"https:\/\/www.chicagotribune.com\/2019\/07\/26\/rapper-common-developers-planning-massive-movie-studio-campus-as-part-of-south-works-redevelopment\/\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">a movie studio campus<\/a>,\u00a0<a href=\"https:\/\/chicago.curbed.com\/2018\/5\/24\/17391228\/new-south-works-us-steel-development-deal-fails\" target=\"_blank\" rel=\"noreferrer noopener external nofollow\" data-wpel-link=\"external\">a 20,000-home neighborhood<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.dnainfo.com\/chicago\/20160229\/south-chicago\/lakeside-development-dead-after-us-steel-mccaffery-interests-split\/\" target=\"_blank\" rel=\"noreferrer noopener external
