The country is struggling under a 12.3% budget deficit and a debt load close to 100% of GDP.\n    <\/p>\n<p>\n        To bridge the gap, Dakar has rolled out a raft of fiscal reforms. Among them: a direct levy on digital payments. The plan introduces:\n    <\/p>\n<p>\n        0.5% tax on all money transfers,\n    <\/p>\n<p>\n        1.5% tax on merchant payments,\n    <\/p>\n<p>\n        2% additional fee charged to merchants.\n    <\/p>\n<p>\n        The government plans to raise 220 billion CFA francs ($360m) in three years, with 60% of that coming from individual transfers.\n    <\/p>\n<p>\n        Mobile Money: The Financial Lifeline of Senegal\n    <\/p>\n<p>\n        The backlash has been swift. Mobile Money isn\u2019t just a convenience in Senegal \u2014 it\u2019s the backbone of financial inclusion. Only 26% of adults have access to a bank account, but more than 90% of people over the age of 15 use mobile wallets.\n    <\/p>\n<p>\n        In 2025 so far, Mobile Money platforms processed 15.3 trillion CFA francs ($27.5b) in transactions, touching nearly every part of daily commerce. From food vendors in rural towns to boutiques in Dakar, QR payments have become cultural.\n    <\/p>\n<p>\n        Taxing these transactions means taxing daily survival for millions of low-income households, informal workers, women entrepreneurs, and students.\n    <\/p>\n<p>\n        The Cash Comeback Challenges\n    <\/p>\n<p>\n        Ironically, the reform could undercut its own revenue goals. Higher fees may push people back to cash \u2014 less secure, harder to trace, and much more difficult to tax.\n    <\/p>\n<p>\n        The ripple effects could be wider:\n    <\/p>\n<p>\n        Lower transaction volumes,\n    <\/p>\n<p>\n        Less transparency in the economy,\n    <\/p>\n<p>\n        Reduced appetite for fintech and telecoms investment.\n    <\/p>\n<p>\n        For a government that brands digital transformation as a priority, this is a risky gamble.\n    <\/p>\n<p>\n        Africa\u2019s Mixed Lessons on Mobile Money Taxes\n    <\/p>\n<p>\n        Senegal isn\u2019t the first to try taxing Mobile Money. The results elsewhere are not encouraging:\n    <\/p>\n<p>\n        Uganda in 2018: A hastily rolled-out tax sparked public outrage. After multiple revisions, the policy shrank to just withdrawals, but transaction volumes still fell sharply.\n    <\/p>\n<p>\n        Cameroon in 2022: A 0.2% levy triggered backlash and reduced usage.\n    <\/p>\n<p>\n        Rwanda in 2020: Removing MoMoPay fees boosted digital payments by 20%. When charges returned in 2021, cash bounced back almost instantly.\n    <\/p>\n<p>\n        Kenya &amp; Tanzania: Took a lighter approach, targeting operator profits or service fees instead of taxing end users \u2014 less disruptive, though still controversial.\n    <\/p>\n<p>\n        The pattern is clear: tax Mobile Money too aggressively, and users retreat to cash.\n    <\/p>\n<p>\n        Critics say the real issue isn\u2019t technical \u2014 it\u2019s social justice. The tax hits hardest on those least able to absorb extra costs. It threatens a decade of progress in financial inclusion, commerce, and even family remittances.\n    <\/p>\n<p>\n        Instead of taxing digital transactions directly, experts argue Senegal should:\n    <\/p>\n<p>\n        Broaden the tax base by formalizing the informal sector,\n    <\/p>\n<p>\n        Crack down on tax evasion,\n    <\/p>\n<p>\n        Leverage Mobile Money data to identify untaxed activity.\n    <\/p>\n<p>\n        Senegal\u2019s government is under real pressure to balance its books. But short-term revenue gains shouldn\u2019t come at the cost of dismantling the very system driving inclusion and digital growth.\n    <\/p>\n<p>\n        If the government pushes ahead without broad consultation, it risks alienating citizens, spooking investors, and ultimately collecting less than expected.\n    <\/p>\n<p>\n        The smarter play?
