Al-Owaedi<\/p>\n<p>A professor of physics in Iraq was permanently dismissed last week after a government investigation found he orchestrated a massive fraudulent publishing scheme involving hundreds of thousands of dollars paid into his bank account by unwitting researchers, documents obtained by Retraction Watch show.<\/p>\n<p>The scam included a deal between a prominent association of Iraqi academics and a predatory publisher, as well as the creation of a fake journal website and bogus acceptance letters purporting to be from reputed journals.<\/p>\n<p>According to a <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Ministerial-order-with-translation_Redacted.pdf\" rel=\"nofollow noopener\" target=\"_blank\">ministerial order<\/a> dated September 9 and obtained by Retraction Watch, the physicist,<a href=\"https:\/\/orcid.org\/0000-0003-0721-0409\" rel=\"nofollow noopener\" target=\"_blank\"> Oday A. Al-Owaedi<\/a>, who also goes by several other names, defrauded \u201cresearchers by collecting money from them under the pretext of publishing their papers in reputable international journals as promised, while in fact falsifying and forging publication in fake websites.\u201d<\/p>\n<p>The document also stated Al-Owaedi falsified \u201cthe scientific content of research papers, knowingly, by inserting his name and his scientific works as references in these allegedly published papers.\u201d<\/p>\n<p>An Iraqi scholar close to the matter told us \u201chundreds\u201d of budding researchers had been caught in the scam. That has put their careers at risk, because master\u2019s and Ph.D. students in Iraq <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Requirements-for-Master-and-PhD-Iraq_Redacted.pdf\" rel=\"nofollow noopener\" target=\"_blank\">are required to publish papers<\/a> in indexed journals before they can obtain their degrees, said the source, who spoke on condition of anonymity for fear of reprisal.<\/p>\n<p>\u201cMany graduate students and researchers relied on these conference acceptances for thesis defenses, academic promotion, publication requirements, or graduation,\u201d the source added. \u201cNow, they face academic uncertainty or setbacks due to decisions beyond their control.\u201d<\/p>\n<p>We contacted Iraq\u2019s Ministry of Higher Education and Scientific Research to confirm Al-Owaedi\u2019s termination, which has not been officially announced, and ask if the ministry will take steps to help the victims. We have not heard back. The order permanently removes Al-Owaedi from his position at the University of Babylon in Hilla, a public institution, adding that he committed \u201cacts that render his continuation in state service harmful to the public interest.\u201d\u00a0<\/p>\n<p>Neither Al-Owaedi nor his former employer responded to requests for comment. But on September 17, the day after we emailed him about the evidence we had obtained, Al-Owaedi<a href=\"https:\/\/www.facebook.com\/oday.aljubory\/posts\/pfbid0MBvpX82ffYUHbwnwxYttvuYNnu3GaVjGA1Hh6zGUFFuH5uc1sHrRFHr1uGMsbH1Ml\" rel=\"nofollow noopener\" target=\"_blank\"> announced his dismissal<\/a> on Facebook (in Arabic) and said he was \u201cinnocent of the charges\u201d against him. Al-Owaedi is<a href=\"https:\/\/www.facebook.com\/prof.odai.jubori?rdid=btNiLLLlxjY0lFLo&amp;share_url=https%3A%2F%2Fwww.facebook.com%2Fshare%2F17JQR2KLQE%2F\" rel=\"nofollow noopener\" target=\"_blank\"> also a politician<\/a> and is running in Iraq\u2019s parliamentary election in November.<\/p>\n<p class=\"has-drop-cap\">Al-Owaedi\u2019s publishing scheme centered on<a href=\"https:\/\/web.archive.org\/web\/20250917134132\/https:\/iraqiacademics.iq\/events\/%D8%A7%D9%84%D9%85%D8%A4%D8%AA%D9%85%D8%B1-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D9%8A-%D8%A7%D9%84%D8%B3%D8%A7%D8%A8%D8%B9-%D9%84%D9%86%D9%82%D8%A7%D8%A8%D8%A9-%D8%A7%D9%84%D8%A3%D9%83%D8%A7%D8%AF%D9%8A\/\" rel=\"nofollow noopener\" target=\"_blank\"> a conference that was organized by a prominent association<\/a> of Iraqi academics and was slated to take place in Baghdad this month. According to its website, the<a href=\"https:\/\/web.archive.org\/web\/20250912213012\/https:\/iraqiacademics.iq\/events\/%D8%A7%D9%84%D9%85%D8%A4%D8%AA%D9%85%D8%B1-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D9%8A-%D8%A7%D9%84%D8%B3%D8%A7%D8%A8%D8%B9-%D9%84%D9%86%D9%82%D8%A7%D8%A8%D8%A9-%D8%A7%D9%84%D8%A3%D9%83%D8%A7%D8%AF%D9%8A\/\" rel=\"nofollow noopener\" target=\"_blank\"> 7th International Conference of the Iraqi Academics Syndicate for Sciences<\/a> (ICIASS-2025) offered participants a chance to publish their research in<a href=\"https:\/\/pubs.aip.org\/aip\/acp\" rel=\"nofollow noopener\" target=\"_blank\"> AIP Conference Proceedings<\/a> or one of several \u201chighly respected and peer-reviewed journals from renowned Dutch publishing house Elsevier.\u201d (In correspondence we obtained, AIP Publishing denied having \u201can agreement in place to publish the proceedings of this conference.\u201d)<\/p>\n<p><a href=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/09\/Al-Owaedi-claims-deal-with-Elsevier.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"758\" height=\"926\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/09\/Al-Owaedi-claims-deal-with-Elsevier.jpg\" alt=\"\" class=\"wp-image-132884\" style=\"width:300px\"  \/><\/a>A message from Telegram shows El-Owaedi claimed he made a deal with Elsevier to publish hundreds of papers.<\/p>\n<p>In messages posted to the conference\u2019s now-deleted Telegram group, Al-Owaedi, who chaired the organizing committee for the event, <a href=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/09\/Al-Owaedi-claims-deal-with-Elsevier.jpg\">claimed he had made a deal with Elsevier<\/a> to publish hundreds of papers at discounted prices.<\/p>\n<p>Authors were required to pay \u201cpublication fees\u201d after receiving a preliminary acceptance notice from the conference, but before publication, <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Telegram_Al-Owaedi.jpg\" rel=\"nofollow noopener\" target=\"_blank\">Al-Owaedi explained<\/a>. These fees varied by journal, but typically amounted to US$650 \u2013 or some $100 more than<a href=\"https:\/\/shafaq.com\/en\/Economy\/Iraq-s-average-salary-ranks-modest-globally-eighth-in-Arab-world\" rel=\"nofollow noopener\" target=\"_blank\"> Iraq\u2019s average monthly salary<\/a> \u2013 according to <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Supporting-journals.pdf\" rel=\"nofollow noopener\" target=\"_blank\">a list the conference supplied<\/a> of more than two dozen journals from Elsevier, AIP and another publisher.<\/p>\n<p>After payment, the works would be sent to \u201cthe publishing house,\u201d which would edit it and submit it to one of the journals on the list, Al-Owaedi wrote.<\/p>\n<p>In reality, the \u201dpublishing house\u201d referred to<a href=\"https:\/\/web.archive.org\/web\/20250909065240\/https:\/acadiapulse.org\/\" rel=\"nofollow noopener\" target=\"_blank\"> Acadia Pulse<\/a>, which in May <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Contract-Acadia-Pulse.pdf\" rel=\"nofollow noopener\" target=\"_blank\">signed an agreement<\/a> with Al-Owaedi to assist his organization in publishing a \u201ctotal of 400 academic papers in peer-reviewed Scopus Q2 indexed journals.\u201d<\/p>\n<p>Acadia Pulse<a href=\"https:\/\/web.archive.org\/web\/20250916111616\/https:\/acadiapulse.org\/resources\/\" rel=\"nofollow noopener\" target=\"_blank\"> describes itself<\/a> as a New York-based \u201cinternational consultancy offering students, researchers, and corporations the opportunity to publish in PubMed and Scopus indexed journals.\u201d But no records of a business called Acadia Pulse exist in the U.S. Securities and Exchange Commission\u2019s<a href=\"https:\/\/www.edgarcompany.sec.gov\/servlet\/CompanyDBSearch?page=main\" rel=\"nofollow noopener\" target=\"_blank\"> EDGAR company database<\/a>. Meanwhile, the operation\u2019s website has<a href=\"https:\/\/retractionwatch.com\/2024\/10\/01\/hidden-hydras-uncovering-the-massive-footprint-of-one-paper-mills-operations\/\" rel=\"nofollow noopener\" target=\"_blank\"> several hallmarks of a full-fledged paper mill<\/a>, such as<a href=\"https:\/\/web.archive.org\/web\/20250909065240\/https:\/acadiapulse.org\/\" rel=\"nofollow noopener\" target=\"_blank\"> promising<\/a> \u201dguaranteed publications in our flagship journals.\u201d<\/p>\n<p>One of these \u201cflagship\u201d publications is the International Journal of Scientific Studies and Qualitative Research, which<a href=\"https:\/\/web.archive.org\/web\/20250916112638\/https:\/www.ijssqr.org\/about-us\" rel=\"nofollow noopener\" target=\"_blank\"> lists as its editor-in-chief<\/a> Gunnar M\u00f6ller.<a href=\"https:\/\/www.kent.ac.uk\/physics-astronomy\/people\/466\/m%C3%B6ller-gunnar\" rel=\"nofollow noopener\" target=\"_blank\"> A physicist at the University of Kent<\/a> in the UK, M\u00f6ller told us he had never heard of the journal.<\/p>\n<p>The company did not respond to our requests for comment.<\/p>\n<p class=\"has-drop-cap\">According to <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Acceptance-emails-from-IAS_Redacted.pdf\" rel=\"nofollow noopener\" target=\"_blank\">emails<\/a> and <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/A-proof-of-payment_Redacted.pdf\" rel=\"nofollow noopener\" target=\"_blank\">bank receipts<\/a> we obtained, authors at the conference were required to pay the publication fees directly into Al-Owaedi\u2019s personal bank account. In at least one case, the required payment \u2013 950,000 Iraqi dinars, or about US$725 \u2013 exceeded the \u201cpublishing cost\u201d provided in the journal list by more than US$50.<\/p>\n<p>On July 8, Al-Owaedi<a href=\"https:\/\/www.facebook.com\/groups\/1613437808723201\/permalink\/24006494742324188\/?rdid=i01arQxgVcbZ95Ls\" rel=\"nofollow noopener\" target=\"_blank\"> announced on Facebook<\/a> that the first research from the conference had been published in Elsevier\u2019s Journal of Vocational Behavior. He included what he described as a link to the paper:<a href=\"https:\/\/link-doi.org\/11.1230\/j.jvb.2025.178213?fbclid=IwZXh0bgNhZW0CMTAAAR4RLJMmnFLy3SymurdrUkj4bvluMMPbdQmDDH2kVjuNYhcH_Y9lvStV1RhJ4A_aem_KO7ezPppFRm5d1G4dabv8g\" rel=\"nofollow noopener\" target=\"_blank\"> https:\/\/link-doi.org\/11.1230\/j.jvb.2025.178213<\/a>. When the link was still functional (we archived it <a href=\"https:\/\/web.archive.org\/web\/20250908083304\/https:\/links-doi.org\/11.1230\/j.jvb.2025.178213\" rel=\"nofollow noopener\" target=\"_blank\">here<\/a>), it sent readers to a near-perfect sham version of the journal\u2019s website. The site displayed a complete article, titled \u201cHolland\u2019s Characteristics of personality Traits and Their Influence in Impression Management\u201d and written by two real Iraqi scholars.<\/p>\n<p>But the Digital Object Identifier link was forged \u2013 real DOI prefixes<a href=\"https:\/\/support.datacite.org\/docs\/doi-basics\" rel=\"nofollow noopener\" target=\"_blank\"> always start with \u201c10,\u201d<\/a> not \u201c11\u201d \u2013 and <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Al-Sultani-Al-Saidi-fake-publication.pdf\" rel=\"nofollow noopener\" target=\"_blank\">the paper<\/a> had never been published. We reached out to the two authors, but one told us he was sick and the other never replied.<\/p>\n<p><a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Fake-acceptance-letter_Applied-Mathematics.jpeg\" rel=\"nofollow noopener\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"695\" height=\"1024\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/09\/Fake-acceptance-letter_Applied-Mathematics-695x1024.jpeg\" alt=\"\" class=\"wp-image-132893\" style=\"width:300px\"  \/><\/a>Authors received acceptance letters purporting to be from journals, but Elsevier told us their journals did not issue the letters.<\/p>\n<p>Similarly, some authors began receiving purported <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Fake-acceptance-letter_Applied-Mathematics.jpeg\" rel=\"nofollow noopener\" target=\"_blank\">acceptance letters<\/a> from the journals, as well as what appeared to be login information allowing them to access Elsevier\u2019s Editorial Manager system to track their submissions, according to videos we have seen.<\/p>\n<p>But Elsevier told us the letters had not been issued by their publications, adding, \u201cThe matter is still under investigation, but so far, we have no evidence that Editorial Manager was compromised.\u201d<\/p>\n<p class=\"has-drop-cap\">The ministerial order dismissing Al-Owaedi states he handed over the money received from the researchers to his wife, \u201cwithout authorization from the [Iraqi Academics Syndicate] and without disclosure thereof.\u201d<\/p>\n<p>The Iraqi Academics Syndicate has not responded to our requests for comment.<\/p>\n<p>In his September 17 <a href=\"https:\/\/www.facebook.com\/share\/p\/1A32yxmqPa\/\" rel=\"nofollow noopener\" target=\"_blank\">Facebook<\/a> <a href=\"https:\/\/www.facebook.com\/share\/v\/1C93mL4p8U\/\" rel=\"nofollow noopener\" target=\"_blank\">posts<\/a>, Al-Owaedi stated the money he received had \u201cbeen transferred by the conference to the publishing company.\u201d As proof, he attached pictures of two purported bank transaction slips listing amounts of <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/oday-receipt-money-1.jpg\" rel=\"nofollow noopener\" target=\"_blank\">$54,000<\/a> and <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/oday-receipt-money-2.jpg\" rel=\"nofollow noopener\" target=\"_blank\">$150,000<\/a>, respectively.<\/p>\n<p><a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/Letters-from-Acadia-Pulse.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Correspondence<\/a> from Acadia Pulse addressed to \u201cIraqi Universities\u201d suggests the forgery did not go unnoticed, and the company attempted damage control through obfuscation.<\/p>\n<p>In a section titled \u201cReasons Why Journals Declare Acceptance Letters Fake and Papers Non-Existent,\u201d a letter signed by a \u201cHenry Davis\u201d stated, \u201cJournals have strict terms and conditions that authors must follow. One of these is that authors must not contact the journal directly before publication. If an author violates this condition, the journal may deny any connection to the manuscript because such contact undermines the confidentiality of the editorial process and affects their business model.\u201d<\/p>\n<p>Another message addressed questions about the strange DOI prefix of the forged conference publication. \u201cWe would like to clarify that the assignment of DOI prefixes is entirely determined by the respective journal or publisher,\u201d the letter stated. \u201dEach publisher is registered with CrossRef (or another DOI registration agency) and may receive a different prefix based on their allocation.\u201d<\/p>\n<p>The Iraqi scholar who spoke on condition of anonymity said some students had not been awarded their degrees because they presented the fake journal acceptance letters at their thesis defense.<\/p>\n<p>\u201cThere have been attempts to blame students and researchers for making payments or not recognizing the fraud,\u201d the source told us. \u201cThis is unfair. The participants received what appeared to be formal, official conference acceptance letters. They were acting in good faith, based on institutional trust, and should not be penalized for the failure of oversight bodies.\u201d<\/p>\n<p>The source also criticized the government for <a href=\"https:\/\/retractionwatch.com\/wp-content\/uploads\/2025\/09\/ICSAI-2025-Al-Owaedi-chair-of-preparatory-committee_arabic.jpg\" rel=\"nofollow noopener\" target=\"_blank\">making Al-Owaedi chair<\/a> of yet <a href=\"https:\/\/www.icsai-2025.alzahu.edu.iq\/#\" rel=\"nofollow noopener\" target=\"_blank\">another conference<\/a> organizing committee two weeks after the investigation against him began, and for keeping the probe under wraps while conference participants continued submitting papers and paying publication fees to the physicist.<\/p>\n<p>\u201cThis delay directly enabled the harm done to researchers and students,\u201d the source said.<\/p>\n<p>Like Retraction Watch?
