The tariff evasion taking place today could impact more than $200 billion in U.S. imports, costing the U.S. $40 billion in tariff revenue if efforts to curb the sidestepping aren\u2019t mitigated, bank analysts Joseph Briggs and Megan Peters said in a report.\u00a0<\/p>\n<p>Earlier this month, Torsten Sl\u00f8k, chief economist at <a href=\"https:\/\/fortune.com\/company\/apollo-global-management\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/apollo-global-management\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">Apollo Global Management<\/a>, estimated the Trump administration\u2019s tariff efforts will bring in a \u201c<a href=\"https:\/\/fortune.com\/2025\/09\/22\/trumps-tariff-bringing-very-significant-revenue-national-debt-taxes\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/09\/22\/trumps-tariff-bringing-very-significant-revenue-national-debt-taxes\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">very significant<\/a>\u201d $350 billion in annual revenue.<\/p>\n<p>As Trump imposes sweeping tariffs on countries\u2014most recently a <a href=\"https:\/\/fortune.com\/2025\/09\/26\/trump-100-percent-tariffs-pharmaceuticals\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/09\/26\/trump-100-percent-tariffs-pharmaceuticals\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">100% tax<\/a> on imported branded pharmaceuticals going into effect on Oct. 1\u2014some companies have tried their best to take action to evade the levies. Many have warned that they face an impact worth <a href=\"https:\/\/fortune.com\/2025\/08\/07\/toyota-tariffs-profit-hit\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/08\/07\/toyota-tariffs-profit-hit\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">billions of dollars<\/a> each year. Goldman highlights the practice of <a href=\"https:\/\/fortune.com\/2025\/08\/13\/switzerland-businesses-rerouting-goods-liechtenstein-dodge-tariff\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/08\/13\/switzerland-businesses-rerouting-goods-liechtenstein-dodge-tariff\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">transshipping<\/a>, or reorganizing a supply chain to ship products from a country with lower imposed levies. Tariff dodging could also look like companies underreporting the value of goods or mislabeling products as similar goods that aren\u2019t subject to as high of taxes.<\/p>\n<p>Citing data from the United Nations Comtrade database, Goldman noted a steep increase in exports from Asian countries\u2014particularly Vietnam\u2014to the U.S., coinciding with a similar increase in those countries\u2019 imports from China. While part of the correlation could be due to other countries relying more on Chinese goods as a result of tariffs, the speed of the shift could indicate transshipping, analysts said.<\/p>\n<p>\u201cIndeed, early patterns in trade data suggest some evasion of the recently implemented tariffs,\u201d the note said.<\/p>\n<p>There are also signs of foreign exporters underreporting the value of U.S. imports at the border. The discrepancy between the U.S.\u2019s reported imports from China and China\u2019s reported exports to the U.S. has widened by $4 billion year-to-date, Goldman Sachs said. That widening gap is in spite of the <a href=\"https:\/\/fortune.com\/2025\/08\/30\/de-minimis-exemption-american-purchasing-power-tariffs-trade-deficit-china-shein-temu\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/2025\/08\/30\/de-minimis-exemption-american-purchasing-power-tariffs-trade-deficit-china-shein-temu\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">sunsetting of the de minimis exemption<\/a> that allowed packages worth less than $800 to enter the U.S. without duties.<\/p>\n<p>\u201cFurther, U.S. imports have been cut by larger amounts than can be plausibly explained by lower production costs, suggesting multinational companies may be avoiding tariffs by lowering reported U.S. import prices,\u201d analysts said.<\/p>\n<p>How much has the U.S. previously lost through tariff evasion?<\/p>\n<p><a href=\"https:\/\/fortune.com\/company\/overstock-com\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/overstock-com\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">Beyond<\/a> early evidence suggesting countries may indeed be taking action to evade tariffs, evidence from Trump\u2019s first administration\u2014when he imposed import taxes on China\u2014suggests the U.S. has previously lost $110 billion to $130 billion in revenue from tariff dodgers.<\/p>\n<p>According to U.S. trade data cited by Goldman Sachs in a January note, the share of Chinese imports to the U.S. fell from 21.5% in 2016 to 13.5% in 2023, indicating a $240 billion reduction in China exports.\u00a0<\/p>\n<p>But the bank warned that this figure overstates the U.S.\u2019s reduced reliance on Chinese exports because of tariff evasion. Goldman Sachs reported that $30 billion to $50 billion in trade was rerouted in 2023, accounting for nearly 20% of the dip in Chinese exports to the U.S. This transshipment effort only accounts for a fraction of the tariff evasion.<\/p>\n<p>\u201cUnderreporting and mislabeling have likely had an even larger impact,\u201d analysts said in the January note.<\/p>\n<p>Due to reporting gaps on levied products, the gap between U.S.-reported China imports and China-reported U.S. exports widened by $150 billion. By Goldman Sachs estimations, the reporting gap was in part caused by $80 billion in tariff evasion. About $40 billion of that reporting discrepancy was due to mislabeling products as goods subject to lower tariffs.<\/p>\n<p>The Trump administration, for its part, has outlined plans to <a href=\"https:\/\/fortune.com\/asia\/2025\/08\/06\/trump-tariff-transshipped-goods-china-supply-chains\/\" target=\"_self\" aria-label=\"Go to https:\/\/fortune.com\/asia\/2025\/08\/06\/trump-tariff-transshipped-goods-china-supply-chains\/\" class=\"sc-4f49155c-0 hLtviE\" rel=\"nofollow noopener\">crack down on transshipments<\/a>, threatening an additional 40% tariff on goods shipped through a third-party country with lower levies. The Justice Department\u2019s Office of Public Affairs announced last month the creation of the <a href=\"https:\/\/www.justice.gov\/opa\/pr\/departments-justice-and-homeland-security-partnering-cross-agency-trade-fraud-task-force\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/www.justice.gov\/opa\/pr\/departments-justice-and-homeland-security-partnering-cross-agency-trade-fraud-task-force\" class=\"sc-4f49155c-0 hLtviE\">Trade Fraud Task Force<\/a> to mitigate tariff evasion, as well as import smuggling.\u00a0<\/p>\n<p>The U.S. opened an investigation into Waaree Energies, India\u2019s largest solar panel maker, to determine if it dodged duties bringing goods into the U.S., <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-09-25\/us-probing-waaree-for-evading-solar-tariff-duties\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/www.bloomberg.com\/news\/articles\/2025-09-25\/us-probing-waaree-for-evading-solar-tariff-duties\" class=\"sc-4f49155c-0 hLtviE\">Bloomberg reported<\/a> on Friday, citing a public notice.<\/p>\n<p>Fortune Global Forum returns Oct. 26\u201327, 2025 in Riyadh.
