{"id":195613,"date":"2025-10-01T21:11:09","date_gmt":"2025-10-01T21:11:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/195613\/"},"modified":"2025-10-01T21:11:09","modified_gmt":"2025-10-01T21:11:09","slug":"vote-to-end-government-shutdown-fails-as-democrats-hold-firm-on-health-care-demands","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/195613\/","title":{"rendered":"Vote to end government shutdown fails as Democrats hold firm on health care demands"},"content":{"rendered":"<p style=\"text-align: justify;\">A vote to end the\u00a0<a href=\"https:\/\/apnews.com\/article\/government-shutdown-chuck-schumer-20e54a0f5e4fee909d0f9ea2c07c15e1\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">government shutdown\u00a0<\/a>hours after it began failed Wednesday, as Democrats in the Senate held firm to the party\u2019s demands to\u00a0<a href=\"https:\/\/apnews.com\/article\/congress-health-care-tax-credits-obamacare-shutdown-f1ee636ddba7f65baa5234c55cb0c96e\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">fund health care\u00a0<\/a>subsidies that\u00a0<a href=\"https:\/\/apnews.com\/hub\/donald-trump\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">President Donald Trump\u00a0<\/a>and Republicans refuse to extend.<\/p>\n<p style=\"text-align: justify;\">The tally showed cracks in the Democrats\u2019 resolve, but\u00a0<a href=\"https:\/\/apnews.com\/live\/donald-trump-news-updates-10-1-2025\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">the outcome also left no breakthrough<\/a>. Blame was being cast on all sides on the first day of the shutdown. The White House and Congress failed to strike an agreement to keep programs and services open, throwing the country into a new cycle of uncertainty.<\/p>\n<p style=\"text-align: justify;\">At issue are tax credits that have made health insurance through the Affordable Care Act more affordable for millions of people since the COVID-19 pandemic. The credits are set to expire at the end of the year if Congress doesn\u2019t extend them \u2014 which would more than double what subsidized enrollees currently pay for health insurance premiums, according to a KFF analysis.<\/p>\n<p style=\"text-align: justify;\">Democratic Rep. Jared Golden of Maine faulted leftwing groups for causing the government shutdown and said it\u2019s hurting working people in his state.<\/p>\n<p style=\"text-align: justify;\">Golden, a moderate Democrat, said in a statement that \u201chardball politics driven by the demands far-left groups\u201d led to the shutdown. He said some Republicans have \u201creasonable concerns about tax credits going to high-income households\u201d and there\u2019s still time to broker a deal.<\/p>\n<p><a href=\"https:\/\/floridaphosphate.com\/\" target=\"_blank\" rel=\"noopener external noreferrer nofollow\" data-wpel-link=\"external\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-724003 size-full\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/10\/FPC_FL-POLITICS-DISPLAY_728x90_MAR.png\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">\u201cThere\u2019s room and time to negotiate. But normal policy disagreements are no reason to subject our constituents to the continued harm of this shutdown,\u201d Golden said.<\/p>\n<p style=\"text-align: justify;\">Golden also said he felt the shutdown hands more power Trump.<\/p>\n<p style=\"text-align: justify;\">Republicans supported a short-term measure to fund the government generally at current levels through Nov. 21, but Democrats blocked it, insisting the measure address their concerns on\u00a0<a href=\"https:\/\/apnews.com\/article\/health-care-subsidies-congress-shutdown-democrats-republicans-bb3464820a347fd2c0399e78e335881e\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">health care<\/a>. They want to reverse the Medicaid cuts in Trump\u2019s package of tax breaks and spending reductions from the summer and they want to\u00a0<a href=\"https:\/\/apnews.com\/article\/trump-tax-cuts-food-stamps-6542e448a2f6ed7b93ab8f7fe84ac53a\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">extend tax credits<\/a>\u00a0that make health insurance premiums more affordable for millions of people who purchase through the marketplaces established by the Affordable Care Act.<\/p>\n<p style=\"text-align: justify;\">Republicans called the Democratic proposal a nonstarter that would cost taxpayers more than $1 trillion.<\/p>\n<p style=\"text-align: justify;\">Here\u2019s what to know about the shutdown that began Wednesday:<\/p>\n<p><a href=\"https:\/\/go.slalom.com\/SlalomFL_Government\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-725417\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/08\/Efficient_Government_728x90.png\" alt=\"\" width=\"728\" height=\"90\"\/><\/a><\/p>\n<p style=\"text-align: justify;\">What happens in the shutdown?<\/p>\n<p style=\"text-align: justify;\">Now that a lapse in funding has occurred, the law requires agencies to furlough their \u201cnonexcepted\u201d employees. Excepted employees, who include those who work to protect life and property, stay on the job but do not get paid until after the shutdown ends.<\/p>\n<p style=\"text-align: justify;\">The White House Office of Management and Budget begins the process with instructions to agencies that a lapse in appropriations has occurred and they should initiate orderly shutdown activities. That memo went out Tuesday evening.<\/p>\n<p style=\"text-align: justify;\">The Congressional Budget Office estimates roughly 750,000 federal employees could be furloughed each day of the shutdown, with the total daily cost of their compensation at roughly $400 million.<\/p>\n<p style=\"text-align: justify;\">What government work continues during a shutdown?<\/p>\n<p style=\"text-align: justify;\">A great deal, actually.<\/p>\n<p style=\"text-align: justify;\">FBI investigators, CIA officers, air traffic controllers and agents operating airport checkpoints keep working. So do members of the armed forces.<\/p>\n<p style=\"text-align: justify;\">Those programs that rely on mandatory spending generally continue during a shutdown.\u00a0<a href=\"https:\/\/apnews.com\/article\/social-security-data-department-of-government-efficiency-f8b842c3eeaea5a304c690fba9b032ef\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Social Security payments<\/a>\u00a0still go out. Those relying on\u00a0<a href=\"https:\/\/apnews.com\/article\/social-security-medicare-trust-fund-trump-74e13292f510739724a555d7ded7c1a3\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Medicare coverage<\/a>\u00a0can still see their doctors and health care providers can be reimbursed.<\/p>\n<p style=\"text-align: justify;\">Veteran health care continues during a shutdown. Veterans Affairs medical centers and outpatient clinics will be open, and VA benefits will be processed and delivered. Burials will continue at VA national cemeteries.<\/p>\n<p style=\"text-align: justify;\">Will furloughed federal workers get paid?<\/p>\n<p style=\"text-align: justify;\">Yes. In 2019, Congress passed a bill enshrining into law the requirement that furloughed employees get retroactive pay once operations resume.<\/p>\n<p style=\"text-align: justify;\">While they eventually will be paid, the furloughed workers and those who remain on the job may have to go without one or more of their regular paychecks, depending upon how long the shutdown lasts.<\/p>\n<p style=\"text-align: justify;\">Service members would also receive back pay for missed paychecks once federal funding resumes.<\/p>\n<p style=\"text-align: justify;\">Will I still get mail?<\/p>\n<p style=\"text-align: justify;\">Yes.\u00a0<a href=\"https:\/\/apnews.com\/article\/un-postal-services-us-suspended-tariffs-d74eb6022e8838f39bba8ed9588c74ba\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">The U.S. Postal Service<\/a>\u00a0is unaffected by a government shutdown. It\u2019s an independent entity funded through the sale of its products and services, not by tax dollars.<\/p>\n<p style=\"text-align: justify;\">What closes during a shutdown?<\/p>\n<p style=\"text-align: justify;\">All administrations get some leeway to choose which services to freeze or maintain in a shutdown.<\/p>\n<p style=\"text-align: justify;\">The first Trump administration worked to\u00a0<a href=\"https:\/\/apnews.com\/article\/66b50739f4b84063a2ff56dff3156712\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">blunt the impact<\/a>\u00a0of what became the country\u2019s longest partial shutdown in 2018 and 2019. But on Tuesday, Trump threatened the possibility of increasing the pain that comes with a shutdown.<\/p>\n<p style=\"text-align: justify;\">\u201cWe can do things during the shutdown that are irreversible, that are bad for them and irreversible by them,\u201d Trump said of Democrats. \u201cLike cutting vast numbers of people out, cutting things that they like, cutting programs that they like.\u201d<\/p>\n<p style=\"text-align: justify;\">Each federal agency develops its own shutdown plan. The plans outline which workers would stay on the job during a shutdown and which would be furloughed.<\/p>\n<p style=\"text-align: justify;\">In a provocative move, Trump\u2019s Budget Office\u00a0<a href=\"https:\/\/apnews.com\/article\/donald-trump-congress-government-shutdown-99d4cafe53209f6dc6ae5562c2ac79d2\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">threatened the mass firing<\/a>\u00a0of federal workers in a shutdown. An office memo said those programs that didn\u2019t get funding through Trump\u2019s bill this summer would bear the brunt of a shutdown.<\/p>\n<p style=\"text-align: justify;\">Agencies should consider issuing reduction-in-force notices for those programs whose funding expires, that don\u2019t have alternative funding sources and are \u201cnot consistent with the President\u2019s priorities,\u201d the memo said.<\/p>\n<p style=\"text-align: justify;\">That would be a much more aggressive step than in previous shutdowns, when furloughed federal workers returned to their jobs once the shutdown was over. A reduction in force would not only lay off employees but eliminate their positions, which would trigger another massive upheaval in a federal workforce that\u2019s already faced major rounds of cuts due to efforts from\u00a0<a href=\"https:\/\/apnews.com\/article\/trump-washington-federal-takeover-economy-5a81e02a246995a066db375eb47c5692\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">the Department of Government Efficiency<\/a>\u00a0and elsewhere in Trump\u2019s Republican administration.<\/p>\n<p style=\"text-align: justify;\">What agencies are planning<\/p>\n<p style=\"text-align: justify;\">The Department of\u00a0<a href=\"https:\/\/www.hhs.gov\/about\/budget\/fy-2026-hhs-contingency-staffing-plan\/index.html\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Health and Human Services<\/a>\u00a0will furlough about 41% of its staff out of nearly 80,000 employees, according to a contingency plan posted on its website.<\/p>\n<p style=\"text-align: justify;\">As part of that plan, the Atlanta-based\u00a0<a href=\"https:\/\/apnews.com\/article\/monarez-cdc-vaccines-kennedy-rfk-jr-194fd4336aaa74cb6e7c715d0605b47e\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Centers for Disease Control and Prevention<\/a>\u00a0would continue to monitor disease outbreaks, while activities that will stop include research into health risks and ways to prevent illness.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, research and patient care at the\u00a0<a href=\"https:\/\/apnews.com\/article\/trump-national-institutes-of-health-research-cuts-6b69c254bc245f0ec1c7ddf1af74281f\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">National Institutes of Health<\/a>\u00a0would be upended. Patients currently enrolled in studies at the research-only hospital nicknamed the House of Hope will continue to receive care. Additional sick patients hoping for access to experimental therapies can\u2019t enroll except in special circumstances, and no new studies will begin.<\/p>\n<p style=\"text-align: justify;\">At the Food and Drug Administration, its \u201cability to protect and promote public health and safety would be significantly impacted, with many activities delayed or paused.\u201d For example, the agency would not accept new drug applications or medical device submissions that require payment of a user fee.<\/p>\n<p style=\"text-align: justify;\">The\u00a0<a href=\"https:\/\/apnews.com\/article\/harriet-tubman-park-service-trump-dei-a8dbb6fa252518d0598aad5f0ce6f1ab\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">National Park Service<\/a>\u00a0plans to furlough about two-thirds of its employees while keeping parks largely open to visitors during the federal shutdown, according to a contingency plan released Tuesday night. The plan says \u201cpark roads, lookouts, trails, and open-air memorials will generally remain accessible to visitors.\u201d<\/p>\n<p style=\"text-align: justify;\">The plan also allows parks to enter into agreements with states, tribes or local governments willing to make donations to keep national park sites open. The park service has more than 400 sites, including large national parks such as Yellowstone and Grand Canyon, national battlefields and historic sites.<\/p>\n<p style=\"text-align: justify;\">Sites could close if damage is being done to park resources or garbage is building up.<\/p>\n<p style=\"text-align: justify;\">Many national parks including\u00a0<a href=\"https:\/\/apnews.com\/article\/business-travel-barack-obama-wyoming-lifestyle-c3df56fd72be4ed48a2b8066f365f900\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Yellowstone and Yosemite stayed open<\/a>\u00a0during a 35-day shutdown during Trump\u2019s first term. Limited staffing led to vandalism, gates being pried open and other problems including an off-roader\u00a0<a href=\"https:\/\/apnews.com\/article\/e28b313197bb46bebef0faca24b333ed\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">mowing down one of the namesake trees<\/a>\u00a0at Joshua Tree National Park in California.<\/p>\n<p style=\"text-align: justify;\">For the\u00a0<a href=\"https:\/\/apnews.com\/article\/smithsonian-trump-history-museum-teachers-3bfba38c574e9b72824f5b4c4f633d52\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Smithsonian Institution<\/a>, museums, research centers and the National Zoo will remain open through at least Monday.<\/p>\n<p style=\"text-align: justify;\">Nutritional assistance<\/p>\n<p style=\"text-align: justify;\">The Supplemental Nutrition Assistance Program, also known as food stamps, will continue at least for the month of October.<\/p>\n<p style=\"text-align: justify;\">The Department of Agriculture\u2019s contingency plan says a nutrition program for women, infants and children, also known as WIC, has the ability to reallocate unused grant award funds from the previous budget year. The National WIC Association, an advocacy group, says it anticipates that the program has enough funding on hand to remain open for the short term, likely one week to two weeks.<\/p>\n<p style=\"text-align: justify;\">Impact on the economy<\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/apnews.com\/article\/congressional-budget-office-swagel-trump-bill-3a76f5ce1f7bd02c1dac2269d87d91db\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer nofollow\">Phillip Swagel<\/a>, director of the Congressional Budget Office, said a short shutdown doesn\u2019t have a huge impact on the economy, especially since federal workers, by law, are paid retroactively. But \u201cif a shutdown continues, then that can give rise to uncertainties about what is the role of government in our society, and what\u2019s the financial impact on all the programs that the government funds.\u201d<\/p>\n<p style=\"text-align: justify;\">\u201cThe impact is not immediate, but over time, there is a negative impact of a shutdown on the economy,\u201d he added.<\/p>\n<p style=\"text-align: justify;\">Markets haven\u2019t reacted strongly to past shutdowns, according to Goldman Sachs Research.
