(Loren Holmes \/ ADN) <\/p>\n<p class=\"c-paragraph sans-serif\">After months of uncertainty amid the Trump administration\u2019s <a href=\"https:\/\/alaskabeacon.com\/2025\/06\/10\/noaa-firings-cuts-will-reduce-services-used-to-manage-alaska-fisheries-officials-say\/\" target=\"_blank\" rel=\"nofollow noopener\">deep cuts<\/a> to the National Oceanic and Atmospheric Administration, the council that manages commercial fisheries in federal waters off Alaska now has all the federal funding that had been allocated to it for 2025 operations.<\/p>\n<p class=\"c-paragraph sans-serif\">But the North Pacific Fishery Management Council now faces a new source of uncertainty: the federal government shutdown.<\/p>\n<p class=\"c-paragraph sans-serif\">The funding and shutdown complications have reshaped the council\u2019s October meeting, underway this week.<\/p>\n<p class=\"c-paragraph sans-serif\">The meeting is being held entirely online, based on a <a href=\"https:\/\/meetings.npfmc.org\/CommentReview\/DownloadFile?p=4ecd22f4-a28d-4500-99f6-cd9dbb0917d5.pdf&amp;fileName=E%20October%20Meeting%20Notice%20and%20Budget%20Concerns.pdf\" target=\"_blank\" rel=\"nofollow noopener\">decision<\/a> made in June when officials were unsure if they could pay for an in-person event in Anchorage, the usual meeting site. At the time, the council had received less than half of its grant from the National Oceanic and Atmospheric Administration for 2025 operations.<\/p>\n<p class=\"c-paragraph sans-serif\">Later in the summer, the council got assurances that it had its full operational grant, said executive director Dave Witherell.<\/p>\n<p class=\"c-paragraph sans-serif\">\u201cThe good news is that in July, we received an additional allotment of grant funding, and in August, we received the remainder of the 2025 grant funding,\u201d Witherell said by email.<\/p>\n<p class=\"c-paragraph sans-serif\">The news about funding came too late for the council to change its plans and switch to an in-person event.<\/p>\n<p class=\"c-paragraph sans-serif\">The <a href=\"https:\/\/meetings.npfmc.org\/Meeting\/Details\/3095\" target=\"_blank\" rel=\"nofollow noopener\">meeting agenda<\/a>, meanwhile, has been hastily revised because of the likely absences later in the week of many federal scientists who normally present to and advise the council.<\/p>\n<p class=\"c-paragraph sans-serif\">Ian Stewart, co-chair of the council\u2019s <a href=\"https:\/\/www.npfmc.org\/about-the-council\/advisory-groups\/scientific-and-statistical-committee\/\" target=\"_blank\" rel=\"nofollow noopener\">Scientific and Statistical Committee<\/a>, advised his colleagues of the late agenda switches as the shutdown loomed.<\/p>\n<p class=\"c-paragraph sans-serif\">\u201cWe have got some fairly major schedule changes today in order to make the best use of our time with the federal employees while they\u2019re with us,\u201d Stewart said on Tuesday, the second day of that committee\u2019s meeting.<\/p>\n<p class=\"c-paragraph sans-serif\">North Pacific Fishery Management Council meetings start with meetings of the organization\u2019s Scientific and Statistical Committee and <a href=\"https:\/\/www.npfmc.org\/about-the-council\/advisory-groups\/advisory-panel\/\" target=\"_blank\" rel=\"nofollow noopener\">Advisory Panel<\/a>. The full council starts its proceedings a few days later, using advice from the affiliated committees. This week, the full council is scheduled to start its meeting on Thursday.<\/p>\n<p class=\"c-paragraph sans-serif\">The impacts of both the budget uncertainties and the shutdown create a less-than-ideal situation, officials said.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/10\/N2DRBERNS5FEXBW7PTYJ257NEE.jpg\"  width=\"800\" height=\"533\"\/>The North Pacific Fishery Management Council\u2019s Anchorage office is seen on Tuesday, Sept. 30, 2025. (Yereth Rosen \/ Alaska Beacon) <\/p>\n<p class=\"c-paragraph sans-serif\">Witherell said in-person meetings are \u201chighly preferable\u201d for the council because they allow for conversations and information exchanges between advisers, scientists, council members, council staff and the public, he said.<\/p>\n<p class=\"c-paragraph sans-serif\">The public can still tune in to the online meeting and <a href=\"https:\/\/www.npfmc.org\/public-comment-policy\/\" target=\"_blank\" rel=\"nofollow noopener\">give oral testimony<\/a>, though the deadline for written comments has passed.<\/p>\n<p class=\"c-paragraph sans-serif\">\u201cIn-person meetings also build trust and relationships as people get to speak to each other during breaks and before and after the meetings,\u201d he said by email. \u201cOne could make the case that more informed decisions lead to better outcomes.\u201d<\/p>\n<p class=\"c-paragraph sans-serif\">The shutdown challenges now threaten to force postponement of some of the work the council had expected to do at the current meeting, Witherell said.<\/p>\n<p class=\"c-paragraph sans-serif\">Among the items on the agenda at this meeting are decisions about Bering Sea snow crab and red king crab management. Those are high-profile issues because key harvests have only recently resumed after being shut down for consecutive seasons because of stock crashes.<\/p>\n<p class=\"c-paragraph sans-serif\">Also on the agenda, and due for a final council vote, are adjustments to rules for what is called the \u201cmaximum retainable amount,\u201d a metric used for the incidental catch of untargeted species by commercial fishing vessels. The <a href=\"https:\/\/meetings.npfmc.org\/CommentReview\/DownloadFile?p=f8eeb591-8b40-419d-9af3-e65175b4a5ea.pdf&amp;fileName=C1%20Action%20Memo.pdf\" target=\"_blank\" rel=\"nofollow noopener\">changes being contemplated<\/a> could apply to all commercial vessel types operating in the Bering Sea, Aleutian Islands and Gulf of Alaska.<\/p>\n<p class=\"c-paragraph sans-serif\">Witherell said the proceedings are being adjusted to account for the possibility that federal scientists might not be able to participate.<\/p>\n<p class=\"c-paragraph sans-serif\">If scientists from NOAA\u2019s National Marine Fisheries Service are not available to answer questions, the council\u2019s members will have to decide whether they have enough information to proceed with action, Witherell said.<\/p>\n<p class=\"c-paragraph sans-serif\">One <a href=\"https:\/\/meetings.npfmc.org\/CommentReview\/DownloadFile?p=1439cfd8-2b95-4d28-906f-5c3847675b0a.pdf&amp;fileName=D3%20Action%20Memo.pdf\" target=\"_blank\" rel=\"nofollow noopener\">agenda item<\/a> that will be dropped if there is a shutdown is discussion of what is known as <a href=\"https:\/\/www.fisheries.noaa.gov\/alaska\/habitat-conservation\/essential-fish-habitat-efh-alaska\" target=\"_blank\" rel=\"nofollow noopener\">Essential Fish Habitat<\/a>, or EFH, Witherell said. Identification of Essential Fish Habitat informs fishery plans.<\/p>\n<p class=\"c-paragraph sans-serif\">A federal government shutdown threatens to limit the availability of fish stock information used to guide harvest management, the executive director of NOAA\u2019s <a href=\"https:\/\/www.fisheries.noaa.gov\/about\/alaska-fisheries-science-center\" target=\"_blank\" rel=\"nofollow noopener\">Alaska Fisheries Science Center<\/a> said Tuesday.<\/p>\n<p class=\"c-paragraph sans-serif\">Bob Foy, who heads the center, said there is a contingency plan in place for a federal government shutdown.<\/p>\n<p class=\"c-paragraph sans-serif\">If the shutdown lasts for fewer than five days, \u201cthen we would plan for all the assessments to be completed as scheduled for the current year,\u201d he told the Scientific and Statistical Committee.<\/p>\n<p class=\"c-paragraph sans-serif\">But impacts of a long shutdown could be serious, Foy said.<\/p>\n<p class=\"c-paragraph sans-serif\">\u201cIf we go greater than 15 business days, that\u2019s going to dramatically impact our ability to produce our stock assessments in time for our internal and your review deadlines.
