Sewage | Global development"},"content":{"rendered":"<p class=\"dcr-130mj7b\">When people in the Patagonian village of El Chalt\u00e9n saw untreated waste flowing into waterways and found the sewage plant was faulty, they grew increasingly concerned about the health risks from pollution in two glacier-fed rivers, the Fitz Roy and Las Vueltas.<\/p>\n<p class=\"dcr-130mj7b\">The incident in 2016 led Marie Ani\u00e8re Mart\u00ednez, a conservationist with the Patagonian environmental organisation Boana, and Lorena Mart\u00ednez, a <a href=\"https:\/\/whc.unesco.org\/en\/list\/145\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Los Glaciares national park<\/a> official, to form a group to investigate water contamination at the Unesco world heritage site.<\/p>\n<p>The park is the heritage of \u2018all humanity\u2019, says Marie Ani\u00e8re Mart\u00ednez.  Photograph: Natali Ormazabal<\/p>\n<p class=\"dcr-130mj7b\">Last year, they secured a <a href=\"https:\/\/ahoracalafate.com.ar\/contenido\/23989\/amparo-ambiental-el-fallo-es-un-paso-fundamental-para-tener-un-el-chalten-mas-sa\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">landmark court ruling<\/a> against water pollution in the Argentinian national park. Supported by<a href=\"https:\/\/treaties.un.org\/pages\/viewdetails.aspx?src=treaty&amp;mtdsg_no=xxvii-18&amp;chapter=27&amp;clang=_en\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\"> the Escaz\u00fa agreement<\/a>, a regional treaty on environmental rights, residents filed a collective lawsuit, forcing authorities to acknowledge failures in waste management and commit to upgrading systems by January 2025.<\/p>\n<p class=\"dcr-130mj7b\">Yet despite this victory, the pollution persists and activists are still calling for more robust enforcement. \u201cWhat have the authorities done to prevent environmental damage?\u201d asks Marie Ani\u00e8re Mart\u00ednez.<\/p>\n<p class=\"dcr-130mj7b\">Nestled in a 135-hectare (330-acre) valley in the shadow of Mount Fitz Roy, El Chalt\u00e9n is home to up to 2,900 people during high season in the area, which is a paradise for hikers exploring Patagonia\u2019s spectacular trails.<\/p>\n<p class=\"dcr-130mj7b\">Los Glaciares protects part of the southern Patagonian ice field \u2013 a massive freshwater reservoir in South America. Spanning 600,000 hectares of lakes, forests and glacier-fed rivers, the national park includes the Las Vueltas River sub-basin, where <a href=\"https:\/\/sib.gob.ar\/archivos\/PN_LosGlaciares.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">231 ice bodies feed the watercourses<\/a> running through El Chalt\u00e9n.<\/p>\n<p>Waste from a sewage outlet is discharged into the Fitz Roy River. Photograph: Natali Ormazabal<\/p>\n<p class=\"dcr-130mj7b\">But environmental problems escalate during the peak tourist season, from November to April, when the village hosts up to 10,000 people a day, putting pressure on sanitation infrastructure.<\/p>\n<p class=\"dcr-130mj7b\">Complaints were first filed in 2022 by the community in El Chalt\u00e9n, concerned about the sewage system\u2019s collapse and the lack of clean energy. \u201cIn 2019, the Los Glaciares national park guidelines plan was developed with input from residents and experts,\u201d says Lorena Mart\u00ednez. \u201cWe had already warned about the lack of data and water monitoring.\u201d<\/p>\n<p>We don\u2019t know how, over time, sewage discharges into the river can impact ecosystemsPaula Chaparro, guide<\/p>\n<p class=\"dcr-130mj7b\">In 2023, 21 residents sought an injunction to defend their constitutional right to a healthy environment. \u201cWe gathered previous studies, which already indicated that sewage effluent from the treatment plant of the public utility were reaching the Vueltas and Fitz Roy rivers without proper treatment,\u201d she says.<\/p>\n<p class=\"dcr-130mj7b\">Local residents together with Mart\u00ednez\u2019s group, called <a href=\"https:\/\/www.linkedin.com\/in\/marieanieremartinez\/?locale=en_US\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Guardians of the El Chalt\u00e9n Basin<\/a>, proved that untreated sewage and resistant bacteria from overflowing treatment plants were contaminating waterways, threatening public health, according to judges. Photograph: Natali Ormazabal<\/p>\n<p class=\"dcr-130mj7b\">Like many in the village, Paula Chaparro, a mountain guide, has been involved in monitoring the water and public advocacy over pollution for more than a decade. \u201cWe don\u2019t know how, over time, sewage discharges into the river can impact ecosystems,\u201d she says. \u201cThe pollution goes beyond the village and affects the entire course of the Las Vueltas River to Lake Viedma.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The activists are now supporting new legal action against the <a href=\"https:\/\/www.argentina.gob.ar\/interior\/parquesnacionales\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">national parks administration<\/a> for roadworks and other projects carried out in protected areas without environmental assessments.<\/p>\n<p class=\"dcr-130mj7b\">During the legal process, Karina Soledad Esquius and fellow biologists from the National University of Mar del Plata sampled water from 82 watercourses in the north of Los Glaciares park.<\/p>\n<p>A Nasa satellite image of the south Patagonian icefield, which straddles Chile and Argentina. Photograph: N Ormazabal<\/p>\n<p class=\"dcr-130mj7b\">The results shocked Carolina Cod\u00f3, a doctor at the community health centre, and pushed her to join the lawsuit. \u201cUpon learning about the bacteria in the water, we took on a greater commitment to monitoring and demanding answers from the company and the authorities,\u201d she says.<\/p>\n<p class=\"dcr-130mj7b\">The findings revealed serious failures in sewage management. A court in Comodoro Rivadavia found that, according to a 2019 audit, the state utilities company was operating the treatment plant without monitoring liquid waste or assessing environmental or public health effects.<\/p>\n<p class=\"dcr-130mj7b\">The company acknowledged that the two treatment plants could not handle the number of visitors during high season. \u201cThe system collapses when the population jumps from under 3,000 to more than 14,000,\u201d says Melina Lorenti, the residents\u2019 lawyer. \u201cThe public utilities state company committed to having the modules fully operational by mid-January 2025 and launched a public tender \u2013 now under evaluation \u2013 to expand the plant.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The company says it has two treatment plants with a third under construction, and is increasing capacity. On 1 July last year, it invited bids for a grease and oil separation system to be added to the El Chalt\u00e9n plant.<\/p>\n<p>The big mistake is that El Chalt\u00e9n expanded rapidly without an environmental framework in placeMelina Lorenti, lawyer<\/p>\n<p class=\"dcr-130mj7b\">According to Adri\u00e1n Alonso Dur\u00e1n, municipal director of environmental policy, the study on pollution in Las Vueltas River is inconclusive and needs more data. But he acknowledges the treatment plant\u2019s limitations. \u201cIt has a fairly small capacity and does not operate at full capacity during the high season,\u201d he says.<\/p>\n<p class=\"dcr-130mj7b\">He highlights less visible sources of pollution related to overtourism. \u201cIn restaurants, oil is often poured down the sink, which builds up and eventually clogs the pipes,\u201d he says. \u201cA municipal ordinance now requires the installation of grease traps in restaurants and hotels, which are mandatory for renewing commercial permits.\u201d<\/p>\n<p>The confluence of the Las Vueltas and Fitz Roy rivers.
