It applied to foreign policy as Trump worked at the weekend to impose his <a href=\"https:\/\/www.cnn.com\/2025\/10\/03\/politics\/trump-hamas-deadline-gaza-deal\" rel=\"nofollow noopener\" target=\"_blank\">Gaza peace plan<\/a> and preview an escalation of legally questionable strikes against <a href=\"https:\/\/www.cnn.com\/2025\/10\/03\/politics\/strikes-boat-carribbean-fourth\" rel=\"nofollow noopener\" target=\"_blank\">alleged cartel boats off Venezuela<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgeco0r7001g3b6nha8shh5r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And <a href=\"https:\/\/www.cnn.com\/2025\/10\/05\/politics\/what-to-watch-as-a-never-ending-supreme-court-term-begins-again\" rel=\"nofollow noopener\" target=\"_blank\">the Supreme Court\u2019s new term<\/a> that begins Monday will wrestle with critical questions of presidential power, including Trump\u2019s authority to wage his trade wars with tariffs and his attempts to undermine the independence of government agencies like the Federal Reserve.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecme7x000e3b6nca8s2cfz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While Americans rested, watched college football or enjoyed early fall weather over the weekend, Trump\u2019s power games intensified by the hour.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecn4jw000m3b6n6s4jm85h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a major new confrontation over the constitutional authority of the presidency, Trump on Sunday ordered 200 California National Guard members to Oregon after a federal judge blocked his deployment of the Northwestern state\u2019s own reservists, rejecting his claim that it\u2019s a \u201cwar zone.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecn4jw000n3b6nhfickxnf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            California Democratic Gov. She found no \u201cdanger of a rebellion\u201d and that state and city officials were likely to succeed in proving Trump \u201cexceeded his constitutional authority and violated the Tenth Amendment\u201d in ordering the deployment.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecn4jw000u3b6nes38pq11@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s move on the West Coast followed his authorization of the Illinois National Guard to protect Immigration and Customs Enforcement assets in Chicago over the objection of the state\u2019s Democratic governor, amid an immigration crackdown that is sending tensions soaring.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecn4jw000v3b6nxkxv1a14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey want mayhem on the ground. They want to create the war zone, so that they can send in even more troops,\u201d Gov. JB Pritzker told CNN\u2019s Jake Tapper on \u201cState of the Union\u201d on Sunday.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecmpsi000k3b6nuwzxlr30@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump also went on the offensive Sunday over the shutdown, warning Democrats he\u2019d fire more federal workers if party lawmakers don\u2019t drop their refusal to vote for short-term funding of federal operations through late November.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecnqw700123b6n136x7ksk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats are trying to jam Republicans into extending Affordable Care Act subsidies due to expire at the end of the year. Republicans, in a nod to public opinion, are open to discussions about <a href=\"https:\/\/www.cnn.com\/2025\/10\/03\/politics\/obamacare-center-government-shutdown-fight\" rel=\"nofollow noopener\" target=\"_blank\">extending Obamacare subsidies <\/a>despite their historic antipathy to the law. Still, some recent polls have shown that voters blame the president and Republicans more for the shutdown than Democrats. And CNN\u2019s Adam Cancryn and Sarah Ferris reported Friday on some <a href=\"https:\/\/www.cnn.com\/2025\/10\/03\/politics\/trump-orbit-concerns-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">quiet concerns in the president\u2019s orbit<\/a>. \u201cI\u2019m supposed to say this is killing the Democrats,\u201d one Trump adviser said. \u201cBut I don\u2019t think it helps either side, to be honest with you.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecnqw700183b6n4f0y4mqs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, the pain and pressure that typically contribute to shutdowns ending, as federal employees in essential positions like air traffic control work without pay, has yet to mount sufficiently to change calculations of both parties that let funding lapse.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecnqw700193b6nlpm7u6st@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats, who\u2019ve spent months being hammered by Trump, seem emboldened by their use of the only leverage they have in Washington \u2014 the 60-vote filibuster threshold for most legislation to make it through the Senate.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecnqw7001a3b6nn9qnanw2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re at a stalemate,\u201d Senate Republican Majority Leader John Thune said on Fox News\u2019 \u201cSunday Morning Futures,\u201d faulting Democrats for an attempt to use the shutdown to reverse Medicaid cuts in Trump\u2019s massive domestic policy bill.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecnqw7001b3b6numjkhl1b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, the contours of an eventual deal to reopen \u2014 over Obamacare subsidies \u2014 seem clear. Senators to watch ahead of any shift in the dynamics of shutdown politics include Democratic moderates and members not seeking reelection who may be less exposed to pressure to fight Trump from the party\u2019s progressive wing.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgecnj3z00103b6n2ismg4mt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s power plays are not confined to the United States.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgeco7o2001i3b6nefv3gfvk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The president spent the weekend maintaining heat on Israel and Hamas as he seeks to finally <a href=\"https:\/\/www.cnn.com\/world\/live-news\/israel-gaza-hamas-trump-10-05-25\" rel=\"nofollow noopener\" target=\"_blank\">end the war in Gaza<\/a> under his new 20-point ceasefire plan. The proposal, backed in part by key Arab states, is the administration\u2019s most realistic effort so far to release the remaining Israeli hostages, living and dead, and to address a future for Palestinians in Gaza after the war, even if many of its proposals seem unworkable.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgeco7o2001j3b6n588pv7na@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump displayed a shrewd use of power at the weekend by calling on Israel to halt its airstrikes even after the initial Hamas response failed to fully endorse his conditions. He told Tapper in their text exchange that Prime Minister Benjamin Netanyahu was on fully on board with his vision, for now, <a href=\"https:\/\/www.cnn.com\/2025\/10\/04\/politics\/trump-netanyahu-hamas-gaza-proposal\" rel=\"nofollow noopener\" target=\"_blank\">boxing in<\/a> the Israeli leader, who is balancing Trump\u2019s pressure with hostility toward US ideas from right-wing coalition members.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/10\/ap25278211780908.jpg\" alt=\"Israeli soldiers drive tanks inside Gaza toward southern Israel on October 5, 2025.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"2000\" width=\"3000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgeco7o2001k3b6nfi0mi8ah@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Trump also reinforced his warning that if Hamas didn\u2019t play ball, Israel would have a free hand to continue a war that has killed tens of thousands of civilians in Gaza and left it isolated from many of its traditional allies. Asked by Tapper what would happen if Hamas insists on staying in power, Trump said the group would face \u201cComplete Obliteration!\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgeco7o2001l3b6n1wy902al@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump also flexed power in another international sphere Sunday, in his escalating campaign against what he claims are drug traffickers operating off Venezuela. Trump has deployed ships, planes and a submarine, and at least four speed boats and crews have been obliterated in strikes. The military action has raised fears that Trump is waging an illegal war not authorized by Congress, which contradicts the powers of the Constitution on presidential action abroad.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmgeco7o2001m3b6n7b6nbqcl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The administration told Congress last week that the US was in an \u201carmed conflict\u201d with the drug cartels his administration designated as terrorist organizations, and that smugglers for the cartels are \u201cunlawful combatants.\u201d But the unilateral assumption of authority by the administration is legally questionable at best.
