\nbegan sending Rocky Mount leaders Financial Performance Indicators of Concern
\n(FPIC) letters, signaling
\nearly warning signs<\/a>. One FPIC letter noted that the city\u2019s operating income
\nfor 2022 had a negative balance of $283,932, meaning expenses exceeded revenue.<\/p>\n
\ncontinued going further in debt each following year, ballooning to $5,289,039.<\/p>\n
\nreporting continued: A 2023 letter flagged that the city\u2019s general
\nfund deficit could threaten its ability to support ongoing operations<\/a>.
\nDuring this period, city leaders and auditors note that a revolving
\ndoor of city managers and the departure of a long-time finance director<\/a>
\ncontributed to weakening financial oversight.<\/p>\n
\n2024 FPIC said the city had “expenditures
\nthat exceed legal budget ordinance.”<\/a><\/p>\n
\n2024, the then\u2013City Manager Keith Rodgers Jr. resigned
\nafter he was put on administrative leave<\/a>. Rodgers had started his role in
\nMarch 2023.<\/p>\n

\nfacing layoffs.<\/p>\n
\nsavings fund went from about $100 million in 2023 to roughly $20 million by
\n2025.<\/p>\n
\nresidents<\/a>, it will also mean a bump in natural gas and electricity rates.
\nEstimates put the increase at about $20 per month for natural gas for the
\ntypical household. An approximate $8 monthly increase for electricity is
