{"id":210910,"date":"2025-10-09T05:07:16","date_gmt":"2025-10-09T05:07:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/210910\/"},"modified":"2025-10-09T05:07:16","modified_gmt":"2025-10-09T05:07:16","slug":"australias-gambling-harm-is-likely-underreported-and-authorities-are-still-failing-to-act","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/210910\/","title":{"rendered":"Australia\u2019s gambling harm is likely underreported \u2013 and authorities are still failing to act"},"content":{"rendered":"<p>Monday night\u2019s <a href=\"https:\/\/www.abc.net.au\/news\/2025-10-06\/losing-streak\/105859060\" rel=\"nofollow noopener\" target=\"_blank\">ABC Four Corners\u2019 investigation<\/a> highlighted major issues with the regulation of online gambling in Australia.<\/p>\n<p>Regulators are responsible for safeguarding the public from serious gambling harms. <a href=\"https:\/\/www.abc.net.au\/news\/2025-10-06\/nt-betting-regulator-accused-close-industry-four-corners\/105848692\" rel=\"nofollow noopener\" target=\"_blank\">However, the investigation<\/a> alleged a revolving door between <a href=\"https:\/\/www.phrp.com.au\/issues\/september-2019-volume-29-issue-3\/the-revolving-door-between-government-and-the-alcohol-food-and-gambling-industries-in-australia\/\" rel=\"nofollow noopener\" target=\"_blank\">regulators and industry<\/a>, the ongoing problems of <a href=\"https:\/\/doi.org\/10.1080\/16066359.2020.1766449\" rel=\"nofollow noopener\" target=\"_blank\">donations to politicians<\/a> and <a href=\"https:\/\/www.abc.net.au\/news\/2021-08-05\/wa-crown-royal-commission-good-ship-compliance\/100353582\" rel=\"nofollow noopener\" target=\"_blank\">conflicts of interest of regulators<\/a>. <\/p>\n<p>At best, weak regulation of gambling means operators\u2019 unethical, predatory practices are overlooked. This in turn can amplify gambling harms.<\/p>\n<p>It\u2019s well known how <a href=\"https:\/\/aifs.gov.au\/resources\/short-articles\/understanding-gambling-harm-and-ways-identify-those-risk\" rel=\"nofollow noopener\" target=\"_blank\">harmful gambling can be<\/a> but <a href=\"https:\/\/doi.org\/10.1016\/j.lanwpc.2025.101685\" rel=\"nofollow noopener\" target=\"_blank\">my recent research<\/a> shows these harms, including suicide, have been systematically underreported.<\/p>\n<p>Australians are the worst gamblers<\/p>\n<p>Australians are the biggest (or worst) <a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/sep\/08\/how-australians-became-the-worlds-biggest-gamblers\" rel=\"nofollow noopener\" target=\"_blank\">gamblers in the world per capita<\/a>. And the problem appears to be getting worse: we recorded the <a href=\"https:\/\/www.qgso.qld.gov.au\/statistics\/theme\/society\/gambling\/australian-gambling-statistics\" rel=\"nofollow noopener\" target=\"_blank\">largest gambling losses ever<\/a> in 2024 (A$32 billion). <\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/the-biggest-losers-how-australians-became-the-worlds-most-enthusiastic-gamblers-252496\" rel=\"nofollow noopener\" target=\"_blank\">The biggest losers: how Australians became the world&#8217;s most enthusiastic gamblers<\/a><\/p>\n<p>The gambling ecosystem benefits greatly from <a href=\"https:\/\/doi.org\/10.1016\/j.drugpo.2014.07.018\" rel=\"nofollow noopener\" target=\"_blank\">addicted consumers<\/a> to sustain and grow its revenue streams.<\/p>\n<p>Operators often promote and provide inducements <a href=\"https:\/\/doi.org\/10.1556\/2006.2025.00056\" rel=\"nofollow noopener\" target=\"_blank\">to their most vulnerable customers<\/a>. <\/p>\n<p>The pokie problem<\/p>\n<p>Electronic gaming machines (colloquially known as pokies) are <a href=\"https:\/\/doi.org\/10.1556\/2006.2022.00083\" rel=\"nofollow noopener\" target=\"_blank\">the most harmful form of gambling<\/a> in Australia.<\/p>\n<p>It has been more than 15 years since the Australian government\u2019s <a href=\"https:\/\/www.pc.gov.au\/inquiries-and-research\/gambling-2010\/report\/\" rel=\"nofollow noopener\" target=\"_blank\">Productivity Commission recommended<\/a> mandatory pre-commitment for pokies.<\/p>\n<p>These <a href=\"https:\/\/theconversation.com\/victoria-cracks-down-on-pokies-but-supporters-fear-interest-groups-could-hold-the-winning-hand-209857\" rel=\"nofollow noopener\" target=\"_blank\">pre-commitment systems<\/a> would require users to register for an account linked to a gambling card, which would record a limit of how much they are prepared to lose.<\/p>\n<p>Despite the Productivity Commission\u2019s recommendation, no jurisdiction in Australia operates a pre-commitment system. <\/p>\n<p>This is despite repeated promises from state governments, including <a href=\"https:\/\/www.abc.net.au\/news\/2025-06-26\/tasmania-gambling-pre-commitment-cards-poker-machines-on-hold\/105457656\" rel=\"nofollow noopener\" target=\"_blank\">Tasmania<\/a>, <a href=\"https:\/\/www.abc.net.au\/news\/2025-05-21\/victorian-gambling-reforms-delayed-deadline-passes\/105319204\" rel=\"nofollow noopener\" target=\"_blank\">Victoria<\/a> and <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/jun\/17\/chris-minns-accused-of-misrepresenting-cashless-gaming-trial-after-labelling-it-ineffective\" rel=\"nofollow noopener\" target=\"_blank\">New South Wales<\/a>. <\/p>\n<p>Gambling harms tend to publicly emerge when there is a paper trail, such as a wagering account statement. But when people use pokies, there is no paper trail because few venues require account registrations.  <\/p>\n<p>The industry has successfully, and fiercely, <a href=\"https:\/\/insidestory.org.au\/the-lobby-group-that-got-much-more-bang-for-its-buck\/\" rel=\"nofollow noopener\" target=\"_blank\">resisted a pre-comittment system<\/a> for pokies gambling.<\/p>\n<p>While gambling operators claim to adhere to codes of conduct that should protect their patrons from harm, the <a href=\"https:\/\/doi.org\/10.1080\/16066359.2017.1314465\" rel=\"nofollow noopener\" target=\"_blank\">reality is a different story<\/a>. <\/p>\n<p>The problem may be worse than we thought<\/p>\n<p>We\u2019ve only recently begun to understand the <a href=\"https:\/\/www.thelancet.com\/journals\/lanpub\/article\/PIIS2468-2667(24)00167-1\/fulltext?ref=goodoil.news\" rel=\"nofollow noopener\" target=\"_blank\">extent and range of harms<\/a> linked to gambling, including suicide. <\/p>\n<p>Our 2023 study, using the best available data, found at least 4.2% of all Victorian suicides in 2009\u201316 <a href=\"https:\/\/www.thelancet.com\/journals\/lanwpc\/article\/PIIS2666-6065(23)00221-3\/fulltext\" rel=\"nofollow noopener\" target=\"_blank\">were gambling related<\/a>. This figure includes 184 people where death investigators documented evidence of direct gambling harm and 17 others who experienced gambling harm via their partners. <\/p>\n<p>Yet these figures are likely to be an underestimate, given the lack of systematic investigation. Gambling harm is almost certainly underreported. <\/p>\n<p>Our <a href=\"https:\/\/doi.org\/10.1016\/j.lanwpc.2025.101685\" rel=\"nofollow noopener\" target=\"_blank\">new research<\/a> outlines the systems, practices and pathways through which <a href=\"https:\/\/doi.org\/10.1016\/S0140-6736(23)00013-2\" rel=\"nofollow noopener\" target=\"_blank\">the gambling ecosystem drives harm<\/a>, including suicidality (<a href=\"https:\/\/toolkit.lifeline.org.au\/topics\/suicide\/what-is-suicide#:%7E:text=%E2%80%98Suicidality%E2%80%99%20is%20a,call%20000.\" rel=\"nofollow noopener\" target=\"_blank\">suicidal thoughts, plans or attempts<\/a>) and suicide. <\/p>\n<p>The gambling ecosystem \u2013 entities that derive financial benefits from gambling, including gambling operators, sporting leagues and broadcasters \u2013 use the \u201cresponsible gambling\u201d trope to argue \u201cflawed consumers\u201d <a href=\"https:\/\/doi.org\/10.29173\/cgs164\" rel=\"nofollow noopener\" target=\"_blank\">are responsible for gambling harm<\/a>. <\/p>\n<p>This generates stigma and shame by implying the blame for gambling harm is so-called \u201cproblem gamblers\u201d, not the products they use. <\/p>\n<p>Shame and <a href=\"https:\/\/doi.org\/10.3389\/fpsyt.2023.1214531\" rel=\"nofollow noopener\" target=\"_blank\">stigma<\/a> are <a href=\"https:\/\/doi.org\/10.3389\/fpsyt.2022.980303\" rel=\"nofollow noopener\" target=\"_blank\">known mechanisms<\/a> in the relationship between gambling and suicide. <\/p>\n<p>Yet our current gambling arrangements often <a href=\"https:\/\/doi.org\/10.1016\/j.puhe.2020.03.018\" rel=\"nofollow noopener\" target=\"_blank\">stigmatise<\/a> those <a href=\"https:\/\/www.thelancet.com\/journals\/lanpub\/article\/PIIS2468-2667(20)30257-7\/fulltext\" rel=\"nofollow noopener\" target=\"_blank\">struggling with gambling issues<\/a>, distracting from the practices of the commercial entities <a href=\"https:\/\/doi.org\/10.1016\/j.lanwpc.2025.101685\" rel=\"nofollow noopener\" target=\"_blank\">that drive the harm<\/a>. <\/p>\n<p>Our research suggests several ways governments can counteract these drivers. <\/p>\n<p>This includes addressing the cosy relationship between parliament and industry, banning political donations from betting companies, ensuring people who gamble have access to systems to help them limit losses, and regulators that are resourced to enforce duty of care obligations.<\/p>\n<p>Our leaders need to act<\/p>\n<p>Australia\u2019s gambling ecosystem benefits from the fragmentation of oversight, with the states currently charged with regulating poker machines.<\/p>\n<p>The federal government accepts responsibility for online wagering but it does not regulate it.<\/p>\n<p>Shifting responsibility between federal and state governments on gambling needs to stop. We need a national regulator that is properly resourced to monitor the practices of all gambling operators. <\/p>\n<p>It has been more than two years since the <a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/House\/Social_Policy_and_Legal_Affairs\/Onlinegamblingimpacts\" rel=\"nofollow noopener\" target=\"_blank\">Australian government\u2019s Parliamentary Committee<\/a> into online gambling harm released its <a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/House\/Social_Policy_and_Legal_Affairs\/Onlinegamblingimpacts\/Report\/List_of_recommendations\" rel=\"nofollow noopener\" target=\"_blank\">31 recommendations<\/a> to prevent harms. <\/p>\n<p>Convention dictates government should respond within six months. As MP Andrew Wilkie suggested in the Four Corners program, government inaction starts to look a lot like a protection racket for the gambling industry.<\/p>\n<p>The severity of harms we now know are linked to gambling should compel the government to enact serious reforms.
