It\u2019s in the wires of our pervasive electronics, in the walls of homes and in the engines of cars. Experts say President Donald Trump\u2019s plan for tariffs on the red metal could stymy the goal of <a href=\"https:\/\/www.cnn.com\/2025\/07\/11\/business\/jobs-trump-tariffs-manufacturing\" rel=\"nofollow noopener\" target=\"_blank\">boosting American manufacturing<\/a> while potentially igniting inflation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6d5emn0000356n7ipe2oa1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s July 8 <a href=\"https:\/\/www.cnn.com\/2025\/07\/08\/business\/trump-copper-tariff\" rel=\"nofollow noopener\" target=\"_blank\">announcement<\/a> of a 50% tariff on copper imports beginning August 1 sent prices surging 13% in one day, up to a record high of $5.69 per pound.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5fa9l70001356nw0m3qrr7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It was the biggest single-day increase in copper prices on record going back to 1968, according to FactSet.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6hmx4f00023b6nirviymic@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And those prices could just be a sign of things to come. A 50% tariff would be a \u201cmassive tax on consumers of copper,\u201d Ole Hansen, head of commodity strategy at Saxo Bank, said in a note.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6ekld200023b6nqpggkayx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While Trump says his copper tariff is needed to spur domestic production due to national security concerns, there is no quick fix.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6i2ohh000d3b6ni6v2xvj6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The US imports over 50% of the copper it needs, primarily from South America, Hansen said, \u201cwith no clear path to improving that for years to come.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6hyhja00063b6niyc4sq4v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That\u2019s because it takes almost 32 years, on average, from the discovery of mineable copper in the US to production, according to S&amp;P Global Market Intelligence. And the end result of a big and fast copper tariff could simply be higher prices for many items, economists say.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd53n17w000p356nxgxesi3h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cA tariff-induced price premium risks making copper\u2014and by extension, US manufacturing and infrastructure\u2014materially more expensive,\u201d Hansen said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5aq6lp0004356nd0m6blnd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Copper is highly conductive, making it a critical input for electrical and electronic products. Copper can be found in the chips in mobile phones, plumbing in houses and in the engines of cars.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd4xkmf10016356nm3w429w1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis is a vital metal for everyday use,\u201d Rob Haworth, senior investment strategy director at US Bank\u2019s asset management group, told CNN. \u201cYou probably don\u2019t go a day where you haven\u2019t used something that has copper in it.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6ensh400053b6n91s6z6l6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As Trump\u2019s self-imposed August 1 tariff deadline approaches, businesses and investors don\u2019t know what will happen in the wake of a massive tariff on a key component of the economy \u2014 let alone if the president will follow through with it at all, considering his history of backing off tariff threats.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd67acvd000a3b6nlokkn27v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Copper is one of the most widely used metals in the world. The typical American-made car has over 50 pounds of copper, <a href=\"https:\/\/www.copper.org\/education\/c-facts\/transportation\/print-category.html\" target=\"_blank\" rel=\"nofollow noopener\">according<\/a> to the Copper Development Association, a trade group.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52rq6q0000356nb15dgtm9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And the price of copper has been <a href=\"https:\/\/fred.stlouisfed.org\/series\/PCOPPUSDM\" target=\"_blank\" rel=\"nofollow noopener\">rising<\/a> in recent years. The growing market for electric vehicles and the expansion of data centers thanks to the artificial intelligence boom have helped drive global demand for copper.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd554eo70000356nswec6ir5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Copper prices this year have smashed through previous records amid Trump\u2019s threat of tariffs. Copper futures in New York have soared almost 39% this year, outpacing the S&amp;P 500\u2019s 6% gain, bitcoin\u2019s 24% gain and <a href=\"https:\/\/www.cnn.com\/2025\/06\/12\/investing\/us-stock-market-gold-bitcoin-silver\" rel=\"nofollow noopener\" target=\"_blank\">gold\u2019s<\/a> 26% gain.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd4xit3v000o356ni9vbrg5p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s tariffs on metals, including <a href=\"https:\/\/www.cnn.com\/2025\/06\/04\/business\/steel-aluminum-tariffs-doubled-trump\" rel=\"nofollow noopener\" target=\"_blank\">steel and aluminum<\/a>, are intended to bolster US supply chains. His administration also cited national security concerns for levying a tariff on copper.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5jwbs40002356nthg79df6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But an import tax on copper would raise production costs for manufacturers in industries including construction, electronic goods and automobiles, according to Grace Zwemmer, an associate economist at Oxford Economics.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd68lzh900003b6n5efcuh71@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAll these tariffs raise costs and therefore injure downstream manufacturing,\u201d Maurice Obstfeld, a professor of economics at UC Berkeley and member of former president Barack Obama\u2019s council of economic advisers, told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6gepc4000f356nqwvwdcyw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFor the US, this seems like a fairly pointless act of self-harm,\u201d Obstfeld added.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd53c0tm000h356nwtt1dbh8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Businesses would face higher costs because there aren\u2019t many viable substitutes for copper, according to Brandon Parsons, a practitioner of economics at Pepperdine Graziadio Business School. While aluminum can be a substitute, it is more flammable and does not have the same conductivity, making it less viable for using in items like semiconductor chips.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd4xl2ct001j356n3ksl5tyq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere isn\u2019t really a good way for businesses or consumers to avoid these higher costs,\u201d he said. \u201cIt\u2019s going to be felt widespread through the economy.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/07\/gettyimages-2224315713.jpg\" alt=\"Copper pipes are displayed in a home rebuilding store on July 9 in New York City. Arizona was home to more than 70% of domestic copper production in 2024.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5hbi8s000j356nokyff8w5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Shifting economic incentives in the modern era and the opening of free trade have both contributed to a decline in US copper production, according to Pepperdine\u2019s Parsons.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5ajhvy0002356nuiyubdc2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The United States in recent decades has produced less copper as the global economy liberalized, enabling the country to import relatively cheap copper from countries like Chile and allowing the US economy to expand to other industries.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd557w1w000a356ni4havswy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Industrial buyers and Wall Street traders in recent months have shipped enormous amounts of copper to the United States to get ahead of potential tariffs. Morgan Stanley estimates 400,000 tons, or roughly six months\u2019 worth of \u201cextra\u201d copper was front-loaded and delivered to the US in the early months of 2025.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd693cjm0004356n4joajmvp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The copper stockpiles could \u201ctemporarily buffer\u201d the market when tariffs go into effect, according to Ewa Manthey, a commodity strategist at Dutch bank ING.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd558gjk000d356nci1ivrcw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, the buildup of copper won\u2019t last forever, and it\u2019ll be difficult for the US to produce enough copper domestically. At some point, the US will likely need to import more copper under the 50% tariff, which could risk a resurgence in inflation, Manthey said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52alas0000356nyrkxgple@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHigher copper prices also risk higher inflation, raising costs for US manufacturers without a domestic alternative available,\u201d Manthey said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5jkc2l0007356nxvlz193c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It remains to be seen whether companies will absorb the higher costs or pass the costs onto consumers in the form of higher prices, although economic theory suggests businesses would pass on higher costs to consumers when possible.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5a7ryq0009356n6woto2xe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Wall Street and corporate America have been expecting  tariffs on copper \u2014 just not 50%.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5a54430000356n56it3hye@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cInvestors were caught off guard, as the market had been expecting a much lower tariff rate,\u201d Adam Turnquist, chief technical strategist at LPL Financial, said in an email.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5jj1xl0005356nfn7rvn2t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Smaller tariff rates such as 10% can be used strategically to encourage domestic manufacturing, economists say. But a rate as high as 50% could send a shock to markets, even leading to a drop in demand because prices are just too high.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5jlb5b000a356nxicc24ji@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That could lead to slower economic growth across industries, such as a lull in home building.\n    <\/p>\n<p>        Plans to revive manufacturing and address national security concerns<\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd4zeqat0000356n419xfrx5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump has espoused using tariffs as a means to boost US manufacturing. But tariffs are not a panacea that will revive the manufacturing industry, Pepperdine\u2019s Parsons said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6agnku0004356ni07akxls@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe rationale for this is to encourage production and investment in copper in the United States,\u201d Parsons said. \u201cThe issue is it\u2019s not like producing water, where you just open up the faucet. It could take years and years to open up a new copper mine, or even to expand production. So, while this does provide some incentive, it\u2019s something that\u2019s more long-run. You\u2019re going to feel the short-run pain.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5jou8x0000356ngh0s7cxj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Incentives like direct government subsidies or credits could promote domestic production of copper and fortify US supply chains, according to Parsons. While tariffs can help domestic companies sell more in the market, the higher prices can create unwanted ripple effects throughout the supply chain.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/07\/gettyimages-2207635406-20250716192858879.jpg\" alt=\"Copper smelting at El Teniente mine, the world's largest underground copper mine in Machali, near Rancagua, Chile, on April 2.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1333\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5jp5y20001356nyxsbnn9q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump in February signed an executive order opening a Section 232 investigation into copper imports. That section of the 1962 Trade Expansion Act gives the president the authority to impose import duties to protect industries deemed vital to US national security.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd54eeez0002356nowatbyq3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe United States faces significant vulnerabilities in the copper supply chain, with increasing reliance on foreign sources for mined, smelted and refined copper,\u201d the <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/addressing-the-threat-to-nationalsecurity-from-imports-of-copper\/\" target=\"_blank\" rel=\"nofollow noopener\">executive order<\/a> said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52ghfm0006356ntaphf2rd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A Section 232 investigation comes with a 270-day deadline for an investigation, which means the Trump administration had until November to complete its review of copper, according to ING\u2019s Manthey.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd69doqy00013b6nxon6bqv3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere are many foreign suppliers of copper, including close allies like Canada, so a national security rationale seems contrived,\u201d Berkeley\u2019s Obstfeld said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd57h5i3000b356n4ywuast5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump said in a social media post on July 9 confirming his intent to impose tariffs on copper that the metal is the second most-used metal in the Defense Department.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5225fq0016356nmb1k25yr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But copper was not one of the 50 critical minerals designated by the US Geological Survey in 2022. The US Geological Survey is expected to publish an updated classification list for critical minerals this year.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6aqm3g00003b6n4nqrwc2i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, copper is considered a \u201ccritical material\u201d for energy, according to the Energy Department.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd4xjsj8000z356nerwsvynd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe US has very limited current mining capacity,\u201d Obstfeld said. \u201cIt will take a decade or more to onshore copper production substantially.
