The legislation awaits Senate approval, but that step is largely viewed as ceremonial in the Central Asian country. <\/p>\n<p><a href=\"https:\/\/www.facebook.com\/Bukharsky\" data-wpel-link=\"external\" target=\"_blank\" rel=\"follow external noopener nofollow\">Anzor Bukharsky, a high-profile Uzbek photographer<\/a> who leads photo expeditions for tourists, told RFE\/RL that much remains unclear about how the law would be enforced and how it would apply in the case of crowds and incidental figures in a photo. \u201cCan a citizen claim that the person in the photograph is really them if they are wearing a gas mask or Santa Claus makeup?\u201d<\/p>\n<p> <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/10\/43d12db3-7dea-4e97-8157-08ddfa9117a6-800x533.jpg\" alt=\"Students in a classroom stand in a row wearing gas masks and holding rifles, with educational posters on the walls and notebooks on empty blue desks.\" width=\"800\" height=\"533\" class=\"size-large wp-image-819874\"  \/>School children trying on gas masks in Bukhara. <\/p>\n<p>Uzbek lawmakers have presented the ban as a way to protect people\u2019s privacy, especially children, with a clause specifying that parents or caregivers must give permission for a child under 16 to be photographed.<\/p>\n<p>Critics point to a <a href=\"https:\/\/kun.uz\/en\/news\/2025\/01\/22\/police-officers-in-samarkand-dismissed-for-bribe-scandal-with-korean-tourist\" data-wpel-link=\"external\" target=\"_blank\" rel=\"follow external noopener nofollow\">series of scandals<\/a> involving corrupt police and <a href=\"https:\/\/rsf.org\/en\/uzbekistan-anti-corruption-blogger-otabek-sattoriy-has-not-been-seen-or-heard-despite-his-release\" data-wpel-link=\"external\" target=\"_blank\" rel=\"follow external noopener nofollow\">officials caught on camera<\/a> as the potential motivator for the new law. A draft of the legislation was first proposed in 2020, which would forbid the publication of images and recordings. In the law\u2019s current version, that has been expanded to include such recordings\u2019 \u201ccapture and storage.\u201d<\/p>\n<p> <img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/10\/d6b0261e-2535-4da0-7992-08ddfa912cba-800x553.jpg\" alt=\"A man stands in shadow by an ornate wooden door, with sunlight illuminating a courtyard of an intricately tiled building; several people walk in the distance under blue sky.\" width=\"800\" height=\"553\" class=\"size-large wp-image-819875\"  \/>A man walking through the Registan of Samarkand.<\/p>\n<p>Uzbekistan welcomes millions of tourists each year who are drawn to its Silk Road architecture, but Bukharsky says tourists are increasingly younger and more adventurous than the elderly, package tour demographic the country attracted in its early decades of independence.<\/p>\n<p>\u201cThese younger tourists are interested less in brick landmarks and Saints\u2019 tombs as the exoticism of the East: Everyday life, national traditions, costumes, the narrow streets of the old part of the city, bazaars, and tandoors,\u201d Bukharsky said.<\/p>\n<p>\u201cTourists want to capture all this on camera, and up till now they\u2019ve done so without any problem. Bukharsky says, \u201cthe most important thing is that this new law does not become a source of manipulation or tool for repression against \u2018unreliable\u2019 bloggers and media outlets.\u201d<\/p>\n<p>With Uzbekistan riding <a href=\"https:\/\/www.kun.uz\/en\/news\/2025\/07\/16\/uzbekistan-sees-48-surge-in-foreign-tourist-arrivals\" data-wpel-link=\"external\" target=\"_blank\" rel=\"follow external noopener nofollow\">a surge in interest<\/a> from tourists, and with ambitious plans to expand the industry, one observer <a href=\"https:\/\/www.facebook.com\/Bukharsky\/posts\/24471144775904644\" data-wpel-link=\"external\" target=\"_blank\" rel=\"follow external noopener nofollow\">noted<\/a> that the photo ban is unlikely to be widely enforced.<\/p>\n<p>The commentator posted that \u201cthe harshness of our laws are compensated by the optional enforcement of them.\u201d<\/p>\n<p>About the author: Amos Chapple is the senior photo correspondent for RFE\/RL and is based in Prague.
