One sticking point for resident Libby Reuter, who has repeatedly addressed the council on this topic, is a lack of a cost-benefit analysis.<\/p>\n<p>        Your browser does not support the audio element.<\/p>\n<p>The project has also caught the eye of 3rd Ward Alderman Mike Velloff.<\/p>\n<p>        Your browser does not support the audio element.<\/p>\n<p>As presented in February, the cast-in-concrete base, hybrid-style wall would be installed mainly in the Sugar Alley area with the ability to add hydro-planks during major flooding events. The wall would be between two and three and a half feet high when not used as a flood barrier, but when in use could protect downtown against a 100-year flood event.
