{"id":216038,"date":"2025-10-11T05:14:16","date_gmt":"2025-10-11T05:14:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/216038\/"},"modified":"2025-10-11T05:14:16","modified_gmt":"2025-10-11T05:14:16","slug":"nc-lawmakers-consider-plan-to-close-retirement-gap","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/216038\/","title":{"rendered":"NC lawmakers consider plan to close retirement gap"},"content":{"rendered":"<p class=\"&quot;byline&quot;\">by Ashley Fredde, North Carolina Health News <br \/>October 10, 2025<\/p>\n<p>By Ashley Fredde<\/p>\n<p>For some North Carolinians, the road to retirement is anything but even.\u00a0<\/p>\n<p>While some workers can count on employer-backed savings plans, nearly half of North Carolinians will be left navigating the path to their golden years without a map, according to an AARP analysis.<\/p>\n<p><a href=\"https:\/\/www.aarp.org\/content\/dam\/aarp\/ppi\/2022\/state-fact-sheets\/north-carolina.doi.10.26419-2Fppi.00164.035.pdf\" rel=\"nofollow noopener\" target=\"_blank\">The AARP Policy Institute found<\/a> that in 2020, over 48 percent of North Carolina\u2019s private sector employees \u2014 roughly 1,823,000 people \u2014 were employed by a business that does not offer any type of retirement plan.\u00a0<\/p>\n<p><a href=\"https:\/\/www.northcarolinahealthnews.org\/2025\/04\/25\/proposed-nc-plan-small-businesses-way-to-save-for-retirement\/\" rel=\"nofollow noopener\" target=\"_blank\">A proposa<\/a>l to help people save for retirement that\u2019s before the General Assembly could help bridge that gap by giving hundreds of thousands of uncovered workers a clearer path toward financial security in their later years.\u00a0<\/p>\n<p>\u201cIt is a great way to not only save the state money, but really push for a kind of self-reliance, and encourage folks to create that culture of saving,\u201d said Chris Brandenburg, North Carolina AARP manager of state and federal advocacy.<\/p>\n<p><a href=\"https:\/\/www.ebri.org\/docs\/default-source\/rcs\/2021-rcs\/rcs_21fs-1_confid.pdf?sfvrsn=71d83a2f_4#:~:text=Nearly%20one%2Dthird%20of%20Americans,and%2077%20percent%20in%202020).\" rel=\"nofollow noopener\" target=\"_blank\">A 2021 Employee Benefit Research Institute study<\/a> found that about 82 percent of employees with access to a retirement plan had more than $25,000 in total savings and investments, and 63 percent had $100,000 or more. However, only 28 percent of those without access to such a plan had over $25,000 saved, and only 9 percent had $100,000 or more.<\/p>\n<p><a href=\"https:\/\/www.ncleg.gov\/Sessions\/2025\/Bills\/House\/PDF\/H79v0.pdf\" rel=\"nofollow noopener\" target=\"_blank\">House Bill 79<\/a> would provide the pathway to access through a public-private partnership retirement savings program. The \u201cWork and Save\u201d program would allow those who opt in to save directly through a payroll deduction before they even see their paycheck. Participation would be optional and free for small businesses, employees and even self-employed workers.\u00a0<\/p>\n<p>How it works, according to the bill:<\/p>\n<p>Each participant\u2019s savings go into an individual retirement account (IRA) created under the program.<br \/>\nBy default, it\u2019s a Roth IRA, though participants can later choose a traditional IRA instead.<br \/>\nContributions are deposited directly from payroll into the employee\u2019s IRA.\u00a0<br \/>\nThe money is professionally managed through private-sector investment managers selected by the North Carolina Small Business Retirement Savings Program Board.<br \/>\nThe funds are held in a trust, separate from the state\u2019s general fund. The state, employers and the Board have no ownership of participant contributions or earnings \u2014 those belong entirely to the individual account holder.<\/p>\n<p>The bill received a favorable response when presented by bill-sponsor and then-Rep. Jarrod Lowery (R-Lumberton) to a committee at the General Assembly in Raleigh in late June. But it has a long way to go before becoming law.\u00a0<\/p>\n<p>Lowery announced his resignation from the North Carolina General Assembly on the House floor on Sept. 23.<a href=\"https:\/\/www.charlotteobserver.com\/news\/politics-government\/article312428277.html\" rel=\"nofollow noopener\" target=\"_blank\"> The former member has taken a role with the U.S. Department of Interior, and his brother,<\/a> John Lowery, has been recommended to serve the remainder of the term.\u00a0<\/p>\n<p>Down the path of other \u2018Work and Saves\u2019<\/p>\n<p>During the hearing of the House Committee on Pensions and Retirement, few questions were raised, but one of them was about other states doing this sort of program.\u00a0<\/p>\n<p>It turns out 17 have enacted an auto-IRA program, and 11 of those are up and running. The first, Oregon Saves, launched in 2017. The application of the program is working\u00a0 differently in some states, <a href=\"https:\/\/www.aarp.org\/advocacy\/auto-ira-one-million-savers-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">according to AARP.<\/a>\u00a0<\/p>\n<p>Oregon Saves enrolled nearly 118,000 people from more than 21,000 businesses, who saved collectively $200 million through the program in 2023, <a href=\"https:\/\/www.napa-net.org\/news\/2023\/6\/oregon-saves-says-oregonsaves\/\" rel=\"nofollow noopener\" target=\"_blank\">according to a news release by the state.<\/a><\/p>\n<p>Across multiple state programs, the total assets in auto-IRA or state-automated savings plans have passed $2 billion as of mid-2025, <a href=\"https:\/\/cri.georgetown.edu\/states\/state-data\/historical-trends\/?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">according to the Center for Retirement Initiatives.\u00a0<\/a><\/p>\n<p><a href=\"https:\/\/www.nber.org\/digest\/20238\/early-findings-state-auto-enrollment-ira-programs?page=1&amp;perPage=50\" rel=\"nofollow noopener\" target=\"_blank\">The center<\/a> found that automatic enrollment tends to increase saving behavior among those who would otherwise not opt in, and that opt-outs are relatively low when the process is automatic.\u00a0<\/p>\n<p>North Carolina\u2019s program would be opt-in, making it different from the 17 states that have programs in place. Therefore, it\u2019s hard to compare what program participation and savings could be in North Carolina.\u00a0<\/p>\n<p>\u201cI think this is just tremendously good public policy,\u201d said Rep. Phil Rubin (D-Raleigh) during the committee hearing. He then asked whether it could be up and running before the proposed date of July 1, 2027.\u00a0<\/p>\n<p>Lowery answered that the date had been chosen to give enough time for a public awareness campaign, to get a board in place to oversee it and for creating the actual system to begin taking contributions.<\/p>\n<p>The bill was passed on to the House Committee on Insurance on June 25, but there\u2019s been no movement on the bill since.\u00a0<\/p>\n<p>Budget ties and savings<\/p>\n<p>While HB79 is on hold, the conversation around it intersects with larger fiscal debates at the General Assembly. Lawmakers haven\u2019t yet come to an agreement on a state budget proposal this year, so they<a href=\"https:\/\/www.northcarolinahealthnews.org\/2025\/08\/01\/general-assembly-mini-budget-carves-chunks-out-of-health-and-human-services-spending\/\" rel=\"nofollow noopener\" target=\"_blank\"> passed a so-called mini-budget<\/a> in June that funds only critical programs. That limited spending plan left the state\u2019s Medicaid program with a shortfall that\u2019s unresolved, spurring the state Department of Health and Human Services to <a href=\"https:\/\/www.northcarolinahealthnews.org\/2025\/09\/29\/medicaid-rate-standoff\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">cut rates to providers to keep the program solvent<\/a>.\u00a0<\/p>\n<p>Even as those <a href=\"https:\/\/www.northcarolinahealthnews.org\/2025\/10\/09\/rate-cuts-fallout\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Medicaid rate cuts take effect<\/a>, lawmakers are weighing how to balance immediate spending needs with long-term sustainability.\u00a0<\/p>\n<p>\u201cThis proposal, over 10 years, would save Medicaid a half a billion dollars,\u201d said Steven Hahn, North Carolina AARP communications lead. \u201cThat&#8217;s why it&#8217;s timely now in this current federal debate as states are going to have to pay more. Where are we gonna get the money? Well, let&#8217;s try to get people to have enough money that they&#8217;re not collecting Medicaid.\u201d<\/p>\n<p>While helping more North Carolinians save for retirement could, over time, lessen reliance on public assistance programs \u2014 it also helps those retirees actually access those \u201cgolden years.\u201d<\/p>\n<p>\u201cIf you&#8217;re just betting on Social Security \u2014 it&#8217;s not enough to cover housing, medications and travel right now.
