<\/p>\nThe Greater Lebanon Refuse Authority has submitted a proposal to accept municipal incinerator ash from Lancaster County to cover daily loads of waste deposited in the landfill, the authority board learned at a meeting last week.<\/p>\n
The proposal was in response to an RFP from Lancaster Solid Waste Authority.<\/p>\n
Both Lancaster and York counties\u2019 solid waste authorities \u201care running out of places to put their ash,\u201d GLRA executive director Skip Garner told the board on Tuesday, Oct. 7.<\/p>\n
In its bid, GLRA proposed Lancaster solid waste would pay the authority $20 per ton, and GLRA would accept 1,200 tons per month or three loads per day of the ash waste. Lancaster solid waste would also pay for transportation of the ash to GLRA, Garner said in an email Wednesday.<\/p>\n
Landfills are required to cover waste in order to reduce odors, deter animals and prevent blowing of litter. Currently, GLRA is permitted by DEP to use soil and clean fill as daily cover. Garner told the board that the authority spends between $4 to $5 per ton to have soil excavated and trucked in for use as a daily cover.<\/p>\n
In August, GLRA submitted a modification of its permit to DEP to allow use of municipal incinerator ash as daily cover. DEP approval of the permit modification could come in February, Garner said.<\/p>\n
Garner also informed the board that in September,\u00a0 the landfill received 11,055 tons of waste, an increase of 685 tons from September 2024. Year-to-date, GLRA has received more than 100,000 tons of waste.<\/p>\n
\u00a0In other business, the board:<\/p>\n
Approved renewal of its Environmental Impairment Liability Insurance policy to Freberg Environmental for $14,101.<\/p>\n
Awarded a five-year contract to Amerigreen Inc. of Wyomissing to lease about 80 acres of the landfill\u2019s farmland. Amerigreen submitted the high bid of $344 per acre. The previous contract was for $244 per acre, also awarded to Amerigreen.<\/p>\n
Learned GLRA\u2019s application for a $75,000 grant for its battery recycling education campaign has been approved by DEP. To date, GLRA\u2019s Electronic Recycling Facility has collected 6.95 tons of rechargeable and single-use batteries.<\/p>\n
The board of the Greater Lebanon Refuse Authority meets at 1800 Russell Road. The next meeting will be 7 p.m. Wednesday, Nov. 5. The meetings are open to the public and do not require registration.<\/p>\n
