{"id":222409,"date":"2025-10-13T21:10:07","date_gmt":"2025-10-13T21:10:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/222409\/"},"modified":"2025-10-13T21:10:07","modified_gmt":"2025-10-13T21:10:07","slug":"gavin-newsom-signs-laws-to-require-social-media-warning-labels","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/222409\/","title":{"rendered":"Gavin Newsom Signs Laws To Require Social Media Warning Labels"},"content":{"rendered":"<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tCalifornia Gov. <a href=\"https:\/\/deadline.com\/tag\/gavin-newsom\/\" id=\"auto-tag_gavin-newsom\" data-tag=\"gavin-newsom\" rel=\"nofollow noopener\" target=\"_blank\">Gavin Newsom<\/a> signed legislation on Monday that will require platforms to regularly display warning labels of the addictive nature of <a href=\"https:\/\/deadline.com\/tag\/social-media\/\" id=\"auto-tag_social-media\" data-tag=\"social-media\" rel=\"nofollow noopener\" target=\"_blank\">social media<\/a>.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe bill, AB 56, is among several measures the governor signed to establish greater guardrails on social media and <a href=\"https:\/\/deadline.com\/tag\/ai\/\" id=\"auto-tag_ai\" data-tag=\"ai\" rel=\"nofollow noopener\" target=\"_blank\">AI<\/a>. <\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tAB 56, from Assemblywoman Rebecca Bauer-Kahan, will require that platforms display a black box \u201cto certain users each day the user initially accesses the social media platform, again after 3 hours of cumulative active use, and thereafter at least once per hour of cumulative active use, as prescribed.\u201d  It will not be required if that platform \u201chas reasonably determined\u201d that the user is over the age of 17.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe warning labels will read, \u201cThe Surgeon General has warned that while social media may have benefits for some young users, social media is associated with significant mental health harms and has not been proven safe for young users.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe law will take effect on January 1, 2027.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tThe black box warning must be displayed for 10 seconds, unless the user clicks an X icon, and cover at least 25% of the screen of the site. After three hours of use, the warning must be displayed for at least 30 seconds, without the ability to click through, and it must cover 75% of the screen.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tOpposing the bill was TechNet, the trade association that includes such tech giants as <a href=\"https:\/\/deadline.com\/tag\/meta\/\" id=\"auto-tag_meta\" data-tag=\"meta\" rel=\"nofollow noopener\" target=\"_blank\">Meta<\/a> and <a href=\"https:\/\/deadline.com\/tag\/google\/\" id=\"auto-tag_google\" data-tag=\"google\" rel=\"nofollow noopener\" target=\"_blank\">Google<\/a>. They have raised constitutional concerns as it would be a \u201cgovernment mandated label on user generated speech,\u201d per a bill analysis. The legislation does not include a private right of action.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tNewsom also signed legislation to require app stores and other online services to establish age verification. Streaming services and video game developers have expressed concerns over the law, Newsom noted in a signing statement, and urged the state legislature to address those before it goes into effect on January 1.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tNewsom also signed legislation to require that AI chatbot companions disclose interactions that are AI generated, and to require that platforms establish protocols to address users who express thoughts of suicide or self harm.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto     \">\n\tOther laws the governor signed increase the penalties for \u201cdeepfake\u201d pornography.<\/p>\n","protected":false},"excerpt":{"rendered":"California Gov.
