{"id":229365,"date":"2025-10-16T15:56:08","date_gmt":"2025-10-16T15:56:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/229365\/"},"modified":"2025-10-16T15:56:08","modified_gmt":"2025-10-16T15:56:08","slug":"why-countries-struggle-to-quit-fossil-fuels-despite-higher-costs-and-30-years-of-climate-talks-and-treaties","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/229365\/","title":{"rendered":"Why countries struggle to quit fossil fuels, despite higher costs and 30 years of climate talks and treaties"},"content":{"rendered":"<p>Fossil fuels still <a href=\"https:\/\/www.iea.org\/world\/energy-mix\" rel=\"nofollow noopener\" target=\"_blank\">power much of the world<\/a>, even though <a href=\"https:\/\/www.irena.org\/Publications\/2025\/Jun\/Renewable-Power-Generation-Costs-in-2024\" rel=\"nofollow noopener\" target=\"_blank\">renewable energy has become cheaper<\/a> in most places and avoids both pollution and the climate damage caused by burning coal, oil and natural gas.<\/p>\n<p>To understand this paradox, it helps to look at how countries \u2013 particularly major greenhouse gas emitters, including the U.S., China and European nations \u2013 are balancing the pressures of <a href=\"https:\/\/www.energy.gov\/articles\/doe-releases-new-report-evaluating-increase-electricity-demand-data-centers\" rel=\"nofollow noopener\" target=\"_blank\">rising electricity demand<\/a> with the global need to reduce <a href=\"https:\/\/www.ipcc.ch\/report\/sixth-assessment-report-cycle\/\" rel=\"nofollow noopener\" target=\"_blank\">greenhouse gas emissions<\/a> that are <a href=\"https:\/\/wmo.int\/news\/media-centre\/wmo-confirms-2024-warmest-year-record-about-155degc-above-pre-industrial-level\" rel=\"nofollow noopener\" target=\"_blank\">warming the planet<\/a>.<\/p>\n<p>US embraces fossil fuels<\/p>\n<p>The United States makes no secret of its fossil fuel ambitions. It has a wealth of <a href=\"https:\/\/www.eia.gov\/naturalgas\/crudeoilreserves\/\" rel=\"nofollow noopener\" target=\"_blank\">fossil fuel reserves<\/a> and a <a href=\"https:\/\/theconversation.com\/how-the-oil-industry-and-growing-political-divides-turned-climate-change-into-a-partisan-issue-243879\" rel=\"nofollow noopener\" target=\"_blank\">politically powerful<\/a> oil and gas industry.<\/p>\n<p>Since President Donald Trump took office in January 2025, his administration has been promoting oil and gas drilling and coal production, pointing to rising electricity demand to <a href=\"https:\/\/www.energy.gov\/articles\/energy-department-announces-625-million-investment-reinvigorate-and-expand-americas-coal\" rel=\"nofollow noopener\" target=\"_blank\">justify its moves<\/a>, particularly to <a href=\"https:\/\/theconversation.com\/ais-ballooning-energy-consumption-puts-spotlight-on-data-center-efficiency-254192\" rel=\"nofollow noopener\" target=\"_blank\">power artificial intelligence data centers<\/a>.<\/p>\n<p>Reviving the \u201cdrill, baby, drill\u201d mantra, the Trump administration has now embraced a \u201c<a href=\"https:\/\/www.nytimes.com\/2025\/09\/29\/climate\/trump-coal-revival.html\" rel=\"nofollow noopener\" target=\"_blank\">mine, baby, mine<\/a>\u201d agenda to try to revive U.S. coal production, which <a href=\"https:\/\/www.eia.gov\/coal\/annual\/\" rel=\"nofollow noopener\" target=\"_blank\">fell dramatically over the past two decades<\/a> as cheaper natural gas and renewable energy rose.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/695476\/original\/file-20251009-56-s691t8.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"Trump shakes a man's hand. All of the men are wearing hardhats.\" class=\"lazyload\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/10\/file-20251009-56-s691t8.jpg\"  \/><\/a><\/p>\n<p>              U.S. President Donald Trump shakes hands with coal industry employees who were invited to watch him sign legislation in April 2025 promoting fossil fuels.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.com\/detail\/news-photo\/washington-dc-coal-miners-listen-as-president-donald-j-news-photo\/2210280357?adppopup=true\" rel=\"nofollow noopener\" target=\"_blank\">Jabin Botsford\/The Washington Post via Getty Images<\/a><\/p>\n<p>The Department of Interior on Sept. 29 rolled out a plan <a href=\"https:\/\/www.doi.gov\/pressreleases\/interior-unleashes-american-coal-power-bold-move-advance-trump-administration\" rel=\"nofollow noopener\" target=\"_blank\">to \u201cunleash American coal power<\/a>\u201d by opening 13 million acres of federal land to mining. The Department of Energy also <a href=\"https:\/\/www.energy.gov\/articles\/energy-department-announces-625-million-investment-reinvigorate-and-expand-americas-coal\" rel=\"nofollow noopener\" target=\"_blank\">pledged US$625 million<\/a> to try to make coal competitive. It includes lowering the royalty rates mining companies pay and extending the operating lifespans of coal-fired power plants.<\/p>\n<p>However, these initiatives further lock communities with coal plants into a carbon-intensive fossil fuel. Coal\u2019s resurgence would also have <a href=\"https:\/\/www.nih.gov\/news-events\/nih-research-matters\/deaths-associated-pollution-coal-power-plants\" rel=\"nofollow noopener\" target=\"_blank\">public health costs<\/a>. Its pollution is linked to respiratory illness, heart disease and thousands of premature deaths each year from 1999 to 2020 in the United States. <\/p>\n<p>The Trump administration is also ceding the clean energy technology race to China. The administration is <a href=\"https:\/\/theconversation.com\/big-beautiful-bill-will-have-americans-paying-higher-prices-for-dirtier-energy-260588\" rel=\"nofollow noopener\" target=\"_blank\">ending many renewable energy tax credits<\/a> and pulling federal support for energy research projects.<\/p>\n<p>I work in the <a href=\"https:\/\/www.climatepolicylab.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Climate Policy Lab<\/a> at <a href=\"https:\/\/fletcher.tufts.edu\/\" rel=\"nofollow noopener\" target=\"_blank\">The Fletcher School of Tufts University<\/a>, where we maintain a suite of databases for analyzing countries\u2019 energy research budgets. The Trump administration\u2019s 2026 U.S. budget request would <a href=\"https:\/\/www.climatepolicylab.org\/data-usdepartment\" rel=\"nofollow noopener\" target=\"_blank\">slash funding for energy research, development and demonstration<\/a> to $2.9 billion \u2014 just over half the budget allocated in 2025. These energy research investments would fall to levels not seen since the mid-1980s or early 2000s, even when accounting for inflation.<\/p>\n<\/p>\n<p>China\u2019s clean energy push \u2013 and coal expansion<\/p>\n<p>While the United States is cutting renewable energy funding, China is <a href=\"https:\/\/www.nytimes.com\/interactive\/2025\/06\/30\/climate\/china-clean-energy-power.html\" rel=\"nofollow noopener\" target=\"_blank\">doubling down on clean energy technologies<\/a>. Its large government subsidies and manufacturing capacity have helped China <a href=\"https:\/\/www.iea.org\/reports\/renewables-2025\/executive-summary\" rel=\"nofollow noopener\" target=\"_blank\">dominate global solar panel production<\/a> and supply chains for wind turbines, batteries and <a href=\"https:\/\/theconversation.com\/chinas-electric-vehicle-influence-expands-nearly-everywhere-except-the-us-and-canada-262459\" rel=\"nofollow noopener\" target=\"_blank\">electric vehicles<\/a>.<\/p>\n<p>Cheaper Chinese-manufactured clean energy technologies have enabled many emerging economies, such as <a href=\"https:\/\/ember-energy.org\/countries-and-regions\/brazil\/\" rel=\"nofollow noopener\" target=\"_blank\">Brazil<\/a> and <a href=\"https:\/\/ember-energy.org\/countries-and-regions\/south-africa\/\" rel=\"nofollow noopener\" target=\"_blank\">South Africa<\/a>, to reduce fossil fuel use in their power grids. <a href=\"https:\/\/ember-energy.org\/latest-insights\/solar-brics-emerging-economies-now-lead-the-worlds-clean-energy-race\/\" rel=\"nofollow noopener\" target=\"_blank\">Brazil surged into the global top five for solar generation<\/a> in 2024, producing 75 terawatt-hours (TWh) of electricity and surpassing Germany\u2019s 71 TWh.<\/p>\n<\/p>\n<p>The International Energy Agency now expects global renewable energy capacity to <a href=\"https:\/\/www.iea.org\/reports\/renewables-2025\/executive-summary\" rel=\"nofollow noopener\" target=\"_blank\">double by 2030<\/a>, even with a sharp drop expected in U.S. renewable energy growth.<\/p>\n<p>However, while China expands clean energy access around the world, its <a href=\"https:\/\/www.iea.org\/countries\/china\/coal\" rel=\"nofollow noopener\" target=\"_blank\">production and emissions from coal<\/a> continue to rise: In the first half of 2025, China commissioned <a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/chinas-commissioning-coal-power-9-year-high-first-half-report-says-2025-08-25\/\" rel=\"nofollow noopener\" target=\"_blank\">21 gigawatts (GW) of new coal power plants<\/a>, with projections of over 80 GW for the full year. This would be the largest surge in new coal power capacity in a decade for China. Although China pledged to <a href=\"https:\/\/www.reuters.com\/world\/china\/chinas-xi-says-china-will-phase-down-coal-consumption-over-2026-2030-2021-04-22\/\" rel=\"nofollow noopener\" target=\"_blank\">phase down its coal use<\/a> between 2026 to 2030, rising energy demand may make the plan difficult to realize.<\/p>\n<\/p>\n<p>China\u2019s paradox \u2014 leading in clean energy innovations while expanding coal \u2014 reflects the tension between ensuring energy security and reducing emissions and climate impact.<\/p>\n<p>Europe\u2019s scramble for reliable energy sources<\/p>\n<p>The European Union is pursuing strategies to reduce its reliance on fossil fuels amid the ongoing geopolitical tensions with Russia.<\/p>\n<p>Russia\u2019s invasion of Ukraine exposed many countries to supply disruptions and geopolitical turmoil, and it triggered a <a href=\"https:\/\/www.iea.org\/topics\/russias-war-on-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">global energy crisis<\/a> as countries once reliant on Russian oil and gas scrambled to find alternatives.<\/p>\n<p>In June 2025, the European Commission proposed a regulation to phase out Russian fossil fuel imports by the end of 2027, aiming to enhance energy security and stabilize prices. This initiative is part of the <a href=\"https:\/\/commission.europa.eu\/topics\/energy\/repowereu_en\" rel=\"nofollow noopener\" target=\"_blank\">broader REPowerEU<\/a> plan. The plan focuses on increasing clean energy production, improving energy efficiency and diversifying oil and gas supplies away from Russia.<\/p>\n<\/p>\n<p>Renewables are now the <a href=\"https:\/\/www.iea.org\/reports\/global-energy-review-2025\/electricity\" rel=\"nofollow noopener\" target=\"_blank\">leading source of electric power<\/a> in the EU, though <a href=\"https:\/\/www.iea.org\/regions\/europe\/energy-mix\" rel=\"nofollow noopener\" target=\"_blank\">natural gas and oil still account for more than half<\/a> of Europe\u2019s total energy supply.<\/p>\n<p>The EU\u2019s fossil energy phaseout plan also faces challenges. <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/09\/11\/hungary-slovakia-under-pressure-as-us-and-eu-target-russia-with-energy-sanctions\" rel=\"nofollow noopener\" target=\"_blank\">Slovakia and Hungary have expressed resistance<\/a> to the proposed phaseout, citing concerns over energy affordability and the need for alternative supply sources. Hungarian Prime Minister Victor Orb\u00e1n said <a href=\"https:\/\/www.nbcnews.com\/world\/europe\/hungarys-orban-tells-trump-dropping-russian-energy-destroy-economy-rcna233841\" rel=\"nofollow noopener\" target=\"_blank\">Hungary would continue importing Russian oil and gas<\/a>. Cutting off these supplies, he asserted, would be an economic \u201cdisaster\u201d and immediately reduce Hungary\u2019s economic output by 4%.<\/p>\n<\/p>\n<p>The path to reducing Europe\u2019s dependence on fossil fuels thus involves navigating internal disagreements and incentivizing long-run sustainable development. Europe does appear to be gaining in one way from the U.S. pullback from clean energy. Global investment in renewable energy, which <a href=\"https:\/\/about.bnef.com\/insights\/clean-energy\/global-renewable-energy-investment-reaches-new-record-as-investors-reassess-risks\/\" rel=\"nofollow noopener\" target=\"_blank\">hit a record high in the first half of 2025<\/a>, increased in the EU as it fell in the U.S., according to BloombergNEF\u2019s analysis.<\/p>\n<p>Brazil: Torn on fossil fuels as it hosts climate talks<\/p>\n<p>In November 2025, representatives from countries around the world will gather in Brazil for the annual United Nations climate conference, COP30. The meeting marks three decades of international climate negotiations and a decade since nations signed <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\" rel=\"nofollow noopener\" target=\"_blank\">the Paris Agreement<\/a> to limit global temperature rise. <\/p>\n<p>The conference\u2019s setting in Bel\u00e9m, a city in the Amazon rainforest, reflects both the stakes and contradictions of climate commitments: a vital ecosystem at risk of collapse as the planet warms, in a nation that pledges climate leadership while <a href=\"https:\/\/www.iisd.org\/publications\/report\/brazil-petrobras-oil-gas-expansion\" rel=\"nofollow noopener\" target=\"_blank\">expanding oil and gas production<\/a> and <a href=\"https:\/\/www.reuters.com\/sustainability\/brazil-environmental-agency-approves-petrobras-emergency-drill-results-foz-do-2025-09-24\/\" rel=\"nofollow noopener\" target=\"_blank\">exploring for oil in the Foz do Amazonas<\/a> region, the mouth of the Amazon River.<\/p>\n<p>Thirty years into global climate talks, the disconnect between promises and practices has never been so clear. The world is <a href=\"https:\/\/unfccc.int\/topics\/global-stocktake\/about-the-global-stocktake\/outcome-of-the-first-global-stocktake\" rel=\"nofollow noopener\" target=\"_blank\">not on track<\/a> to meet the Paris temperature goals, and the persistence of fossil fuels is a major reason why.<\/p>\n<p>Negotiators are expected to debate measures to <a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/cop30-calls-on-accelerated-action-to-cut-methane-emissions-from-fossil-fuels\" rel=\"nofollow noopener\" target=\"_blank\">curb methane emissions<\/a> and support the <a href=\"https:\/\/www.unepfi.org\/themes\/climate-change\/road-to-cop30-five-negotiation-outcomes-that-could-shape-global-finance\/\" rel=\"nofollow noopener\" target=\"_blank\">transition from fossil fuels<\/a>. But whether the discussions can eventually translate into a concrete global phaseout plan remains to be seen.
