But after four days of fraught negotiations, countries agreed to delay a vote on whether to approve it by 12 months.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000g3b6nyahzcmb5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The decision came after a vociferous US campaign, with President Donald Trump calling it a \u201cscam tax\u201d and the State Department threatening reprisals on countries supporting it.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000h3b6nrse5hdpa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Experts say the collapse of the talks marks not only a significant blow for attempts to clean up a heavily climate-polluting industry, undermining decades of negotiations, but also represents <a href=\"https:\/\/www.cnn.com\/2025\/08\/15\/climate\/global-plastics-treaty-pollution-failure-un\" rel=\"nofollow noopener\" target=\"_blank\">yet another failure<\/a> of climate diplomacy.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000i3b6n4durxc2l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            IMO member states <a href=\"https:\/\/www.imo.org\/en\/ourwork\/environment\/pages\/2023-imo-strategy-on-reduction-of-ghg-emissions-from-ships.aspx\" target=\"_blank\" rel=\"nofollow noopener\">agreed in 2023<\/a> that the shipping industry would reach net zero emissions \u2014 removing as much planet-heating gas from the atmosphere as it emits \u2014 by around 2050.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000j3b6n45l3h34o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            One of the measures proposed as part of this was a tax on the industry\u2019s climate pollution. The shipping industry would have paid the tax into a fund created by the IMO, to encourage emissions reductions and raise funds for climate action. IMO member nations <a href=\"https:\/\/www.imo.org\/en\/mediacentre\/pressbriefings\/pages\/imo-approves-netzero-regulations.aspx\" target=\"_blank\" rel=\"nofollow noopener\">approved the tax<\/a> at a chaotic April meeting that the US abandoned part way through. The October talks were intended to formally adopt it.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000k3b6n15t2q8ih@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While the tax was supported by members including the European Union, Brazil and small island states such as Vanuatu, oil-producing countries including the United States and Saudi Arabia opposed it strongly.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000l3b6nwte8t8di@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Trump administration spent weeks calling on countries to reject the vote. The US will \u201cnot tolerate any action that increases costs for our citizens, energy providers, shipping companies and their customers, or tourists,\u201d the State Department said in a <a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2025\/10\/taking-action-to-defend-america-from-the-uns-first-global-carbon-tax-the-international-maritime-organizations-imo-net-zero-framework-nzf\" target=\"_blank\" rel=\"nofollow noopener\">statement<\/a> this month.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000m3b6nui0nxjp2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It laid out a series of threats against countries that supported the tax including potentially blocking vessels from US ports, visa restrictions, increased fees and sanctions on \u201cofficials sponsoring activist-driven climate policies that would burden American consumers.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000n3b6nbymzog2f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/115385308751129485\" target=\"_blank\" rel=\"nofollow noopener\">post<\/a> on Truth Social Thursday, Trump said he was \u201coutraged\u201d at the vote and that the US \u201cwould not stand for this Global Green New Scam Tax.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000o3b6nmeksck78@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After days of chaos and disagreement at the IMO talks, Singapore put forward a motion to delay the decision on Friday, which was called to a vote by Saudi Arabia.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000p3b6nwx9qeow4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A legally-binding carbon tax on shipping would have been a big deal. \u201cIt would have marked the first-ever \u2014 and legally binding \u2014 carbon tax. This explains why petro-states including the United States tried so hard to scuttle the framework,\u201d said Christiaan De Beukelaer, a senior lecturer in culture and climate at the University of Melbourne.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzw9bp00113b6njwcmqagx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A State Department official told CNN the vote demonstrates American leadership on the global stage: \u201cNow we have a President who will always lead in putting America first and even worked to prevent consumers from around the world from paying higher prices as well.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000q3b6nnojiysul@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The global shipping industry is responsible for <a href=\"https:\/\/www.imo.org\/en\/ourwork\/environment\/pages\/fourth-imo-greenhouse-gas-study-2020.aspx\" target=\"_blank\" rel=\"nofollow noopener\">around 3%<\/a> of global planet-heating pollution annually, a figure that could rise to 17% by 2050 if no action is taken, according to a 2018 European Parliament <a href=\"https:\/\/www.eea.europa.eu\/articles\/aviation-and-shipping-emissions-in-focus\" target=\"_blank\" rel=\"nofollow noopener\">analysis<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000r3b6n03ghro79@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The industry has tended to slip under the radar when it comes to climate action, in part because so much of its activity happens in international waters, making the question of accountability for its climate pollution more complex.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000s3b6nlmnithzb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The failure to adopt the tax is a huge missed opportunity, experts say. \u201cEvery delay means that innovation will struggle to scale, inequities will deepen, and the transition to clean shipping will become harder and more costly,\u201d said Natacha Stamatiou of the Environmental Defense Fund.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmguzude5000t3b6njwtt862w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There are also fears about what it means for climate diplomacy.
