{"id":242188,"date":"2025-10-21T23:51:06","date_gmt":"2025-10-21T23:51:06","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/242188\/"},"modified":"2025-10-21T23:51:06","modified_gmt":"2025-10-21T23:51:06","slug":"amid-supply-strain-plainfield-township-restructuring-water-rates-billing-system","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/242188\/","title":{"rendered":"Amid supply strain, Plainfield Township restructuring water rates, billing system"},"content":{"rendered":"<p class=\"article__paragraph article__paragraph--left\" id=\"5CZAYVHJ75CZNCLCELYD53TDRQ\">KENT COUNTY, MI &#8211; Plainfield Township is restructuring its water rates and billing system starting in 2026, a move township leaders say is intended to address a strained water system. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"L7GSZXOMI5HPFHVRJGIT2727E4\">In addition to a move from quarterly to monthly billing, the township will change to a tiered water rate system, meaning customers who regularly use more water will see higher, usage-based rates.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TIZ77QH4ORECBJC5WAUVPRIQUI\">The new rate structure was approved by the Plainfield Township Board of Trustees during its <a href=\"https:\/\/youtu.be\/5XR52k20S9Y\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/youtu.be\/5XR52k20S9Y\">Oct. 13 meeting<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BDZ6QESRM5GZ3JESKQOXXL6HQU\">The township website says households using less than 12,000 gallons per quarter, or about 4,000 gallons per month, will see bills increase by only about 1% in the first year.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EE2RK257QVGJ5E4LBLIDNZAD2A\">PlainfieldTownship Superintendent Cameron Van Wyngarden said while there are increased water delivery costs across the board, the changes are mainly due to a water use issue &#8211; particularly <a href=\"https:\/\/plainfieldmi.org\/news_detail_T10_R1244.php\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/plainfieldmi.org\/news_detail_T10_R1244.php\">during the summer months<\/a>. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QHJX4BLUXNBGPHSTD5ZLKJ5TNQ\">He said the township\u2019s water plant can treat up to 16 million gallons of water a day if it runs around the clock and there are no extenuating circumstances causing stoppages. He described that 16 million gallons as the \u201cabsolute maximum.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"E5ZLBKIZABCPPKQ4OKM7YLMRIM\">\u201cThis summer, we were producing between 11 and 12 million gallons a day on a regular basis,\u201d he said, \u201cand that\u2019s starting to put some strain on our ability to meet that demand.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DYB3RPYUZZGQ5LLYREFBR2E6SU\">With an average in the winter months of closer to three or four million gallons a day, Van Wyngarden said most of the significant summer increase is being attributed to outdoor use, like irrigation, landscaping, gardening and pools.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"32MNRAOOSBFTZFNRE2VP7XFPGI\">Around 28% of residential, single-family customers in Plainfield Township use four times more water in summer than in winter, according to the <a href=\"https:\/\/plainfieldmi.org\/news_detail_T10_R1258.php#:~:text=The%20Township%20will%20move%20from,use%20more%20water%20contributing%20more.\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/plainfieldmi.org\/news_detail_T10_R1258.php#:~:text=The%20Township%20will%20move%20from,use%20more%20water%20contributing%20more.\">township\u2019s website<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6N7R6PN2XJEGLNLSUDI7XMOWBQ\">In addition to higher summer water use, Van Wyngarden said the township has also struggled with water capacity since losing one-third of its wells due to contamination from PFAS (Per- and polyfluoroalkyl substances).<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IJCMLTLPI5HHHENE72P4DHPG7M\">PFAS was first discovered in the township\u2019s water supply in 2013, and the contaminated well field was shut down in 2015.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BGXPECPIYNF3FBRQYFOZNEV4MY\">\u201cIt\u2019s been a decade now that we\u2019ve been without it,\u201d Van Wyngarden said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"37SL72NVTFG4XONV4732JPRKNY\">To try and encourage water conservation while the township looks for a long-term replacement, a tiered system will ramp up rates for customers who use the most water. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3RHV35XDNNGH5OH2UZY6EWZW4M\">\u201cThat\u2019s really intended to place a little bit more pressure on the real high users to be conscientious of how much water they\u2019re using,\u201d he said, \u201cbecause our baseline usage throughout the years is not the problem. If we can continue to see our winter usage, even with some moderate growth, we have enough capacity in our system to meet that need for decades and decades to come. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JOH3DPQC3JEQRBXQERYQOQJDQM\">\u201cIt\u2019s the peak use that\u2019s the problem,\u201d Van Wyngarden added.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OMGP2OE75FGSHL7HCUU4QLKISU\">The first tier is for users who consume zero to 2,000 gallons, he said, with the second tier from 2,000 to 4,000 gallons and the third tier anything more than that. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MC6EDABCAFDNHAKVSM7ZRWLXL4\">\u201cSo everyone pays the same rate for the first 2,000 gallons. (They) pay a slightly higher rate for the next 2,000 gallons. More information on the rates can be found <a href=\"https:\/\/plainfieldmi.org\/Water%20Rate%20Structure%20Presentation.pdf?t=202509251154010\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/plainfieldmi.org\/Water%20Rate%20Structure%20Presentation.pdf?t=202509251154010\">here<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YHIHREIOJZAT7AFUZBWOCTDUWE\">During the Oct. 13 meeting where rate changes were made official, some residents pushed back.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AGTPU5VYZJGSVLRPL4FLJH2KSI\">Plainfield Township resident Jeannette Johnson said they\u2019ve been working in the government and nonprofit sector for many years and have lived in the township since childhood, and doesn\u2019t think the water rate structure is \u201cappropriate or fair.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OJ35Q2YKOBDCHOZFYTHA4I3DSQ\">\u201cI think the rates should stay the same,\u201d Johnson said. \u201cI think you guys should listen to the township and not change your water structure.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MOYQLBWE2JHZRFLA76BWUUOH5E\">Terrence Wilks of Grand Rapids said rates have risen \u201cconsistently over the years.\u201d He said the new system would unfairly benefit those without homes, lawns, landscaping, plants and gardens. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5PZGFKRX5ZDFZJEXWAEENPS3QM\">\u201cIf that\u2019s part of the issue as to why usage has gone up, perhaps this body should have taken that into consideration when allowing developers to develop the land,\u201d Wilks said. \u201cThat should have been a cost passed onto them.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FS5ACCVFMRH3NMTYI2PMGJUV6Q\">Some who spoke said they believe the rate change should be placed on the ballot to allow voters a say. Others said they felt the new system unfairly penalizes large families.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LTOVCAGFNZGMXHKTBPPYABGCJI\">The second of the two changes &#8211; from quarterly to monthly billing &#8211; is intended to give Plainfield Township customers a better idea of how much water they\u2019re actually using. The hope is to cut down consumption.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SVR3SZREJFDUPDFW2C4GCEXCGU\">\u201cWhen you have a quarterly bill, you might not get your water bill for the summer months until September,\u201d Van Wyngarden said, \u201cwhen it\u2019s really too late to make a change.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KCJP75SLYZFXXAQCVF5BD6H4TE\">The change will take full effect in January 2026. In December, customers will receive a \u201ctransition bill\u201d for their usage through November 2025 and base fees through the end of December.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7DJHPOOZOZF5BJ5OORH2XE7ED4\">While the water rate restructuring is one more immediate approach, Van Wyngarden said the township is also looking at increasing its well field capacity as a more permanent solution. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WNUWX5456JD6BIH32UDLEM2TKI\">Plainfield Township has added two wells, he said, but they can\u2019t produce nearly as much as the wells that were lost. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GUAFEFQGCRC7NI7N3R4UR2YQJA\">\u201cWe are looking at other options to just draw more water out of existing wells and increase that capacity to bring us back to a full 16 million gallons, which would give us a little bit more cushion near term,\u201d he said. \u201cBut then we are also exploring what is our long-term option, because this is not a long-term option.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SZ6QZDHIRVEJXMBSVTLZ7E4X7A\">Van Wyngarden said the township\u2019s engineers are working on a detailed study, which will likely be presented after the first of the year, which can outline some options. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KFULGCJUTFERVPRIPVTELBQTYA\">Those include finding another well field relatively close to the water treatment plan, which would limit costs incurred by pumping water from further away. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"S47TTB3GYZGKBD5H4UTEMIGE5M\">\u201cUnfortunately, we\u2019re not finding any good areas close to the plant that can both produce enough water and produce clean water,\u201d he said. \u201cThat\u2019s the real challenge with PFAS and other contaminants in the area, where we understand that our community has a high sensitivity to our contamination and we want to ensure that we find the highest quality of water.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U6VGH23RQRFPVAQPDUPMPFLXTA\">The next step is to look further out or \u201cget even more creative,\u201d Van Wyngarden said, possibly looking at ways to combine resources with other water systems or separating out part of the system and running it off a different water source. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EYIAWRIN5VC2XHVJXNK57URCAA\">Each of those options comes with its own unique set of challenges, whether engineering or cost, he said. Even simple things like changing a water source could have a strong impact on a system and on overall cost for consumers. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HJGCTOCFBRE4DGQMSZWQVXHQAI\">Expanding the township\u2019s water plant, for example, could come with an estimated price tag of between $50 and $60 million by 2035, he said, and contamination settlement funds don\u2019t leave spare dollars for an expansion.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UEI6TYHVJRADZFDUB53IIBV224\">Van Wyngarden also used the example of connecting to the city of Grand Rapids\u2019 water system, which he said sounds like an easy fix. But because the city uses water from Lake Michigan, and the township uses groundwater, it becomes more complicated. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IZNYHG6FO5CS3OFGB435ZOL3Q4\">\u201cThe water chemistry is different enough that it would immediately cause problems within our water system,\u201d he said. \u201cIf you introduce a soft water, all of a sudden that water is going to react with the materials that have been building up over the years in the pipes, and basically it will create a lot of water clogs, all of a sudden everyone\u2019s water heaters are going to have to be replaced.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4C4W52JVJZABXBSRZHI6YFVYBY\">Without a thought-out solution, he said it could result in a tremendous cost for the system and the customer.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H2JWVQPRSFEQHFESMKIZ6BZVR4\">\u201cIf it was easy, it\u2019d be done already,\u201d he said. <\/p>\n<p>If you purchase a product or register for an account through a link on our site, we may receive compensation.
