Across Japan, at least 13 people have been killed and more than 100 injured since April this year, according to government figures \u2013 the highest numbers since records began in 2006.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu00073b6nbc1zqpdn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In October alone, shoppers were attacked in a <a href=\"https:\/\/www.cnn.com\/2025\/10\/08\/asia\/japan-bear-supermarket-attac-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">supermarket<\/a>, a Spanish tourist was scratched by a cub at a heritage site, and a trail runner was forced to <a href=\"https:\/\/www.cnn.com\/2025\/10\/20\/asia\/japan-bear-attack-survivor-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">wrestle a bear<\/a> in the woods before sprinting to safety. Instead, they\u2019ll provide logistical support, like setting up traps and transporting carcasses shot by hunters.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000a3b6nwbvauyz1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The actual culling is reserved for licensed hunters and local hunting associations, some of whom do it recreationally or as a part-time job. But this group is shrinking and <a href=\"https:\/\/www.reuters.com\/graphics\/JAPAN-BEARS\/dwpkkldkapm\/\" target=\"_blank\" rel=\"nofollow noopener\">aging rapidly<\/a> amid Japan\u2019s demographic crisis, Reuters reported last year \u2013 prompting fears that they alone can\u2019t handle the scope of the problem.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000b3b6nam2urq28@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The federal government has acknowledged these limitations. \u201cLocal governments and hunting associations, who work together as wildlife control teams, are now severely exhausted,\u201d Defense Minister Shinjiro Koizumi said at a news conference in October. \u201cI believe it is only natural to consider what can be done in response to requests from local governors.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/11\/c-gettyimages-2239855978.jpg\" alt=\"A warning sign is seen at a closed walking trail in Hida, in Japan's Gifu prefecture, on October 7, 2025.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1800\" width=\"2400\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000c3b6nbpz7c6n3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The National Police Agency announced Thursday riot police would be authorized to shoot the animals in residential areas of Akita and Iwate prefectures, when hunters can\u2019t respond in time.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmho4o5w400013b6nrcow5ku7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Local authorities are also considering more tech-based countermeasures, such as AI-equipped surveillance cameras and drone-based alert systems, said Suzuki. Similarly, in central Gifu prefecture, the government is <a href=\"https:\/\/pref.gifu.lg.jp\/uploaded\/attachment\/471858.pdf\" target=\"_blank\" rel=\"nofollow noopener\">experimenting<\/a> with drones that play the sound of dogs barking and fireworks, in a bid to scare bears away.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000e3b6nr6x4ctab@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Meanwhile, residents and officials remain on edge. Far fewer people are <a href=\"https:\/\/www3.nhk.or.jp\/nhkworld\/en\/news\/20251103_08\/\" target=\"_blank\" rel=\"nofollow noopener\">going camping,<\/a> a popular activity in the cool fall weather; in some cities, staff are <a href=\"https:\/\/news.web.nhk\/newsweb\/na\/na-k10014965271000\" target=\"_blank\" rel=\"nofollow noopener\">handing out flyers<\/a> warning picnic-goers not to leave food lying around, NHK reported.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000f3b6nx6a22uzh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some Akita residents, afraid they could stumble upon a bear at any moment, have taken to loudly rattling their door handles before leaving the house, <a href=\"https:\/\/www.mod.go.jp\/j\/press\/kisha\/2025\/1028a.html\" target=\"_blank\" rel=\"nofollow noopener\">the defense minister said,<\/a> adding: \u201cThat is the level of anxiety residents are now living in every day.\u201d\n    <\/p>\n<p>        Climate change and blurring boundaries<\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/11\/5-1-20251106004158509.jpg\" alt=\"Japanese troops in Kazuno City, Akita prefecture, on November 5, 2025. Some suggest this is because climate change is interfering with the flowering and pollination of some of the animals\u2019 traditional sources of food.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000j3b6nupia5j1h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Ministry of Environment blamed this year\u2019s surge on <a href=\"https:\/\/www.cas.go.jp\/jp\/seisaku\/kumahigai_taisaku\/dai1\/shiryo1.pdf\" target=\"_blank\" rel=\"nofollow noopener\">a poor acorn harvest<\/a> \u2013 which drove a similar <a href=\"https:\/\/www.cnn.com\/2023\/12\/09\/asia\/bear-attacks-japan-record-climate-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">spate of attacks in 2023.<\/a>\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000k3b6ngn8r8kb8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Climate change could also be changing their seasonal patterns; warmer winters could lead to delayed hibernation, which could increase encounters with humans, some studies suggest.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000l3b6nlb6c0cuh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Another factor may be Japan\u2019s demographic shift, experts say. For years, younger generations have flocked to big cities for better job opportunities, leaving a dwindling elderly population in rural villages. That means more abandoned farmland, overgrown bushes and fruit trees, and fewer people along the borders of these towns \u2013 making it easier for bears to cross into inhabited areas.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000m3b6n3eiqwz8f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There are also just more bears these days. Bears were once hunted so much in Japan that their population dropped precipitously \u2013 but environmental protections were introduced in the 1990s, allowing the bear population to recover.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000n3b6nousb0iqp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Brown bears, mostly seen in Japan\u2019s northernmost Hokkaido island, more than <a href=\"https:\/\/www.maff.go.jp\/j\/seisan\/tyozyu\/higai\/hourei\/h_horitu\/attach\/pdf\/suisin_kaigi-23.pdf\" target=\"_blank\" rel=\"nofollow noopener\">doubled in number in 30 years<\/a>, according to government estimates \u2013 reaching 12,000 today. The number of Asiatic black bears, seen on Japan\u2019s largest island Honshu, also rose by 1.4 times between 2003 and 2018 \u2013 now reaching <a href=\"https:\/\/www.cas.go.jp\/jp\/seisaku\/kumahigai_taisaku\/dai1\/shiryo1.pdf\" target=\"_blank\" rel=\"nofollow noopener\">more than 42,000.<\/a>\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000o3b6nik55b5t9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It has strained the relationship between the mammals and Japanese communities \u2013 with government efforts swinging back and forth between conservation and targeted culling over the years.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/11\/gettyimages-1785248826.jpg\" alt=\"A group of hunters patrol an area near the scene of a bear attack in Toyama, Japan, on November 16, 2023.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"2557\" width=\"3968\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000p3b6nw6fod5yq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Culturally, Shinto and Buddhist traditions emphasize respect for life and nature, which are deeply valued in Japan; in Nagano and Gifu prefectures, black bears are sometimes revered as mountain deities, researchers wrote <a href=\"https:\/\/www.mdpi.com\/2673-7159\/5\/3\/42\" target=\"_blank\" rel=\"nofollow noopener\">in a paper<\/a> this summer. But at the same time, bears are a very real danger that can damage property and harm humans \u2013 causing a \u201cdeep-seated cultural tension,\u201d wrote the researchers.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmhlo7mnu000q3b6ne6174gb3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That tension is evident, with some people protesting proposals for expanded culling and hunting. The conservation group <a href=\"https:\/\/kumamori.org\/\" target=\"_blank\" rel=\"nofollow noopener\">Kumamori,<\/a> which claims to have 21,000 members, has urged the government to seek non-lethal measures and to regrow damaged habitats so bears can return to the mountains instead.
