{"id":280210,"date":"2025-11-08T23:25:12","date_gmt":"2025-11-08T23:25:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/280210\/"},"modified":"2025-11-08T23:25:12","modified_gmt":"2025-11-08T23:25:12","slug":"less-arguing-more-action-will-brazils-unorthodox-approach-to-cop30-work-cop30","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/280210\/","title":{"rendered":"Less arguing, more action: will Brazil\u2019s unorthodox approach to Cop30 work? | Cop30"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Shipping containers, cruise ships, river boats, schools and even army barracks have been pressed into service as <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/sep\/16\/un-tries-to-limit-staff-going-to-cop30-in-brazil-due-to-high-price-of-hotels\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">accommodation<\/a> for the 50,000 plus people descending on the Amazon: this year\u2019s Cop30 climate summit is going to be, in many ways, an unconventional one.<\/p>\n<p class=\"dcr-130mj7b\">Located in <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/apr\/25\/brazil-host-cop30-climate-talks-amazon\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Bel\u00e9m, a small city at the mouth of the Amazon river<\/a>, the Brazilian hosts have been <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jul\/30\/un-emergency-talks-sky-high-accommodation-costs-cop30-brazil\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">criticised for the exorbitant cost of scarce hotel rooms<\/a> and <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/sep\/22\/belem-residents-evicted-to-make-way-for-cop30-rentals#:~:text=On%20the%20edge%20of%20the,days%20to%20vacate%20their%20apartments.\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">hastily vacated apartments<\/a>. Many delegations have slimmed down their presence, while business leaders have decamped to hold their own events in S\u00e3o Paulo and Rio de Janeiro.<\/p>\n<p class=\"dcr-130mj7b\">But Brazil has held steady to its plan. Cop30 will bear the host country\u2019s stamp to a far greater extent than most of the <a href=\"https:\/\/www.theguardian.com\/global\/ng-interactive\/2022\/nov\/10\/climate-carnage-whose-job-is-it-to-save-the-planet-documentary\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">annual \u201cconference of the parties\u201d meetings<\/a>, in the first return for Cop to the country where it began in 1992, when the <a href=\"https:\/\/www.theguardian.com\/environment\/2022\/jun\/11\/cop-climate-change-conference-30-years-highlights-lowlights\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">UN framework convention on climate change (UNFCCC) was signed <\/a>at the landmark Earth summit in Rio.<\/p>\n<p class=\"dcr-130mj7b\">For a start, heads of state and government, including theUK\u2019s Keir Starmer, Germany\u2019s Friedrich Merz, the EU\u2019s Ursula von der Leyen, came early, a few days before the formal start of the conference. For many, descending over the rainy city of Bel\u00e9m was their first up-close glimpse of the planet\u2019s <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/feb\/14\/amazon-rainforest-could-reach-tipping-point-by-2050-scientists-warn\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">rapidly shrinking green lungs<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The series of roundtables they held over two days would, it was hoped, galvanise action from the ministers and high-ranking officials from 195 countries who will meet over the next two weeks.<\/p>\n<p class=\"dcr-130mj7b\">Brazil\u2019s changes to the usual format will extend to the end of the fortnight: the host is resisting calls to end the Cop by gavelling through the usual \u201ccover decision\u201d, a document agreed by all parties that brings together numbered resolutions on many of the disparate strands of the climate crisis. Foregoing the catch-all cover decision \u2013 a baggy, sometimes overlong document, but often the main outcome of a Cop \u2013 is a high-risk strategy, meaning some key issues may be omitted, as they were <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/26\/how-late-deal-left-a-sense-of-dissatisfaction-and-betrayal-at-cop29-baku\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">to the rage of many countries at last year\u2019s Cop29<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s worrying not to have a cover decision,\u201d one official from a previous Cop host told the Guardian. \u201cWe found it was the best way to capture the progress we had made in the negotiations across a range of issues. They may yet change their minds.\u201d<\/p>\n<p class=\"dcr-130mj7b\">From the very beginning, Brazil poured wide-ranging diplomatic effort into using the event to forge connections and foster climate networks, drawing on the <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/27\/cop30-10-things-we-learned-from-bonn-climate-talks\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Brazilian concept of the <\/a><a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jun\/27\/cop30-10-things-we-learned-from-bonn-climate-talks\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">mutir\u00e3o<\/a>. Adapted from Indigenous practice, a mutirao \u201crefers to a community coming together to work on a shared task, whether harvesting, building, or supporting one another\u201d, said Andr\u00e9 Corr\u00eaa do Lago, the Cop30 president.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBy sharing this invaluable ancestral wisdom and social technology, the incoming Cop30 presidency invites the international community to join <a href=\"https:\/\/www.theguardian.com\/world\/brazil\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Brazil<\/a> in a global mutir\u00e3o against climate change, a global effort of cooperation among peoples for the progress of humanity.\u201d (Writing to participants, he could not resist mentioning another of Brazil\u2019s passions: \u201cAs the nation of football, Brazil believes we can win by virada. This means fighting back to turn the game around when defeat seems almost certain.\u201d)<\/p>\n<p class=\"dcr-130mj7b\">Dozens of senior diplomats, community leaders and statespeople from around the world were recruited to be <a href=\"https:\/\/www.theguardian.com\/environment\/cop30\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Cop30<\/a> envoys and ambassadors; as were a \u201ccircle\u201d of previous Cop presidents, including the UK\u2019s Alok Sharma; a circle of finance ministers; a people\u2019s circle for Indigenous communities; and special envoys for energy, agriculture and business.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBrazil have put a lot of preparation into this Cop over two years,\u201d says Nicholas Stern, an economics professor at the London School of Economics. \u201cWhatever comes out will be more considered than a rush job would have been. They have taken very important steps [in bringing experts together].\u201d<\/p>\n<p class=\"dcr-130mj7b\">Some of the circles have already borne fruit; the finance ministers\u2019 meeting facilitated introductions not only among countries, but in some cases between finance and environment ministers within the same government. \u201cSome of them appeared not to have known each other before,\u201d one participant observed.<\/p>\n<p class=\"dcr-130mj7b\">President Luiz In\u00e1cio Lula da Silva wanted social issues high on the agenda, so his environment minister, Marina Silva, set up an initiative called the global ethical stocktake (GES), which will pursue climate justice. Bringing together Indigenous people \u2013 who have been promised a much bigger role in this summit than previous ones \u2013 and representatives for poor communities, vulnerable people, workers and marginalised groups, the GES aims to ensure fairness and equity are key considerations in any climate policy.<\/p>\n<p class=\"dcr-130mj7b\">\u201c[The GES] is simply about integrating the ethical dimension, to bolster political decisions and technical measures,\u201d Silva said. \u201cWe already possess virtually all the technical solutions for climate change, biodiversity loss, and even pressing social issues.
