{"id":288315,"date":"2025-11-13T03:02:11","date_gmt":"2025-11-13T03:02:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/288315\/"},"modified":"2025-11-13T03:02:11","modified_gmt":"2025-11-13T03:02:11","slug":"house-passes-bill-to-end-historic-government-shutdown-sending-measure-to-trump","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/288315\/","title":{"rendered":"House passes bill to end historic government shutdown, sending measure to Trump"},"content":{"rendered":"<p>WASHINGTON (AP) \u2014 The House passed a bill Wednesday to end the nation\u2019s longest <a href=\"https:\/\/apnews.com\/hub\/government-shutdown\" rel=\"nofollow noopener\" target=\"_blank\">government shutdown<\/a>, sending the measure to President Donald Trump for his signature after a historic 43-day funding lapse that saw federal workers go without multiple paychecks, travelers stranded at airports and people lining up at food banks to get a meal for their families.<\/p>\n<p>House lawmakers made their long-awaited return to the nation\u2019s capital this week after nearly eight weeks away. Republicans used their slight majority to get the bill over the finish line with a mostly party-line vote of 222-209. The Senate has already passed the measure. <\/p>\n<p>Democrats wanted to extend an enhanced <a href=\"https:\/\/apnews.com\/article\/aca-credits-health-care-subsidies-government-shutdown-7f7a3609bf78dd7e43be9a041a090220\" rel=\"nofollow noopener\" target=\"_blank\">tax credit<\/a> expiring at the end of the year that lowers the cost of health coverage obtained through Affordable Care Act marketplaces. They refused to go along with a short-term spending bill that did not include that priority. But Republicans said that was a separate policy fight to be held at another time.<\/p>\n<p>\u201cWe told you 43 days ago from bitter experience that government shutdowns don\u2019t work,\u201d said Rep. Tom Cole, the Republican chairman of the House Appropriations Committee. \u201cThey never achieve the objective that you announce. And guess what? You haven\u2019t achieved that objective yet, and you\u2019re not going to.\u201d<\/p>\n<p>]]><\/p>\n<p>The shutdown magnified the stark partisan divisions within Congress, and that split screen was reflected when lawmakers debated the spending measure on the House floor. <\/p>\n<p>Republicans said Democrats sought to use the pain generated by the shutdown to prevail in a policy dispute.<\/p>\n<p>\u201cThey knew it would cause pain and they did it anyway,\u201d House Speaker Mike Johnson said.<\/p>\n<p>Democrats said Republicans raced to pass tax breaks earlier this year that they say mostly will benefit the wealthy. But the bill before the House Wednesday \u201cleaves families twisting in the wind with zero guarantee there will ever, ever be a vote to extend tax credits to help everyday people pay for their health care,\u201d said Rep. Jim McGovern, D-Mass.<\/p>\n<p>Democratic leader Hakeem Jeffries said Democrats would not give up on the subsidy extension even if the vote did not go their way.<\/p>\n<p>\u201cThis fight is not over,\u201d Jeffries said. \u201cWe\u2019re just getting started.\u201d<\/p>\n<p>The House had not been in legislative session since Sept. 19, when it <a href=\"https:\/\/apnews.com\/article\/house-trump-funding-bill-republicans-shutdown-1fea0f79c85ec69b91d9789fbda00834\" rel=\"nofollow noopener\" target=\"_blank\">passed a short-term measure<\/a> to keep the government open when the new budget year began in October. Johnson sent lawmakers home after that vote and put the onus on the Senate to act, saying House Republicans had done their job.<\/p>\n<p>]]><\/p>\n<p>The compromise to end the shut<br \/>\ndown<\/p>\n<p>The legislation included buy-in from <a href=\"https:\/\/apnews.com\/article\/government-shutdown-8-democrats-e83180c0b69642a00a234c244d9ea76e\" rel=\"nofollow noopener\" target=\"_blank\">eight senators who broke ranks<\/a> with the Democrats after reaching the conclusion that Republicans would not bend on using a government funding to bill to extend the health care tax credits. Meanwhile, the shutdown\u2019s toll was growing by the day. <\/p>\n<p>The compromise funds three annual spending bills and extends the rest of government funding through Jan. 30. Republicans promised to hold a vote by mid-December to extend the health care subsidies, but there is no guarantee of success.<\/p>\n<p>\u201cWe had reached a point where I think a number of us believed that the shutdown had been very effective in raising the concern about health care,\u201d said Sen. Jeanne Shaheen, D-N.H. The promise for a future vote \u201cgives us an opportunity to continue to address that going forward.\u201d<\/p>\n<p>The legislation includes a reversal of <a href=\"https:\/\/apnews.com\/article\/government-shutdown-federal-worker-firings-0439e8d0979d9a32e021c5c851fea1cf\" rel=\"nofollow noopener\" target=\"_blank\">the firing of federal workers<\/a> by the Trump administration since the shutdown began. It also protects federal workers against further layoffs through January and guarantees they are paid once the shutdown is over. The bill for the Agriculture Department means people who rely on key food assistance programs will see those benefits funded without threat of interruption through the rest of the budget year.<\/p>\n<p>The package includes $203.5 million to boost security for lawmakers and an additional $28 million for the security of Supreme Court justices. <\/p>\n<p>Democrats are also seizing on language that would give senators the opportunity to sue when a federal agency or employee searches their electronic records without notifying them, allowing for up to $500,000 in potential damages for each violation. Democrats called for removal of the provision. <\/p>\n<p>The language seems aimed at helping Republican senators pursue damages if their phone records were <a href=\"https:\/\/apnews.com\/article\/fbi-january-6-senate-grassley-26dcd37c3b9e84c0173e63799baf3fa4\" rel=\"nofollow noopener\" target=\"_blank\">analyzed by the FBI<\/a> as part of an investigation into Trump\u2019s efforts to overturn <a href=\"https:\/\/apnews.com\/article\/joe-biden-wins-white-house-ap-fd58df73aa677acb74fce2a69adb71f9\" rel=\"nofollow noopener\" target=\"_blank\">his 2020 election loss<\/a> to Democrat Joe Biden. The provisions drew criticism from Republicans as well. Johnson said he was \u201cvery angry about it.\u201d<\/p>\n<p>\u201cThat was dropped in at the last minute, and I did not appreciate that, nor did most of the House members,\u201d Johnson said, promising a vote on the matter as early as next week.<\/p>\n<p>The biggest point of contention, though, was the fate of the expiring enhanced tax credit that makes health insurance more affordable through Affordable Care Act marketplaces. <\/p>\n<p>]]><\/p>\n<p>\u201cIt\u2019s a subsidy on top of a subsidy. Our friends added it during COVID,\u201d Cole said. \u201cCOVID is over. They set a date certain that the subsidies would run out. They chose the date.\u201d<\/p>\n<p>Rep. Nancy Pelosi, D-Calif., said the enhanced tax credit was designed to give more people access to health care and no Republican voted for it.<\/p>\n<p>\u201cAll they have done is try to eliminate access to health care in our country. The country is catching on to them,\u201d Pelosi said.<\/p>\n<p>Most Democrats call the passage of the spending bill this week a mistake. Senate Democratic leader Chuck Schumer of New York, who received blowback from his party in March when he voted to keep the government open, said the bill \u201cfails to do anything of substance to fix America\u2019s healthcare crisis.\u201d<\/p>\n<p>Without the enhanced tax credit, premiums on average will more than double for millions of Americans. More than 2 million people would lose health insurance coverage altogether next year, the Congressional Budget Office projected. <\/p>\n<p>Independent Sen. Bernie Sanders of Vermont, who caucuses with the Democrats, said giving up the fight was a \u201chorrific mistake.\u201d Sen. Chris Murphy, D-Conn., agreed, saying that voters who <a href=\"https:\/\/apnews.com\/article\/election-2025-results-takeaways-charts-e440e2b57f751acb5e173ab35aab1bc6\" rel=\"nofollow noopener\" target=\"_blank\">overwhelmingly supported Democrats in last week\u2019s elections<\/a> were urging them to \u201chold firm.\u201d<\/p>\n<p>Health care debate ahead <\/p>\n<p>It\u2019s unclear whether the parties will find any common ground on health care before the December vote in the Senate. Johnson has said he will not commit to bringing it up in his chamber. <\/p>\n<p>Some Republicans have said they are open to extending <a href=\"https:\/\/apnews.com\/article\/congress-health-care-tax-credits-obamacare-shutdown-f1ee636ddba7f65baa5234c55cb0c96e\" rel=\"nofollow noopener\" target=\"_blank\">the COVID-19 pandemic-era tax credits<\/a> as premiums will soar for millions of people, but they also want new limits on who can receive the subsidies. Some argue that the tax dollars for the plans should be routed through individuals rather than go directly to insurance companies. <\/p>\n<p>Sen. Susan Collins, R-Maine, chair of the Senate Appropriations Committee, said Monday that she was supportive of extending the tax credits with changes, such as new income caps. Some Democrats have signaled they could be open to that idea. <\/p>\n<p>House Democrats expressed great skepticism that the Senate effort would lead to a breakthrough. <\/p>\n<p>Rep.
