It also should capitalize on its long-standing legal obligation to deliver to every address.<\/p>\n<p>One way it can do that, Steiner said during the Postal Board of Governors meeting in Washington, is by working with more customers to provide final or \u201clast mile\u201d delivery to individual home and businesses, the most expensive and labor-intensive part of delivery.<\/p>\n<p>\u201cI\u2019ve taken to saying that we cannot cost-cut our way to prosperity,\u201d Steiner said. \u201cWe have to grow.\u201d<\/p>\n<p>Steiner said the postal service, which has\u00a0<a href=\"https:\/\/apnews.com\/article\/us-postal-service-privatization-trump-musk-dejoy-692d56e701f3853af4ce914832a33124\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/apnews.com\/article\/us-postal-service-privatization-trump-musk-dejoy-692d56e701f3853af4ce914832a33124\" class=\"sc-5ad7098d-0 lcJVdL\">faced an uncertain future<\/a>\u00a0since President Donald Trump\u2019s election to a second term, is currently negotiating deals with private parcel delivery service <a href=\"https:\/\/fortune.com\/company\/ups\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/ups\/\" class=\"sc-5ad7098d-0 lcJVdL\" rel=\"nofollow noopener\">UPS<\/a> and similar companies to expand its last-mile service for the final leg of delivery. He said USPS also wants to open up that program to large and small retailers, offering same-day and next-day delivery.<\/p>\n<p>\u201cWe\u2019ve begun discussions with a number of retailers and the desire for fast, reliable and affordable delivery is certainly strong among all retailers,\u201d he said. \u201cOur value resides in going to every address six and often seven days a week while offering a remarkable retail and processing footprint.\u201d<\/p>\n<p>Steiner, who began as postmaster general in July, was previously a board member of the <a href=\"https:\/\/fortune.com\/company\/fedex\/\" target=\"_blank\" aria-label=\"Go to https:\/\/fortune.com\/company\/fedex\/\" class=\"sc-5ad7098d-0 lcJVdL\" rel=\"nofollow noopener\">FedEx<\/a> delivery service.<\/p>\n<p>Postal service faces major financial challenges<\/p>\n<p>While a new financial report released Friday showed operating revenue of $80.5 billion, an increase of $916 million from last fiscal year, the postal service suffered net losses totaling $9 billion. It marks a slight improvement from the previous fiscal year, when the net loss was $9.5 billion.<\/p>\n<p>Amber McReynolds, who was re-elected chair of the Postal Board of Governors on Friday, said \u201clong-standing and unnecessary restrictions\u201d are weighing down USPS\u2019s bottom line and \u201chighlight the urgent need for executive and legislative action\u201d so the postal service can be financially sustainable for the long-term. USPS is an independent and mostly self-supporting federal agency.<\/p>\n<p>She said the postal service is currently required to pay a \u201cdisproportionate share\u201d into its retiree system compared to other federal agencies. It\u2019s also only allowed to invest postal retirement funds in treasury securities, losing out on hundreds of billions of dollars that could be invested in a diversified portfolio, she added.<\/p>\n<p>McReynolds also called for congressional updates to USPS\u2019s pricing system, its workers\u2019 compensation program and its borrowing limits, which haven\u2019t been changed since 1991.<\/p>\n<p>\u201cThis is urgent and it is time for action,\u201d she said.<\/p>\n<p>Steiner warned Friday there\u2019s also a need to cut costs at the post office, be more efficient and use innovative methods, including bringing artificial intelligence into the USPS logistics network.<\/p>\n<p>\u201cTo do all of this, we need capital and the ability to leverage our assets,\u201d he said. \u201cWe should be able to borrow like our competitors, who are not limited by statute.\u201d<\/p>\n<p>Sticking with modernization plans<\/p>\n<p>Steiner, who said he has visited more than 20 postal facilities and spoken with thousands of postal workers and stakeholders during his first 100 days on the job, made it clear Friday he plans to mostly stay the course with the $40 billion, 10-year modernization and financial stabilization plan launched by his predecessor,\u00a0<a href=\"https:\/\/apnews.com\/article\/united-states-postal-service-usps-postmaster-dejoy-steps-down-9692807bf87a0283385d30c1b46e22c4\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/apnews.com\/article\/united-states-postal-service-usps-postmaster-dejoy-steps-down-9692807bf87a0283385d30c1b46e22c4\" class=\"sc-5ad7098d-0 lcJVdL\">Louis DeJoy<\/a>.<\/p>\n<p>He said the progress made so far has empowered the USPS to \u201creach new levels,\u201d noting on-time mail delivery has been steadily improving and most customers can expect delivery of their mail and packages in less than three days on average. However, he said more improvements are still needed.<\/p>\n<p>With the busy holiday season looming, Steiner said the postal service is ready, noting $20 billion has been spent over the past four years on mail processing and logistics modernization. Also, due to a \u201cstabilized workforce,\u201d only a \u201cmodest\u201d number of seasonal employees of roughly 14,000 people will need to be hired.<\/p>\n<p>While multiple members of the public on Friday voiced concerns about the postal service possibly being privatized, an idea\u00a0<a href=\"https:\/\/apnews.com\/article\/trump-postal-service-usps-what-to-know-672db6c590837411ca3ba36966e374e1\" target=\"_blank\" rel=\"noopener nofollow\" aria-label=\"Go to https:\/\/apnews.com\/article\/trump-postal-service-usps-what-to-know-672db6c590837411ca3ba36966e374e1\" class=\"sc-5ad7098d-0 lcJVdL\">raised by President Donald Trump<\/a>\u00a0and his former adviser, Elon Musk, McReynolds tried to quash the notion.<\/p>\n<p>\u201cThere are no proposals or plans to privatize the postal service,\u201d she said. \u201cThe new postmaster general has talked at length about that in his public comments and the board certainly has shared that sentiment as well.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Steiner said the\u00a0150-year-old agency\u00a0needs to expand its revenue base to restore prominence in the nation\u2019s delivery network.
