She put her order on hold for 21 days to allow for an appeal, however.District of Columbia Attorney General Brian Schwalb sued to challenge the <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/national-guard-us?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">Guard<\/a> deployments. He asked the judge to bar the White House from deploying Guard troops without the mayor\u2019s consent.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Cobb found that the president only has the power to call up the Guard \u201cthrough the exercise of a specific power outlined in state law\u201d, not for \u201cwhatever reason\u201d he sees fit.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">In August, Trump issued an executive order declaring a crime emergency in Washington.
