It is likely to set off a fresh conflict with California Governor <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/gavin-newsom?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">Gavin Newsom<\/a>, a Democrat who is among the president\u2019s harshest critics.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">The plan contemplates 21 sales off the coast of Alaska starting next year, seven in the Gulf of Mexico and six in the Pacific Ocean from northern to southern California.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Oil and gas leases in federal waters accounted for 14 per cent of US oil production and 2 per cent of domestic natural gas production in financial year 2024, according to federal data.
