What\u2019s more, they\u2019ll hit consumer pocketbooks early next year, making the path for the Federal Reserve and the economy a bit bumpy.<\/p>\n<p>Because the law makes tax changes retroactive through 2025, some analysts are expecting what JP Morgan Asset Management is calling a &#8220;refund surge.&#8221; The group\u2019s chief global strategist, David Kelly, wrote in late August that the IRS thinks \u201cfar too much money will have been withheld from taxpayers and refunds will surge in early 2026.\u201d<\/p>\n<p>Kelly and his team reckon that the IRS will send an average refund of $3,278 to 104 million taxpayers \u2013 but both the number of taxpayers and the average refund payment could be even higher.<\/p>\n<p>That \u201cshould boost consumer spending in a similar way to pandemic stimulus checks,\u201d Kelly wrote, though since they will benefit higher-income consumers more, they may not be spent quite as quickly as the pandemic stimulus, which largely benefitted middle- and lower-wage workers.<\/p>\n<p class=\"related-link\">More: <a href=\"https:\/\/www.usatoday.com\/story\/money\/economy\/2025\/11\/15\/us-economy-kshape-inflation-consumers\/87213878007\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Does the U.S. have a &#8216;K-shaped economy&#8217;? The combination of more money juicing consumption and still-easy monetary policy will cause inflation to pick up, Kotok told USA TODAY. \u201cWe\u2019re going to be boosting prices with pressure on a central bank to lower interest rates at the wrong time,\u201d he said.<\/p>\n<p>Traders overwhelmingly expect the Fed to cut interest rates by another quarter percentage point when it meets in mid-December, according to the <a href=\"https:\/\/www.cmegroup.com\/markets\/interest-rates\/cme-fedwatch-tool.html\" rel=\"nofollow noopener\" target=\"_blank\">CME FedWatch tool<\/a>. Meanwhile, experts of all sorts, from investment managers and economists to policymakers and social scientists, continue to debate the impact of drama from Washington, including shock-and-awe policies like <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2025\/12\/01\/suburban-grandmas-protest-ice-in-ohio\/87489353007\/\" rel=\"nofollow noopener\" target=\"_blank\">detentions<\/a> and <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2025\/10\/01\/looming-layoffs-federal-workers\/86456233007\/\" rel=\"nofollow noopener\" target=\"_blank\">mass firings<\/a>, on everyday Americans.<\/p>\n<p>\u201cYes, I&#8217;m worried about the economy,\u201d Kotok said. \u201cI don&#8217;t expect inflation to subside, roll over, and go down to some very low level. I do expect economic shocks out of an economy that is being shocked daily.\u201d<\/p>\n<p>American consumers continue to spend<\/p>\n<p>But Ed Al-Hussainy, a portfolio manager at Columbia Threadneedle Investments, believes the concerns about fragile American consumers are overblown.<\/p>\n<p>\u201cThe thinking goes, well, if you shock the confidence of consumers, they will become more conservative, they&#8217;ll save more, they will spend less,\u201d Al-Hussainy said. \u201cIs there any evidence of that in the actions of US consumers in aggregate? Absolutely not. Just, no.\u201d<\/p>\n<p>Indeed, <a href=\"https:\/\/business.adobe.com\/resources\/holiday-shopping-report.html\" rel=\"nofollow noopener\" target=\"_blank\">data from Adobe<\/a> show that holiday spending through Cyber Monday was 7.1% higher than a year ago.<\/p>\n<p>Despite that, Al-Hussainy and others say there are forces bigger than consumer spending that may outweigh any uptick in inflation.<\/p>\n<p>\u201cWith a raft of surveys also pointing to much weaker wage growth and lower core services inflation within the next few quarters, we think a sharper-than-expected decline in inflation will push the (Fed) to continue easing policy beyond this month\u2019s meeting,\u201d wrote analysts at Pantheon Macroeconomics in a December 1 note.<\/p>\n<p>Al-Hussainy is most focused on wage growth, which has been slowing <a href=\"https:\/\/fred.stlouisfed.org\/series\/CES0500000003\" rel=\"nofollow noopener\" target=\"_blank\">since March 2022<\/a>.
