{"id":328164,"date":"2025-12-03T14:52:14","date_gmt":"2025-12-03T14:52:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/328164\/"},"modified":"2025-12-03T14:52:14","modified_gmt":"2025-12-03T14:52:14","slug":"governors-lead-the-charge-on-building-americas-infrastructure","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/328164\/","title":{"rendered":"Governors Lead the Charge On Building America\u2019s Infrastructure"},"content":{"rendered":"<p><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/infrastructure_2025-1024x576.jpeg\" alt=\"\" class=\"wp-image-76746\"  \/><\/p>\n<p>Governors from across the country have long recognized <a href=\"https:\/\/www.nga.org\/news\/commentary\/building-for-tomorrow-governors-showcase-infrastructure-investment-in-state-of-the-state-addresses\/\" rel=\"nofollow noopener\" target=\"_blank\">the importance of infrastructure<\/a> as a foundation of community well-being and economic growth, and 2025 was no exception. This year, states and territories prioritized infrastructure deployment to keep up with rapid AI growth, new advanced manufacturing investments, and rising freight and passenger movements. To this end, Governors\u2019 efforts coalesced around several main policy fronts, and NGA played a key role in advancing this work on behalf of Governors.<\/p>\n<p>Bipartisan Permitting Working Group<\/p>\n<p>A <a href=\"https:\/\/www.nga.org\/news\/commentary\/permitting-progress\/\" rel=\"nofollow noopener\" target=\"_blank\">top priority of Governors in 2025<\/a> has been reducing the time and cost associated with approving major infrastructure projects. At NGA\u2019s Winter Meeting in February, it was announced that a bipartisan working group of more than a dozen Governors had been established to improve federal permitting and regulatory processes for critical energy infrastructure. In October, the co-chairs of the working group, NGA Chair Oklahoma Governor Kevin Stitt and Pennsylvania Governor Josh Shapiro, released a <a href=\"https:\/\/www.nga.org\/news\/press-releases\/governors-issue-bipartisan-energy-permitting-reform-priorities\/\" rel=\"nofollow noopener\" target=\"_blank\">package of reform priorities<\/a> focused on ensuring federal permitting processes are streamlined and administered in a technology-neutral and apolitical manner that allows energy projects of all types to move forward.<\/p>\n<p>\u201cThis isn\u2019t a Republican or Democrat issue. Every American needs to heat their home and power their vehicle. As the demand for energy rises as we bring new technologies and AI online, we need to complete energy infrastructure projects in a faster, more efficient way.\u201d<\/p>\n<p><img decoding=\"async\" class=\"gb-testimonial-avatar\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/Oklahoma-Kevin-Stitt-square-150x150.jpg\"\/>Governor Kevin StittOklahoma<\/p>\n<p>Surface Transportation Reauthorization Efforts<\/p>\n<p>In June, NGA\u2019s Economic Development Task Force <a href=\"https:\/\/www.nga.org\/advocacy-communications\/letters-nga\/economic-development-revitalization-task-force-letter-on-surface-transportation-reauthorization\/\" rel=\"nofollow noopener\" target=\"_blank\">sent a letter<\/a> to Congressional leaders regarding the development of a surface transportation reauthorization bill in the context of the conclusion\u00a0of Infrastructure Investment and Jobs Act\u00a0appropriations in September\u00a02026. This letter encouraged the passage of a timely and bipartisan bill that upholds a strong state-federal-territorial partnership and invests in core transportation programs. Governors urged committee leadership to adopt a number of recommendations, including ensuring robust funding levels, promoting certainty and timely release of funds, and increasing flexibility by prioritizing formula programs. \u00a0In July, on behalf of NGA, North Dakota Governor Kelly Armstrong <a href=\"https:\/\/www.nga.org\/news\/press-releases\/governor-armstrong-advocates-transportation-priorities-in-senate-testimony\/\" rel=\"nofollow noopener\" target=\"_blank\">testified before the U.S. Senate Committee on Environment and Public Works<\/a> urging policymakers to maintain robust transportation funding, ensure flexibility for states, and take action to ensure efficiency, certainty and transparency in the permitting process. \u00a0<\/p>\n<p>\u201cIn rural states like ours, transportation infrastructure isn\u2019t merely about convenience \u2013 it\u2019s a pillar of our communities and thriving local economies. Our highways, roads and bridges are essential lifelines connecting our agricultural producers, energy industry, small businesses and families to markets, healthcare, education and emergency services.\u201d<\/p>\n<p><img decoding=\"async\" class=\"gb-testimonial-avatar\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/GovernorArmstrong-150x150.jpg\"\/>Governor Kelly ArmstrongNorth Dakota<\/p>\n<p>Infrastructure Coordinator Workshops Focus on State Solutions \u00a0<\/p>\n<p>Beyond advocacy efforts, NGA has supported Governors\u2019 advisors through a series of in-person convenings. This year, NGA convened two workshops in Washington, D.C., for Governors\u2019 Infrastructure Coordinators, who play a pivotal role implementing federal and state infrastructure programs in their states and territories.<\/p>\n<p>These convenings, the first held in <a href=\"https:\/\/www.nga.org\/meetings\/governors-infrastructure-coordinators-convene-for-ninth-workshop\/\" rel=\"nofollow noopener\" target=\"_blank\">April<\/a> and the second in <a href=\"https:\/\/www.nga.org\/meetings\/fall-2025-governors-infrastructure-coordinators-workshop\/\" rel=\"nofollow noopener\" target=\"_blank\">November<\/a>, explored a range of topics suggested by Governors\u2019 Infrastructure Coordinators in the lead up to the event, including utilizing right-of-way for energy transmission and linear infrastructure, supporting local governments with infrastructure deployment, the assumption of federal permitting responsibilities, state options for infrastructure funding, and public-private partnerships. Some of the key themes that emerged at the workshop include the need to be doing \u201cmore with less\u201d through state policy levers as well as the critical importance of the infrastructure coordinator role in developing a strategic approach to infrastructure and working across agencies to deliver cross-sector solutions.<\/p>\n<p>\u201cThe PA Permit Fast Track Program is a game-changer that enhances coordination and communication between the project sponsor and state agencies to cut through red tape, streamline critical projects, and give businesses the confidence to invest and create jobs here in Pennsylvania. We\u2019re proving that government can move at the speed of business and we\u2019re building a stronger, more competitive Commonwealth where folks want to live, work, and build their future.\u201d<\/p>\n<p><img decoding=\"async\" class=\"gb-testimonial-avatar\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/2025WM_Shapiro-150x150.jpg\"\/>Governor Josh ShapiroPennsylvania<\/p>\n<p>Broadband Leaders Workshop and the Implementation of BEAD<\/p>\n<p>In June, NGA hosted its annual <a href=\"https:\/\/www.nga.org\/meetings\/nga-hosts-4th-broadband-leaders-workshop\/\" rel=\"nofollow noopener\" target=\"_blank\">Broadband Leaders Workshop<\/a> in Columbus, Ohio. \u00a0More than 65 broadband leaders from 30 states and territories came together with federal officials, <a href=\"https:\/\/www.nga.org\/about\/ngapartners\/\" rel=\"nofollow noopener\" target=\"_blank\">NGA Partners<\/a>, and other corporate and non-profit leaders to share best practices and discuss critical issues in closing the digital divide in the United States. This meeting was held just days after the National Telecommunications and Information Administration (NTIA) released its Restructuring Policy Notice for the $42.5 billion Broadband Equity, Access and Deployment (BEAD) program, giving attendees the opportunity to review policy changes with NTIA, discuss the new guidance collaboratively and plan how to move forward on this critical program. Beyond deployment challenges, Governors <a href=\"https:\/\/www.nga.org\/updates\/telecom-infrastructure-vandalism-and-public-safety-impacts\/\" rel=\"nofollow noopener\" target=\"_blank\">are also addressing<\/a> the growing threat of telecommunications infrastructure vandalism, which impacts 911 systems, healthcare networks, and other critical services, particularly in rural areas.<\/p>\n<p>\u201cWe know that the internet is no longer a luxury. It\u2019s a necessity for education, health care and for our economy.\u201d<\/p>\n<p><img decoding=\"async\" class=\"gb-testimonial-avatar\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/Governor-Beshear_Official-Picture_square-150x150.jpg\"\/>Governor Andy BeshearKentucky<\/p>\n<p>Looking Ahead: Infrastructure in 2026 <\/p>\n<p>2026 will be a critical year for infrastructure at the state and territorial level. As Governors advance economic development priorities through infrastructure deployment, they must face several underlying challenges, including declining transportation revenues, high construction costs, project delivery hurdles and federal funding uncertainty in the face of the reauthorization of the surface transportation bill.
