Slavin to Michael Kennedy, executive director of the state Department of Health\u2019s Division of Certificate of Need and Licensing.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"34KBLALM4VA75ICKJPH62IDFPE\">The State Health Planning Board deferred a highly-anticipated decision on Thursday regarding the relocation of Monmouth Medical Center\u2019s acute care services from Long Branch to a <a href=\"https:\/\/www.nj.com\/healthfit\/2025\/11\/blessing-or-big-mistake-nj-community-divided-on-relocation-of-hospital-services.html\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/11\/blessing-or-big-mistake-nj-community-divided-on-relocation-of-hospital-services.html\">new $800 million general hospital<\/a> located roughly 5 miles away.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VF6ADVZ3QVAJFCIMY6ELQHIYQI\">\u201cWe are not prepared to take action on this application tonight. Several concerns that the board members (have), I can highlight at a high level,\u201d said Board Member Kevin J. Slavin, former president and CEO at St Joseph\u2019s Healthcare.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QMFOFMSNRBBPNCS44UCU2JX46Y\">\u201cWe need more information on disparities for residents of Long Branch and vulnerable population, and additional information on transportation options to ensure that access to vulnerable populations will be secured,\u201d Slavin said. \u201cWe\u2019d like to see additional information on staffing as it impacts other providers and an extension of maintenance requirements for the services.\u201d <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"77J7PF36BVHPXN6UIKSMKFUTGA\">The board voted to defer and revisit the issue after a long day that started at 10 a.m. Thursday and concluded shortly before 6:30 p.m.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3BVVQ4LAPBGW5EQFBKSNIFRHB4\">Construction on the new general hospital in Tinton Falls is expected to begin in 2027, with completion expected in 2032. The new site will be operated in conjunction with Monmouth Medical Center, which isn\u2019t closing, according to its owners. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CMD72ZZCZZCLHAGKGQWGC4CRDE\">The proposed relocation was first announced in early October by RWJ Barnabas Health, which owns Monmouth Medical Center and 13 other hospitals in the state. It has been the subject of heated debate ever since. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U53QV5Y3MJCYZFN37B6SV3WU5Y\"><a href=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-moving-most-of-its-services-to-another-town-this-lawmaker-blames-murphy.html\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.nj.com\/healthfit\/2025\/10\/nj-hospital-moving-most-of-its-services-to-another-town-this-lawmaker-blames-murphy.html\">U.S. Rep. Frank Pallone<\/a> emerged as one of the project\u2019s fiercest critics. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MUYKSOQGZBEXDGE4OBSAPVUAO4\">\u201cSimply put, RWJ Barnabas\u2019 plan to close the Long Branch hospital puts profits over people. Period. They are abandoning a poorer, more diverse city for a significantly wealthier, less diverse suburb,\u201d Pallone said Thursday. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OGEDX3CHR5AJZB2SDLD6HMCJIQ\">Hospital officials maintain the new acute care facility is centrally located and better equipped to serve patients. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZL7CTK24MNFEFE35URL3JBJRVM\">President and CEO Eric Carney testified at the first Nov. 13 public hearing before the State Health Planning Board that an architectural assessment of the 13-acre Monmouth Medical Center campus revealed serious infrastructure problems. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CKOG3NRWFFGLDKZCQRVBMN4RJQ\">\u201cThe results show that the majority of our buildings at our hospital were deemed undesirable and near end of life for continued hospital operations,\u201d Carney said. <\/p>\n<p><img fetchpriority=\"low\" loading=\"lazy\" decoding=\"async\" alt=\"RWJBarnabas Health Vogel Medical Campus\" class=\"article__image-content\" src=\"https:\/\/www.newsbeep.com\/us\/wp-content\/uploads\/2025\/12\/PQWNA5Q6YBBFVGEKYUH7SPHZEI.jpg\"  \/>Many of Monmouth Medical Center&#8217;s acute care services will be relocated to a new facility. Another 200 people attended remotely, according to <a href=\"https:\/\/web.doh.nj.gov\/apps2\/documents\/bc\/Monmouth%20MC%20Relocation%20Summary%20FInal%2012-1-25.pdf\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/web.doh.nj.gov\/apps2\/documents\/bc\/Monmouth%20MC%20Relocation%20Summary%20FInal%2012-1-25.pdf\">a summary<\/a> prepared by the New Jersey Department of Health. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JQ2SRUK6NBEZVAAB3IRSGARC4E\">Of those who spoke in person, 35 expressed support and about 58 expressed opposition. However, the majority of written comments submitted to the state supported the application, with 882 backing the move and 34 opposing it, according to the summary. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"R5XDHU4FAZH7HPHVP6CIRUYYLI\">The State Health Planning Board heard seven additional hours of testimony on Thursday from people invited to comment either before the board in Trenton at the New Jersey State Museum Auditorium or virtually from the Long Branch Senior Center. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FKKGKWTSOBBCREY7KCX6JOO4EA\">Those who spoke against the plan raised concerns about longer travel times, the impact on other hospitals in the region and disruptions in care.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OBAOTTZ2IRFJNIGXXFDJVNOUGI\">\u201cMonmouth Medical Center is a primary access point for emergency, maternal, pediatric, surgical and behavioral health services in the region. Any consideration of relocation carries significant implications for access to care, emergency preparedness, infrastructure planning and local economic conditions,\u201d said Lisa Wilson, executive director of Coastal Communities Family Success Center, a community-based organization that serves economically challenged individuals and families in Long Branch. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MILMTE4ELFF3RDTDHIOK3QBQZI\">Others claimed the relocation would disproportionately affect minority and low-income families who rely on the hospital for affordable and culturally competent care. Minority groups make up over 46% of Monmouth Medical Center\u2019s patients and approximately 31% of patients are underinsured or uninsured, according to the Certificate of Need application. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CXX37DQMOZBOZKOEJH22QYWV2I\">\u201cThis plan brings our care closer to the majority of patients we already serve,\u201d Carney said Thursday.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VWNGD23Y7BGNHFJOO2ZRWPESPU\">Those in support of the move focused on the need for modernization and expansion, arguing the current site can no longer meet the changing needs of the community. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XC3AXXQQPVGTZKRUFGFB5FUNBQ\">\u201cIt\u2019s being built to better serve the nearly 650,000 residents of the county, as well as residents of other Shore communities. And that\u2019s not a facility that can be accommodated in the present location,\u201d said Christian Hartman, senior vice president of the <a href=\"https:\/\/allianceforaction.com\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/allianceforaction.com\/\">New Jersey Alliance for Action<\/a>, a nonpartisan, nonprofit association focused on building the state\u2019s economy. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A757SIN3F5DCNKH6T4GNZHPM7I\">The application was also endorsed by state health department staff, which recommended approving the relocation with some conditions \u2014 among them, communicating the move clearly with the community and availability of no-charge transportation from Long Branch to the Vogel Medical Center Campus.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HDAN24BJ3BHUVPMKFBZAKADWSI\">The State Health Planning Board ultimately decided to postpone the vote to allow for more time to address the main concerns raised by community members. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NQEOFL2FNBFRVNBM5WD5H6FR4M\">\u201cWe are extremely disappointed that the State Health Planning Board decided not to act on the positive recommendation of the New Jersey Department of Health&#8230;\u201c a spokesperson for RWJ Barnabas said in a statement late Friday. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IDIH7KEEB5ABVKQZFCT4F7J7BM\">\u201cWe will continue to work through this process and address any additional questions the Board may have. We look forward to sharing more about how our vision for transformative health care will bring world-class care closer to home for more patients by delivering the latest advanced technology, treatments, and innovative academic medicine in new, modern health centers of excellence,\u201d the spokesperson said. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VY7IOTRJYRAIZNBRIGJ2WIGBJQ\">Some residents expressed concern about how the relocation may negatively impact people in need of medical care.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EUIAL5DD35A3NDTT7EQXBHJENY\">\u201cThe people of Long Branch are who I\u2019m thinking about and I can\u2019t see how it won\u2019t interfere with their access to care and increase health disparities,\u201d said Dr. Krysta Johns-Keating, a provider who sits on the board.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZY3XU4YB2ZFX7K6VX6KBWI6FEM\">Former U.S. Sen. George Helmy, who serves as RWJ Barnabas\u2019 executive vice president and chief of external affairs and policy, said he respectfully disagreed with the deferral of the relocation plan. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BG7H4VIXEFHY3IY4R3KTOFR2YY\">\u201cWe have provided you extensive information on disparities and how we intend to care for those folks,\u201d Helmy said Thursday. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YBHQZYKF6VFJNMDFAKKC7F65OM\">If approved, the new hospital will be located adjacent to the Specialty and Cancer Care Pavilion, which is under construction as part of the expanded Vogel Medical Campus. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"O54I5RFQ35GUXEQIJTBOVGK234\">It will have an outpatient medical office building, emergency department, surgical and interventional services and diagnostic imaging. The project is expected to cost $858.7 million, according to the Certificate of Need proposal. <\/p>\n<p>What would change if the relocation is approved?<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PH2Y4XWYLZGNRFTOWDOLKOMDII\">The following services will be relocated to a new seven-story, 252-bed hospital in Tinton Falls: <\/p>\n<p>Medical\/surgical care.Intensive care\/critical care.Obstetrical care.Pediatric care.Pediatric intensive care.Neonatal intensive care.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IKKC7237DNFHFM6D2N6IOZK2BI\">The Long Branch hospital will lose 151 licensed acute care beds in the process. However, it will continue to provide services to the community. It will also benefit from planned upgrades including the creation of a new psychiatric facility and a new pharmacy. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4JSELA3XWZBAZJHGQHYSKWXEZY\">Obsolete buildings on campus may eventually be removed.
