Terwilliger Elementary School in Gainesville on Monday night\u00a0for a workshop\u00a0on\u00a0the University of Florida Golf Institutional Special Area Plan, which\u00a0involves rezoning\u00a0580 acres\u00a0of land\u00a0for\u00a0what would become a\u00a0new, 18-hole\u00a0university\u00a0golf course\u00a0west of\u00a0Gainesville.\u00a0<\/p>\n<p>The\u00a0580\u00a0acres,\u00a0located\u00a0east of\u00a0SW 122nd\u00a0Street\u00a0(Parker Road),\u00a0was\u00a0included in\u00a0a\u00a0special area\u00a0study\u00a0(SAS)\u00a0on the 4,000-acre Hickory Sink\u00a0property, also known as the\u00a0\u201cLee\u00a0property.\u201d The study was\u00a0<a href=\"https:\/\/www.mainstreetdailynews.com\/govt-politics\/alachua-county-approves-study-for-4000-acre-hickory-sink-property\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">approved unanimously by the\u00a0Alachua County Board of County Commissioners\u00a0(BOCC) in November 2023<\/a>.\u00a0\u00a0<\/p>\n<p>According to information included in the agenda packet for a Nov. 7, 2023, BOCC meeting\u00a0regarding\u00a0the study, \u201cThe Alachua County Comprehensive Plan provides that a Special Area Planning process is necessary prior to the approval of a land use change, zoning change, or development plan within areas\u00a0designated\u00a0as Strategic Ecosystems.\u201d\u00a0<\/p>\n<p>Become A Member<\/p>\n<p>Mainstreet does not have a paywall, but pavement-pounding journalism is not free. Photo by Nick Anschultz\" class=\"wp-image-129515\" style=\"width:500px\"  \/>Photo by Nick Anschultz An outline of the proposed UF golf course that would be located west of Gainesville near Haile Plantation.<\/p>\n<p>The\u00a0special area\u00a0planning process\u00a0consists\u00a0of\u00a0three steps: Scope of Work, Special Area\u00a0Study\u00a0and Special Area Plan\u00a0(SAP).\u00a0\u00a0<\/p>\n<p>The BOCC approved the\u00a0special area\u00a0plan, meaning the planning process has now\u00a0shifted\u00a0into\u00a0the SAP\u00a0stage.\u00a0<\/p>\n<p>\u201cWe\u2019re launching the process to get the SAP approved [by the county], which will ultimately be our comprehensive plan and our zoning to build this project,\u201d\u00a0said\u00a0Tyler\u00a0Matthews, CEO of England-Thims &amp; Miller,\u00a0Inc., the planner,\u00a0engineer\u00a0and\u00a0surveyor on the project.\u00a0<\/p>\n<p>The comprehensive plan amendment and rezoning process\u00a0<a href=\"https:\/\/pub-alachuacounty.escribemeetings.com\/FileStream.ashx?DocumentId=19157\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">requires additional neighborhood workshops<\/a>, which\u00a0is what took place on\u00a0Monday.\u00a0<\/p>\n<p>\u201cThe [county] commissioners care [about] what the public has to say,\u201d Matthews said. \u201cAnd so, getting feedback tonight helps us incorporate their feedback well into our plans and helps the commissioners know what the public cares about.\u201d\u00a0<\/p>\n<p>Jim Sheets, a resident\u00a0of\u00a0the Haile\u00a0Plantation\u00a0neighborhood, which is located near the\u00a0Lee\u00a0property, was among\u00a0the many community members\u00a0who attended the workshop.\u00a0\u00a0<\/p>\n<p>He said\u00a0he was concerned about the intrusion into his neighborhood,\u00a0noting\u00a0the\u00a0vehicle\u00a0and commercial traffic.\u00a0<\/p>\n<p>Traffic volume considerations\u00a0have\u00a0been studied and addressed in the SAP process, according to a\u00a0fact sheet\u00a0about the proposed golf course\u00a0that UF\u00a0provided\u00a0to Mainstreet.\u00a0\u00a0<\/p>\n<p>Typically, the document\u00a0said,\u00a0\u201cgolf courses generate less traffic than alternative land uses,\u00a0such as residential development.\u201d\u00a0<\/p>\n<p>Matthews said\u00a0a question he and other experts got asked a lot during the workshop was whether they planned to extend\u00a0SW\u00a046th\u00a0Boulevard\u00a0(Hale Boulevard).\u00a0\u00a0<\/p>\n<p>\u201cThe answer is \u2018no\u2019 to that question,\u201d Matthews said, noting the 15 conditions that\u00a0were included with the BOCC\u2019s approval of\u00a0the\u00a0special area\u00a0study.\u00a0\u00a0<\/p>\n<p>Referencing condition No. 14, Matthews said, \u201cit specifies that our entrance on [SW] 46th\u00a0Boulevard\u00a0can\u00a0only be used, shall be limited to a service entrance and bicycle and pedestrian path only and shall not be a construction entrance. And so, our intention right now is at most to connect to it as a pedestrian path and then,\u00a0if\u00a0required, for\u00a0an\u00a0emergency entrance.\u201d\u00a0<\/p>\n<p>\u201cIt\u2019s\u00a0our expectation that\u00a0we\u2019re\u00a0totally living off Parker Road,\u201d Matthews said.\u00a0\u00a0<\/p>\n<p>In May,\u00a0UF completed a\u00a0<a href=\"https:\/\/www.mainstreetdailynews.com\/news\/local\/uf-million-conservation-golf-course\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$37 million land acquisition<\/a>\u00a0for\u00a02,600 acres\u00a0on the Lee property.\u00a0The university\u00a0bought all the acres on the west side of Parker Road, which are now UF\/IFAS-managed lands.\u00a0\u00a0<\/p>\n<p>As a result of the sale, the Lee family, which owned the property,\u00a0also donated a 580-acre parcel of land to UF on the east side of Parker Road, which is where\u00a0the university\u00a0plans\u00a0to develop its new golf course.\u00a0\u00a0<\/p>\n<p>Mainstreet was\u00a0told that\u00a0UF does not have any\u00a0connection\u00a0with the land to the south.\u00a0\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"data:image\/svg+xml;base64,PHN2ZyB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciIHZpZXdCb3g9IjAgMCAxMjAwIDgwMCIgd2lkdGg9IjEyMDAiIGhlaWdodD0iODAwIiBkYXRhLXU9Imh0dHBzJTNBJTJGJTJGd3d3Lm1haW5zdHJlZXRkYWlseW5ld3MuY29tJTJGd3AtY29udGVudCUyRnVwbG9hZHMlMkYyMDI1JTJGMTIlMkZDb21tdW5pdHktbWVtYmVycy1saXN0ZW4tYXMtYS1wcm9qZWN0LWV4cGVydC1kaXNjdXNzZXMtYS1wYXJ0LW9mLXRoZS1wbGFuLXJlbGF0ZWQtdG8tdGhlLW5ldy1VRi1nb2xmLWNvdXJzZS4tUGhvdG8tYnktTmljay1BbnNjaHVsdHouanBnIiBkYXRhLXc9IjEyMDAiIGRhdGEtaD0iODAwIiBkYXRhLWJpcD0iIj48L3N2Zz4=\" data-spai=\"1\" alt=\"Community members listen as a project expert discusses a part of the plan related to the new UF golf course. Photo by Nick Anschultz\" class=\"wp-image-129516\"  \/>Photo by Nick Anschultz Community members listen as a project expert discusses a part of the plan related to the new UF golf course.<\/p>\n<p>Matthews said the golf course\u00a0would\u00a0not include residential homes; however, it\u00a0would\u00a0contain\u00a0cottages\u00a0entirely\u00a0for golf use.\u00a0<\/p>\n<p>\u201cThink of it like a hotel on the property for members and\u00a0their\u00a0guests,\u201d he said.\u00a0\u00a0<\/p>\n<p>Matthews\u00a0noted that\u00a0there would be 23 cottages \u201cper approved condition.\u201d\u00a0<\/p>\n<p>\u201cWe wouldn\u2019t build all 23 at first,\u201d he said. \u201cWe\u2019d\u00a0build a handful at first.\u201d\u00a0<\/p>\n<p>In addition to\u00a0the cottages,\u00a0early drawings for the golf course\u00a0also\u00a0show\u00a0a member and team clubhouse,\u00a0range and short game area,\u00a0a short course and team practice holes.\u00a0\u00a0<\/p>\n<p>\u201cI think\u00a0very\u00a0clearly\u00a0in\u00a0our\u00a0site\u00a0plan\u00a0that this course is built to be a championship, 18-hole facility that makes UF [men\u2019s and women\u2019s] golf teams win championships,\u201d Matthews said.\u00a0\u00a0<\/p>\n<p>Community access and engagement are also a focal point for UF with\u00a0its\u00a0new golf course. Examples outlined in the fact sheet include\u00a0creating a First Tee facility and supporting local youth golf programs, as well as providing public access to the\u00a0conservation\u00a0management\u00a0area\u00a0(CMA)\u00a0by way of a community trailhead and trails on the property.\u00a0<\/p>\n<p>Experts at the workshop said\u00a0over\u00a0100 acres\u00a0of the 580-acre parcel\u00a0are\u00a0in the\u00a0CMA.\u00a0<\/p>\n<p>With the workshop completed,\u00a0the\u00a0project\u00a0will\u00a0now\u00a0go through\u00a0additional\u00a0review by\u00a0staff,\u00a0followed by\u00a0a\u00a0series of public\u00a0meetings. The\u00a0BOCC\u00a0will also hold\u00a0hearings\u00a0throughout\u00a0the winter and spring of\u00a02026, according to the fact sheet.\u00a0<\/p>\n<p>\u201cWe\u2019ll be in process for a lot of 2026,\u201d Matthews said.\u00a0\u00a0<\/p>\n<p>Nick\u00a0Anschultz\u00a0is a Report for America corps member and writes about education for Mainstreet Daily News.
