{"id":347981,"date":"2025-12-14T09:35:19","date_gmt":"2025-12-14T09:35:19","guid":{"rendered":"https:\/\/www.newsbeep.com\/us\/347981\/"},"modified":"2025-12-14T09:35:19","modified_gmt":"2025-12-14T09:35:19","slug":"cap-and-trade-has-become-a-backdoor-tax-on-california-consumers","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/us\/347981\/","title":{"rendered":"Cap and trade has become a backdoor tax on California consumers"},"content":{"rendered":"<p>Nineteen years ago, during actor Arnold Schwarzenegger\u2019s governorship, he and the Legislature created a program that would, in theory, reduce California\u2019s emissions of carbon dioxide and other gases deemed to affect the planet\u2019s climate.<\/p>\n<p>The plan, dubbed cap and trade, authorizes the California Air Resources Board to conduct quarterly auctions of emissions allowances which refineries, electric power generators and other industrial facilities purchase to offset their emissions. It\u2019s an alternative to actually reducing emissions or financing other projects to cut them.<\/p>\n<p>Once purchased, the allowances can be sold and traded back and forth. As the auction prices increase over time, emitting facilities would, in theory, be motivated to make reductions.<\/p>\n<p>Proceeds from the auctions have steadily increased and today\u00a0<a href=\"https:\/\/ww2.arb.ca.gov\/our-work\/programs\/cap-and-trade-program\/program-data\/cap-and-trade-program-data-dashboard#Figure3\" rel=\"nofollow noopener\" target=\"_blank\">run about $5 billion a year<\/a>, which the state is spending on climate-related projects, officials boast.<\/p>\n<p>\u201cThe program\u2019s proceeds have funded nearly $33 billion in investments across the state and cut carbon pollution equivalent to taking 1.3 million gas-powered cars off the road,\u201d Gov. Gavin Newsom\u2019s\u00a0<a href=\"https:\/\/ebudget.ca.gov\/2025-26\/pdf\/Revised\/BudgetSummary\/ClimateChangeandEnvironment.pdf%20https:\/\/lao.ca.gov\/reports\/2025\/5097\/New-Updates-Cap-and-Invest-Program-120925.pdf\" rel=\"nofollow noopener\" target=\"_blank\">proposed 2025-26 budget declared<\/a>.<\/p>\n<p>The program is due to expire in 2030, and Newsom wanted the Legislature to extend it to 2045, the date when California is supposed to achieve carbon emission neutrality.\u00a0<a href=\"https:\/\/calmatters.org\/environment\/climate-change\/2025\/05\/california-governor-climate-budget-cap-trade-high-speed-rail\/\" rel=\"nofollow noopener\" target=\"_blank\">Legislators balked at a simple extension<\/a>\u00a0and, instead, insisted on making some changes that tightened the number of emission allowances and gave lawmakers more authority over spending the revenues.<\/p>\n<p>The program gained a new name, cap-and-invest, which implies that, as the auction proceeds have reached multi-billion-dollar levels, politicians\u2019 chief focus for how the money is spent has changed from emissions reduction.<\/p>\n<p>As a\u00a0<a href=\"https:\/\/lao.ca.gov\/reports\/2025\/5097\/New-Updates-Cap-and-Invest-Program-120925.pdf\" rel=\"nofollow noopener\" target=\"_blank\">new report on the revisions from the Legislative Analyst\u2019s Office\u00a0<\/a>points out, cap-and-invest funds \u201ccan continue to be viewed as akin to tax revenues and be legally available to expend for any purpose.\u201d In other words, while the program is touted as financing emission-reducing programs, its billions in revenue can be spent on anything a governor and legislators want to finance.<\/p>\n<p>The state\u2019s\u00a0<a href=\"https:\/\/calmatters.org\/commentary\/2025\/02\/high-speed-rail-trump-train\/\" rel=\"nofollow noopener\" target=\"_blank\">woebegone bullet train project<\/a>\u00a0has been receiving a quarter of auction revenues, roughly $1 billion a year. But in the new version it will be guaranteed a flat $1 billion a year to keep it alive \u2014 barely \u2014 as state officials try to scare up the many billions of dollars more needed for the bullet train to become a reality.<\/p>\n<p>While supporters ballyhoo the bullet train as something that would have a major impact on emissions by reducing auto traffic, the High Speed Rail Authority\u2019s own projections indicate that, were it to be fully completed, it would reduce automobile emissions by scarcely 1%. Meanwhile construction actually increases emissions.<\/p>\n<p>At Newsom\u2019s behest, the revised program will also channel $1.25 billion into supporting wildfire suppression, thereby relieving pressure on the state\u2019s deficit-ridden budget.<\/p>\n<p>Legislators, in turn, have set aside another $1 billion as \u201cdiscretionary\u201d spending \u2014 meaning it can be spent on anything legislative leaders want.<\/p>\n<p>Those three things will consume most of the money, while having minimal impact on greenhouse gas emissions.<\/p>\n<p>When the Legislative Analyst\u2019s Office was describing auction proceeds as \u201cakin to tax revenues,\u201d it was putting on paper something that\u2019s been apparent for years \u2014 that cap and trade is a backdoor tax on consumers, because industrial purchasers fold auction payments into the prices of what they produce.<\/p>\n<p>An obvious example is gasoline. It\u2019s widely accepted that California\u2019s gas prices, the highest in the nation, include about\u00a0<a href=\"https:\/\/energyathaas.wordpress.com\/2025\/05\/05\/cap-trade-and-the-trouble-with-gas-prices\/\" rel=\"nofollow noopener\" target=\"_blank\">30 cents a gallon in cap-and-trade costs<\/a>\u00a0incurred by refiners.
