Newly released state data shows factory employment has fallen below the depths it hit in the dark days of the pandemic recession.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"FGGIIDGRQJFDJIOLN3JVMXGVTU\">The state had about 177,000 manufacturing jobs in September, the Oregon Employment Department reported last week. That\u2019s the fewest number since December 2013. <\/p>\n<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H7QKIHSPJFAOVD4JAG474HC4EM\">Manufacturing is a big deal in Oregon. The state has a higher concentration of blue-collar jobs than most other states, a function of its roots in forest products, food processing and electronics manufacturing. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HF5L7UUJKJBVFD6MDJS3WGX544\">The state\u2019s tax code also favors heavy industry. Oregon has no sales tax and offers lucrative property tax exemptions to large manufacturers. It exempts companies from income and revenue taxes on products they make here and sell in other states or countries, though the state\u2019s new corporate activity tax is adding to the cost of some equipment and materials that manufacturers use. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"LXZKEICXH5GHBHYWPDRJGHO6DE\">Oregon factories began shedding jobs three years ago but as recently as last spring <a href=\"https:\/\/www.oregonlive.com\/business\/2025\/03\/oregon-keeps-shedding-factory-jobs-but-is-the-worst-behind-us.html\" target=\"_blank\" rel=\"nofollow noopener\">state economists were hopeful the worst was over<\/a>. It wasn\u2019t. The decline accelerated as the year went on and Oregon has now lost nearly 10,000 factory jobs in the past 12 months.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"56VGMWCLFZBBTP2KCY5BPMS23A\">Much of the trouble corresponds to severe issues in Oregon\u2019s semiconductor industry, the state\u2019s largest economic sector in dollar terms. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WBFGF55GS5BQXIEBVR6K7JQAPA\">Intel remains the state\u2019s largest corporate employer but it has laid off more than 6,000 workers since the summer of 2024. The chipmaker\u2019s <a href=\"https:\/\/www.oregonlive.com\/silicon-forest\/2025\/11\/intel-lays-off-669-more-oregon-workers-as-local-headcount-dwindles.html\" target=\"_blank\" rel=\"nofollow noopener\">Oregon workforce is at its lowest point in more than a dozen years<\/a>, at a little more than 16,000 local employees. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CZO2AGYO25ANXDVZ6OVUPDXNXY\">Intel is struggling to overcome years of setbacks in its production technology, playing catchup to industry leader Taiwan Semiconductor Manufacturing Co. CEO Lip-Bu Tan says a smaller workforce will make Intel more agile. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EVC7EHRDNRG2JOWLTY5BYURIW4\">It\u2019s not just Intel cutting jobs. <a href=\"https:\/\/2025\" rel=\"nofollow\" target=\"_blank\">Microchip Technology<\/a>, <a href=\"https:\/\/www.oregonlive.com\/silicon-forest\/2025\/02\/chipmaker-onsemi-will-cut-another-2400-jobs-oregon-impact-unclear.html\" rel=\"nofollow noopener\" target=\"_blank\">Onsemi<\/a> and others have laid off an unspecified number of Oregon workers in response to setbacks in their own businesses. Altogether, Oregon chipmakers have shed about a fifth of their jobs in the past 18 months.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GSR45LJL2BD7PL322BUERHTLHM\">President Donald Trump\u2019s trade war may also be playing a role in Oregon\u2019s manufacturing woes. The president says his tariffs are designed to bring factory jobs back to the U.S. but they have also triggered retaliatory tariffs from other countries.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZNQU2QXNE5GMHLTUZMGEN47ZBI\">That stings in Oregon, which is among the most trade-dependent states in the nation. The state\u2019s exports were down 19% through the first nine months of the year, according to the latest federal data collected by WiserTrade. It\u2019s not clear how much of that decline was triggered by the trade war, though, and to what degree fewer exports translated into fewer jobs. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BKAX6X5W6FHT5NCE4MS3EN5D7E\">In their quarterly revenue forecast last month, state economists told a legislative committee that Oregon factory workers are also spending less time on the job in recent months \u2014 a worrisome sign that suggests manufacturers are continuing to scale back. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HKTUH5ENC5GT5EFNR5HIWTXZVQ\">\u201cThe current direction of manufacturing hours worked per week in Oregon, coupled with ongoing job losses, raises concerns for the sector,\u201d the economists wrote. <\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"A35CKK4ISBB4LD74XQ7KUWG4QE\">This is Oregon Insight, The Oregonian\u2019s weekly look at the numbers behind the state\u2019s economy. <a href=\"https:\/\/www.oregonlive.com\/oregoninsight\/\" target=\"_blank\" rel=\"nofollow noopener\">View past installments here<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"Oregon\u2019s manufacturing sector continues its rapid decline with employment down more than 5% in the past year.
